UK-Pakistan Serious Crime and Law Enforcement (UPSCALE)-2 programme is an UK Government-funded programme designed to help tackle cross-border crime that undermine the security and prosperity of the UK and Pakistan. UK-Pakistan Cooperation on Serious Crime and Law Enforcement Project Phase-2 (UPSCALE2), which will run for 12 months from April 2025-March 2026. This phase continues our critical mission of enhancing protection for vulnerable communities through improved systems and reduced threats, building upon the remarkable achievements of our previous project phase.

Project approach
ASI is implementing a problem-driven iterative adaptation (PDIA) approach to system reform. This places a priority on the delivery of results, in line with the project&rsquo;s theory of change, logical framework and with the agreement of project leadership.

Part A: Technical Skills
Results-focused problem solving<ul><li>
Work with the Team lead to lead a problem-driven, iterative adaptation approach to project design and delivery.</li><li>
Undertake the below activities and work with other members of the project leadership team to coordinate the activities across thematic areas:</li></ul>
o Identify and define problems that lie within the scope of the project&rsquo;s theory of change and within the area of project scope for which you are responsible.

The programme is intended to address cross-border crime across four thematic areas:
Criminal Justice Cooperation &ndash; MLA and Extradition<ul><li>Extradition: The extradition process in Pakistan is more effective, efficient, expeditious, and accountable.</li><li>Mutual Legal Assistance: The request process in/out in Pakistan is more effective, efficient, expeditious, and accountable.</li></ul>
Irregular Migration and Organised Immigration Crime<ul><li>Strengthen detection and targeting of irregular migration via Pakistan airports.</li><li>Strengthen community protection for Pakistan-UK diaspora and mitigate against diaspora high harm offenders.</li><li>Fully operationalise an effective and legally compliant sex offender register following Nov 2024 launch.</li><li>Deliver Artificial Intelligence (AI) driven capability to better target online child sexual exploitation and abuse.</li></ul>

Project approach
ASI is implementing a problem-driven iterative adaptation (PDIA) approach to system reform. This places a priority on the delivery of results, in line with the project&rsquo;s theory of change, logical framework and with the agreement of project leadership.
This methodological approach has implications for people working on the programme, offering a great deal of opportunity for creativity and innovation, in which team members are given considerableresponsibility within a relatively flat organisation structure. It also reduces certainty in terms of the specific work and focus of team members across the duration of the project, requiring team members to flex and adapt to the needs of the project. This also means that reporting lines will change through the course of the project.
All associates and subcontractors working on the project are required to familiarise themselves with the PDIA approach resources available from the Building State Capability website and from ASI.

International MREL Adviser - UPSCALE II

The aim of the project is to deliver meaningful and measurable results in the tackling of cross border crime, building systems and institutional capability that provide a sustainable foundation for the operational effectiveness of relevant UK and Pakistan agencies.
2. Background
UPSCALE requires services of a skilled communications adviser to design and deliver communications campaigns, raise profile through communication products within the counterparts and stakeholders as well as for internal communications for UPSCALE at Adam Smith International (ASI) and the British High Commission (BHC).
The Comms Advisor is to provide high-level guidance, strategic planning, and quality assurance (QA) for its communications outputs. The advisor will play a critical role in defining UPSCALE&rsquo;s communication strategy, ensuring alignment with BHC and ASI guidelines, and effectively positioning the program for visibility, credibility, and legacy. This role is essential for shaping UPSCALE&rsquo;s narrative, overseeing communications implementation, and enhancing the quality and impact of messages tailored to diverse stakeholders.
3. Purpose of engagement<ul><li>Develop overarching Communication Strategy and Plan including outlines, protocols, and action plans to guide a communication campaign and visibility activities for UPSCALE and designated government agencies on initiatives under all workstreams.</li><li>Support implementation of the Communication Strategy and Plan by developing key messages, talking points, audio-visual content etc.</li><li>Providing convening support for key communication events such as round table conferences, seminars and engagement or advocacy sessions</li><li>Support development, delivery and measurement of key communication outputs, including those related to community outreach activities and public access to information via websites, seminars, webinars, knowledge products and social media platforms.</li></ul>
4. Tasks
Communications Strategy and Plan<ul><li>
Conduct a review of existing communications outputs, UPSCALE&rsquo;s activities, and BHC and ASI communications guidelines.</li><li>
Assess UPSCALE&rsquo;s communications needs and ambitions, incorporating insights from programme objectives and team/stakeholder requirements.</li><li>Design a clear and concise communications strategy for the UPSCALE program in line with its activities and workstream focus.</li><li>
Develop a strategic communications plan that defines UPSCALE&rsquo;s narrative, key messages, and targeted approaches for diverse audiences, including BHC, ASI, government counterparts, and development stakeholders.</li></ul>
Communication Events and Products<ul><li>Design, coordinate and support the hosting of UPSCALE events</li><li>The following tasks are to be conducted for the events:</li></ul>
o Finalise event design (including sequence of event, visual identities, banners, standees, promotional materials)
o Outreach to ensure participation from stakeholders including invitations to media personnel
o Design bilingual communication products (posts, articles, blogs, infographics, videos) for pre-event and post-event awareness including materials for all social media (Facebook, Twitter, Instagram, TikTok etc), digital media (email outreach, counterpart websites, online news portals, TV interviews, public service announcements), print media (press releases) and radio.
o Guide and support event coverage
o Follow-up with partners and vendors engaged for activities relevant to communication and advocacy of the SOR
o Ensure maximum outreach of communications products, and promote engagement and information exchange with the British High Commission (BHC) to leverage visibility
o Track and update on analytics and value for money of communications products
o Design at least 3 impact-based success stories with infographics featuring participants (government reform champions, trainees etc) to highlight programme successes.
Other Tasks
Provide similar ongoing communication support to other UPSCALE work streams through the following:<ul><li> 
Provide expert guidance on the most effective communication channels for different workstreams, messages and audiences.</li><li>Recommend the optimal frequency of postings to maintain engagement without overwhelming the audience.</li><li>Assist in defining specific target audiences for each communication effort and tailor messages accordingly.</li><li>Develop detailed timelines and budget estimates for all communication activities.</li><li>Provide ongoing Graphics Design and Creative support in terms of creative briefs and ideation, keep a close follow-up with partners and vendors engaged for activities relevant to communication and advocacy.</li><li>Monitor and evaluate the impact of communication efforts through metrics such as engagement rates, reach, and feedback.</li><li>Ensure maximum outreach of communications products and promote engagement and information exchange with the British High Commission (BHC) to leverage visibility.</li><li>Design at least 1 impact-based success stories per month with infographics featuring participants (government reform champions, trainees etc) to highlight programme successes for workstreams.</li><li>Adjust strategies as needed based on evaluation results to continuously improve awareness and engagement.</li></ul> 
5. Qualifications and experience<ul><li>Minimum of 10 years of post-Master&rsquo;s relevant experience at the national or international level in communication, journalism, social media management or other related domains</li><li>Experience in leadership roles managing communication for international development organizations at the national or international levels</li><li>Demonstrated experience in strategizing for communications and relationship management with key stakeholders</li><li>Experience in developing and running communications strategies and plans targeting multiple stakeholders, goals and media</li><li>Ability to work independently and meeting tight deadlines. Excellent written and oral skills in English.</li></ul>

