After Brightline Florida completed the first passenger rail system connecting Miami and Orlando, Brightline West was formed to connect Las Vegas and Southern California through the nation’s first true high-speed, electric passenger rail system. Reaching speeds of more than 186 miles per hour, this 218-mile high-speed rail service will take passengers from Las Vegas to the Greater Los Angeles area twice as fast as the normal drive time.

Your Purpose:
As the Workforce Compliance Manager, you will be responsible for overseeing compliance with the federal Davis-Bacon and Related Acts, as well as other required applicable workforce regulations as part of the federal grants supporting the Project. The work activities include monitoring labor compliance, overseeing and conducting on-site worker field interviews, reviewing compliance forms, and providing recommendations for the application and non-compliance of prevailing wage and Federal Davis-Bacon requirements. Your role will be crucial in maintaining compliance with Brightline West’s federal grants and in building and sustaining positive and collaborative working relationships with contractors, subcontractors, the Building and Construction Trades Council, and other local stakeholders. Your expertise will ensure a cost-effective, cooperative, and proactive approach to overseeing workforce efforts for this Project.
In this role, you will oversee 2 Compliance Analysts, who will be hired to assist with workforce compliance, monitoring and field interviews.
Your Role:
Compliance Monitoring and Oversight: Ensure compliance with federal workforce requirements, primarily the Davis-Bacon and Related Acts (DBRA). The main activities will be to monitor and review weekly certified payroll records and labor compliance forms and to ensure timely submittal in compliance with the following:
- Federal Davis-Bacon & Related Acts
- Apprentice Verification & Utilization
- Worker Field Interviews & Site Visits
- Labor Compliance Discrepancy Notices
Software Implementation: Assist with the implementation of a third-party SAS based software system that will support the submission of contractor-certified payroll records and contractor compliance documentation. Function as the administrator for the Brightline West team and provide support to the contractor and subcontractors in partnership with the technical support team from the selected system.
On-site Job Interviews: Conduct on-site job interviews, with support from Brightline West’s Compliance Analysts, at a regular cadence that aligns with the Project schedule. Coordinate with Brightline West project managers to schedule field interviews for various trade crafts throughout the entire life of the Project. Develop a plan to conduct additional field interviews if worker complaints are received, discrepancies are identified in contractors’ submittals, or for other applicable reasons.
Labor Assessment: Conduct detailed reviews of submitted documentation, as appropriate, to determine correct wage rates, classifications, overtime calculation, fringe benefit calculation, consistency with labor interviews, and related DBRA requirements. Identifying problems and issues and developing a response strategy. Provide lessons learned or guidance on improving the accuracy and timeliness of report submissions. Lead efforts in following up on delinquencies, corrective action plans, requests for information, or any other compliance issue.
Compliance Reporting: Develop monthly summaries and participate in Project meetings. Develop and provide updates on the oversight of required labor compliance reports and due dates. Maintain communication with Brightline West project management teams.

Managerial Responsibility:
· Direct supervisory responsibility, including to hire, promote, discharge, assign, reward or discipline or effectively recommend such actions.
Required Education and Experience:
· Bachelor’s degree or 10+ years of related experience.
· Strong workforce compliance background in the transportation field.
· Specialized expertise in labor compliance programs, project labor agreements, and labor relations including Davis-Bacon and Related Acts.
· Experience with the implementation of third-party labor compliant software systems.
Knowledge Skills & Abilities:
· Excellent leadership and team management skills
· Ability to collaborate effectively with cross-functional teams and external partners
· Strong quantitative, analytical skills with attention to detail and accuracy and ability to make data-driven decisions
· Strong communication, critical thinking, and presentation skills; including the ability to provide written and verbal direction effectively
· Proficient in Microsoft Office applications, specifically, Excel, Word, and PowerPoint
