Organizational Design Lead

Job Description
The Organizational Design Lead is responsible to lead the design and development of jobs and structures in the organization, applying standard systems and processes for job analysis, job evaluation, organizational chart design and organizational change rules. In addition to ensure that jobs and structures are aligned with the strategic business plans and workforce plans of Qatar Foundation (QF) Divisions and Entities in order to enable the delivery of corporate strategic objectives.
Key Result Areas:
- Lead the design and review the job matrix of all jobs in the organization to maintain internal equity
- Supervise the application of standard methodology for job creation and job evaluation in designing organizational structures aligned with the workforce plans within the boundaries of the approved staff cost budgets
- Provide guidance to QF Entities in drafting and reviewing job descriptions as the potential changes of job roles and responsibilities are identified
- Review and enhance the consistency of job descriptions with internal policies and procedures
- Apply the standard job evaluation methodology in assigning job grades linked with the compensation and benefits structure of the organization
- Lead and review job evaluation requests from line management and HR Business Partners, finding out the rational for evaluation in order to ensure appropriate upgrade of roles
- Maintain internal equity across organization wide job evaluations through sound and consistent application of job evaluation framework, standards, processes and tools including in-depth analysis of job context and content, as well as sound rationale and internal comparisons for all job evaluation submissions
- Apply HAY Methodology in measuring, evaluating, controlling and classifying jobs thereby establishing the basis for ranking jobs across the organization
- Review and assess job grades across the organisation and compare job contents in order to ensure consistency of grading for similar roles found in different QF Entities
- Advise on the correct job titles as per the established guidelines in order to ensure consistency and alignment across the organization
- Identify the areas of improvement in organisational structure by understanding the operations of QF Entities and instrumental in driving efficiency on best practice of workflows
- Participate in discussions with line management and HR Business Partners in creating optimal organizational design
- Maintain the rules for the organizational structure creation and the rules for the span of control in different business units across QF EntitiesConduct regular audits of the organizational structure and recommend changes to make the organization more efficient
- Understand the implication of corporate change on organizational design in terms of staffing needs, business systems, etc. and recommend solutions to enhance organizational effectiveness and productivity
- Provide guidance and expertise by delivering job and organization structure creation training for fostering collaboration with managers and HR Business Partners
- Design solutions that drive the implementation of complex projects in organisational design and provide suggestions in order to support the change projects and strategies which help realize the QF strategic plan and the specific business plans of diverse QF Entities
- Participate in cross-functional Human Capital projects and organization wide projects as required
- Other reasonable tasks as assigned by supervisor
Minimum Knowledge, Skills & Experience:
- Bachelor’s Degree in Human Resources, Business Administration or a relevant field and 6-8 years of relevant full-time work experience
- HR professional qualifications e.g., CIPD, SHRM are preferred
- Very good knowledge of organisation development and design methodologies and tools; knowledge of HAY job analysis and evaluation methodology strongly preferred
- Knowledge of business data sources and reporting tools
- Excellent analytical, planning, and time management skills
- Excellent interpersonal communication and negotiation skills
- Excellent writing skills with the ability to draft and edit a variety of written reports and communications and to articulate ideas clearly and concisely; Arabic proficiency is an advantage
- Proficiency in MS Office and Oracle applications