The position is based in Islamabad with travel required to other areas of Pakistan.

Communications Advisor - UPSCALE II

<div>International Debt Management Expert&ndash; Debt Management Reform Activity
The Revenue Mobilisation, Investment and Trade (REMIT) is a multi-year programme funded by the UK&rsquo;s Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The program provides technical assistance (TA) to Pakistan with a broader objective to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation, and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilization reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.
The Ministry of Finance (MoF) has prioritized effective debt management to bring and maintain public debt-to-GDP ratio at sustainable levels. It aims to carry out improved debt management along with resource mobilisation, expenditure rationalisation, and efficient utilisation of debt.
REMIT is currently seeking an experienced Debt Management Specialist. This role involves working with the MoF to prepare analysis of the debt management function and formulate designs of functionalities for debt management analysis and decision support.
The position requires a comprehensive approach, combining economic expertise, advanced domain knowledge of debt analytics and management and stakeholder engagement abilities and effective training and capacity building skills.
Job Summary
This assignment will require the expert to review public debt instruments, identify cases requiring missing updates on debt obligations and payments, and ensure that these are included in the MoF debt profile calculations. In addition, the expert and their team will provide support to develop an analytic tool for domestic debt management.
Duties and Responsibilities<ul><li>
 Review workflow and functionalities report and provide inputs toward finalization and ensure that it is technically adequate and well aligned with current global practice</li><li>
 Review and validate DMO&rsquo;s essential functionalities requirement and add any functionalities in light of the international experience</li><li>
 Provide inputs into the design of an analytic and simulation tool for domestic debt and support testing and installation</li></ul>

This role involves working with the MoF to prepare a report on debt management function and carry out an assessment of analytic report on the required functionalities of DMO, and to provide inputs into the development an analytic tool for debt management.
The position requires a comprehensive approach, combining economic expertise, advanced institutional knowledge and stakeholder engagement abilities and effective training and capacity building skills.
Job Summary
This assignment will require the expert to review public debt management practices in DMO and their current reporting systems. The expert will provide support to develop an analytic tool for domestic debt management.
Duties and Responsibilities<ul><li>
 Facilitate conduct of an &lsquo;as-is&rsquo; report on DMO processes and activities</li><li>
 Review and finalize a workflow report</li><li>
 Facilitate development and validation of assessment of functionality requirements</li><li>
 Assess DMO reporting practices and requirements and identify optimal institutional linkages and development recommendations for institutionalization of the analytic tool</li><li>
 Plan, organise, and conduct workshops</li></ul><ul><li>Coordinate data validation workshop.</li><li>Organise consultations to refine draft analysis and draft institutional matrix.</li></ul>
6. Stakeholder Collaboration:<ul><li>
Collaborate with government agencies, academic institutions, and private sector entities to gather expertise and ensure the alignment of the implementation plan with the political and economic landscape of Pakistan.</li></ul> 
Qualifications and Experience:<ul><li>
A minimum of 15 years of experience in the development of public finance reforms</li><li>
Good understanding of economic policies, debt management and operation of variables like interest rates, and inflation rates.</li><li>
Excellent system development and data expertise for the development models.</li><li>
Minimum master&rsquo;s, preferably PhD qualification in economics, statistics, or related field.</li><li>
Strong review and analysis skills, with the ability to review technical policy and legal documents.</li><li>
Ability to engage with senior-level government officials, and to facilitate the process of getting things done vis-&agrave;-vis timelines, responsibilities, and resources required to deliver individual actions.</li><li>
Excellent record keeping, report writing, communications, and presentation skills.</li><li>
Excellent oral and written English.</li></ul>
Reporting
The consultant will report to the REMIT Team Lead and REMIT Macroeconomy Lead.
