Job Description
Job Title: Research Monitoring and Evaluation Officer
Introduction:
Ipas Pakistan is an international non-governmental organization (INGO) which works to assist the Government of Pakistan in achieving the country’s commitment towards the Sustainable Development Goal 3 (good health and wellbeing). It seeks to reduce maternal mortality and morbidity associated with complications due to unsafe practices. We collaborate with provincial governments to provide technical assistance and support for strengthening the public and private healthcare system. Ipas is seeking to hire a competent Finance Officer to join its finance team in its Islamabad-based head office.
Job Summary:
Under the supervision and support of the Research Monitoring and Evaluation Advisor, the RM&E Officer is responsible for providing technical and implementation support to Ipas Pakistan Research Monitoring and Evaluation Unit. Coordinates and administers data management, routine monitoring, and implementation of research-related activities. In addition, Regular and accurate compilation and entering of all project data in the relevant database. Assist in developing the annual and quarterly M&E work plan for effective M&E activities. Assist program teams, partners, and external consultants in the design studies, surveys, and routine monitoring activities as required. Ensure quality of data entry and meeting the desired deadlines; Manage additional responsibilities, including filling up the data for back-ups, retrieving data as and when required, and maintaining confidentiality regarding the information in the data forms.

A. Primary Responsibilities
1. Technical Support
  • Provide technical support during the implementation of M&E activities, including data management, analysis, documentation, and donor reporting with the support of the RM&E Advisor.
  • Assist program teams, partners, and external consultants in designing studies, surveys, and routine monitoring activities as and when required.
2. Data Management
  • Regular and accurate compilation and entry of all project data in the relevant database.
  • Ensure quality of data entry and meeting the desired deadlines; manage additional responsibilities, including filling up the data for backups, retrieving data as and when required, and maintaining confidentiality regarding the information in the data forms.
  • Carry out RM&E data collection, processing, and analysis, and contribute to documentation and dissemination work, including presentation development and paper/abstract writing, and maintaining a database for Ipas submission to local and international fora/conferences.
3. Project Monitoring and Work Plan Management
  • Actively monitor the progress of project activities, updates, and shares project work plan as per the Balanced Scorecard/strategic framework on a monthly basis and share progress in project review/team meetings.
  • Develop and maintain records of RM&E activities and conduct field visits for monitoring and refresher training on data recording, per requirement, and report on data collection and reporting quality in the field.
  • Assist in developing the annual and quarterly M&E work plan for effective M&E activities.
  • Organize meetings and workshops to disseminate R&E findings, both internally and externally, and prepare reports.
4. Knowledge Management
  • Ensure timely and accurate reporting to donors and other stakeholders.
  • Develop presentations, briefing papers, summary findings and other knowledge products for internal and external dissemination.
5. Research and Innovation
  • Assist in developing research study design, submissions for ethical approval, implementation, data analysis, and reporting, and provide administrative support.
  • Assist in developing research protocols, tools, and questionnaires.
  • Assist in the implementation of research projects in the field.
  • Assist in developing papers and abstracts for submission to local and international conferences.
  • Proactively learn and contribute ideas for innovative M&E and research methods to increase efficiency and effectiveness.
6.Other task
  • Travel as and when required with supervisors/CD approval.
  • Perform other duties as assigned by the supervisor/CD.
B. Selection Requirements:
1. Education
  • Master’s degree in Statistics, Biosciences, Research Methodologies or a related field.
  • Additional certifications or training in public health, data management, or monitoring and evaluation.
2. Experience
  • 5 years of experience conducting monitoring, evaluation, and and donor-funded projects/programs.
  • Proven experience in developing and designing monitoring , tools and questionnaires.
  • Experience coordinating field activities and managing communication among organizational staff, partners, and stakeholders.
  • Experience working in diverse geographic regions and familiarity with local health issues.
  • Experience of contributing to research assignments in public health.
  • Proven experience in developing and designing research protocols, tools, and questionnaires.
3. Technical Skills
  • Strong data management skills, including the use of databases, word processing, spreadsheets (Excel), and statistical software packages (Epi Info, SPSS, Stata).
  • Proficiency in developing PowerPoint presentations.
  • Familiarity with advanced data analysis techniques and software.
  • Understanding of and compliance with data privacy and confidentiality standards.
4. Competencies
  • Strong written and spoken communication skills in Urdu and English.
  • Ability to work as an effective team player, proactive, and capable of multitasking under pressure.
  • Excellent interpersonal communication and time management skills.
  • Willingness and ability to travel frequently to field areas for monitoring, follow-up, and data collection.
  • Flexibility in office working hours to respond to project needs as required.
  • Demonstrated ability to meet short deadlines on data analysis and contribute to report development, data review, and documentation
