Senior Operator is primarily responsible for the operation of Coal Handling System in a safe and efficient manner during the shift. He is directed by AM – CHS, TLS, WB Operations for maintaining optimum parameters of the section to ensure compliance of the operating guidelines. He is responsible for Efficient management of the coal supply chain, coal handling system operation and TLs operation.
Qualifications:
Preferably DAE in Mining or 10 Years of experience of similar facility
Key responsibilities and accountabilities:
· He is responsible for safe operation of the equipment in his assigned area.
· He is responsible for the safety of personnel's and equipment.
· Compliance of audits, PSSR point closures, JSA compliance and closure of all action items.
· Compliance of daily TBT and D-Level Meetings along with sessions as per the directive of management
· Maintain stockyard as per the directives of senior management and ensure smooth coal loading operations
· He is responsible for the safe operation of plant & auxiliaries and:
o Manage and supervise the Coal handling system operations to ensure coal supply to IPPs.
o Work closely with logistic contractors to manage the coal transportation fleet effectively.
o Schedule deliveries to align with IPP schedules, optimizing routes and vehicle utilization.
o Maintain comprehensive records and documentation related to coal supply chain activities.
o Ensure all documentation, including invoices, bills of lading, and contracts, is accurate and up to date.
o Facilitate the efficient flow of information between relevant parties.
o Establish and maintain effective communication channels with IPPs to understand their coal supply needs and preferences.
o Any other task or responsibility as and when assigned by the management.
o Maintaining equipment required for fire prevention & fire fighting.
o Managing proper & safe functioning of instrument & control
o Complying with the applicable Sindh Environment Quality Standards (SEQS)
o Maintaining logbooks & log sheets
o Informing the concerned AM / DM about any change in regular operations
· He is responsible for facilitating the operators in LOTOTO and isolating the equipment / valves / breakers etc.
· Assist in functional audits for site safety improvements e.g., Workplace inspection & audit, behavioral Safety Audits, Pre-Start-up Safety Reviews (PSSR), Job Safety Analysis (JSA), Housekeeping audit, Risk assessments & closure of monthly audit recommendation.
· Conducting special & planned session of safety & operation of plant, Daily TBT & weekly D-level meting with operation workforce of area. Implementation of safe work instruction in operational areas
· Plan routine maintenance of fixed & mobile plant.
· Share the information regarding breakdown of plant with manager for detail root cause analysis
· Coordinating with relevant stakeholder and regularly update the manager on the completion of complex repairs.
· Ensure availability & utilization of assigned fixed and mobile plant/equipment
· Prepare daily operation & maintenance report and share with management
· Management of Stockyard management and continue the coal supply as per daily plan
· Work closely with all other departments/ functions for smooth site operations.
· Any other task or responsibility as and when assigned by the management.
· He is responsible for off the job injury/illness reporting to his supervisor & seeking medical treatment.
· Submit medical treatment documents to medical officer for health assessment before resuming job.
· Receive fitness to work plan from medical officer and submit to his supervisor.
· Report illness/injury of his employee/worker to HSE department & doctor for medical advice
· Follow the role statement defined in the emergency response plan.
· He is to ensure compliance of the operating guidelines and standing orders issued by the Manager.
· He checks instruments and controllers, logs operators log sheet, checklists.
· He is responsible for handling work permits related to his area and ensuring the safety of the maintenance and operation staff.
· He is responsible for checking all the safety equipment in his area.
· He is to ensure that all Safety critical devices in his area are in healthy state.
· Adherence to labor laws, rules regulations, policies & procedures.
· Be prepared to work for long hours as per labor law and promptly respond to call outs to achieve & implement Section / Department objectives.
· Carry out all work related to his craft, job description and any other work assigned by supervisor on need basis.
· Ensure that adequate knowledge is gained regarding HSE Risk Assessment techniques to be able to participate in Risk Assessment pertaining to their areas.
· Ensure participation in PSSR conducted in their operated area.
· Ensure participation in the incident investigations pertaining to their operated areas.
· Maintain effective communication with supervisor (AM / DM) and report him any abnormality in the regular operations.
· Coordinate with field operators during the start-up and shut-down processes to ensure smooth transitions and prevent any operational hiccups.
· Be prepared to respond to emergencies such as power outages, power failures.
