 The VP, Talent Development reports to the EVP, Chief Human Resources Officer and is a member of the Human Resources Leadership Team (HRLT). This role is critical to Beth Israel Lahey Health (BILH) as it provides strategic leadership, vision, and operational oversight over talent-related HR functions (e.g., employee and leadership development, instructional design/training, organizational effectiveness, workforce planning and development) to balance external leading market practices with internal business needs.
 
 
 This role will tie talent programs and initiatives directly to BILH system strategy and goals while incorporating/providing input to and shaping the BILH employee value proposition and employee experience.
 
 
 This role manages multiple teams, serves on the HR leadership team, helps set HR strategy, and interacts regularly with both BILH executives and HR Business Partners who collaborate closely with business leaders to solve complex organizational challenges through people-related solutions. Working with BILH leaders, this individual taps into a strong knowledge of business operations and people practices promoting BILH&rsquo;s strategic priorities, culture, mission, and values by aligning/brokering HR capabilities to meet organizational needs.

 Primary Responsibilities:
 
 
 
 Leads the design and development of talent development strategies, programs, plans, policies, tools, templates, and practices, to include:
 
 
 <ul>
 <li>
 Assessing organizational capabilities to determine what development tools (e.g. competencies, development guides) and interventions (org design, technology) are needed to build stronger teams and stronger organizational capability.
 </li>
 <li>
 Extend the team&rsquo;s proven expertise in harmonizing our legacy and locally focused programs to create scalable model across all of BILH.
 </li>
 <li>
 Developing human resource planning models to identify competency, knowledge and talent gaps, and develop specific programs to address gaps (e.g., talent assessments, training, career development programs, workforce planning)
 </li>
 <li>
 Developing strategic leadership and executive development programs to support business objectives and strategic workforce and succession plans.
 </li>
 <li>
 Support and advise the EVP, Chief Human Resources Officer as a participant in the development of the system&rsquo;s plans and programs as a talent management expert with a focus on the impact of HR programs, plans, policies, and practices.
 </li>
 <li>
 Translate BILH&rsquo;s business initiatives and goals into strategic and operational talent plans. Evaluate and advise on the impact of long-range planning of new programs/strategies and regulatory action as those items influence the HR strategies, capabilities, and programs.
 </li>
 <li>
 Partner to shape and deliver the BILH employee value proposition and employee experience through talent strategies, programs and initiatives.
 </li>
 <li>
 Maintain knowledge of broad HR policies, programs, laws and issues with a particular focus on how they systemically relate to talent topics.
 </li>
 <li>
 Continually assess the competitiveness of all programs and practices to ensure best practice.
 </li>
 <li>
 Use outcome and performance-based talent metrics (e.g., productivity, quality, service) to identify trends, determine risks/opportunities, or provide organizational insights to HR Business Partners.
 </li>
 <li>
 Manage the budget and other financial measures of the Talent Development team.
 </li>
 <li>
 Partner closely with HRBPs and business leaders to drive improvements in organizational capability by identifying root causes to issues and recommending concrete solutions to address issues.
 </li>
 <li>
 Provide guidance and support around organizational design and team integration during mergers and acquisitions.
 </li>
 <li>
 Leading large, scalable, data-driven talent programs that serve strategic organizational needs.
 </li>
 <li>
 Research and apply best practice in organization design and development solutions.
 </li>
 <li>
 Use diagnostic processes and analytics to help business leaders enhance their capability to assess and drive employee performance and culture to increase effectiveness.
 </li>
 <li>
 Provide advice and counsel to others within Human Resources.
 </li>
 <li>
 Formulate and implement system-wide policies, procedures, programs, and initiatives (e.g., employee programs centered on culture initiatives, employee engagement, and organization effectiveness).
 
 
 </li>
 </ul>
 
 Required Qualifications:
 
 
 
 <ul>
 <li>
 Master&rsquo;s Degree or equivalent experience in Business, Human Resources or related field
 </li>
 <li>
 At least 15 years of experience in roles responsible for talent management
 </li>
 <li>
 A keen understanding and appreciation for the unique needs and challenges of building Organizational Excellence which is achieved through OD, LD, TD and Workforce Planning, driving significant change across a large dispersed workforce, ideally in a Health Care environment
 </li>
 <li>
 Experience in the integration of OE/OD within the broader talent management strategy
 </li>
 <li>
 Experienced in working with large, widely dispersed, workforces
 </li>
 <li>
 Strong project management skills, including a proven track record of leading large, complex projects using standard project management practices and tools
 </li>
 <li>
 Excellent interpersonal, facilitation, communication, and consulting skills. Ability to assess needs, influence, collaborate, deliver and partner at the most senior levels across the organization.
 </li>
 <li>
 Proven leader with the ability to build and manage people and engage high performing teams
 </li>
 <li>
 Demonstrated experience leading large, scalable, data-driven programs through a blend of strategic vision, operational expertise, and advanced analytical skills.
 </li>
 <li>
 High energy with a strong work ethic
 </li>
 <li>
 Experience with an ERP system (Workday preferred)
 </li>
 <li>
 Dedicated to service orientation; sense of urgency and follow-up and responsiveness; high-level of personal integrity and confidentiality
 </li>
 <li>
 Ability to work well under pressure and flexible in adapting and responding to changing situations
 </li>
 <li>
 Strong organizational skills with the ability to manage multiple, conflicting priorities between client work and program development in a fast-paced environment
 </li>
 <li>
 SPHR or SHRM-SP desired.
 </li>
 <li>
 Leadership in Healthcare System is a plus
 </li>
 <li>
 Certification in change management certification (PROSCI or Certified Change Management Professional- CCMP) is preferred

This position will receive direction from the Director and Manager of Purchasing and work closely with the OR Manager. This position is responsible for the coordination and delivery of supplies and services that include the procurement, issuing, control, put away and distribution of inventory supplies and materials for Surgical Services. Will assist with maintaining and monitoring inventory by creating requisitions and purchase orders through Workday or other Supply Chain systems assuring accurate inventory levels are met in a timely fashion. The Supply Chain OR buyer must possess strong interpersonal, analytical and technical skills in order to effectively communicate with Suppliers, Management, and OR Clinical Leadership. Performs all other duties as assigned accordingly to meet the objectives of the Supply Chain department and Beth Israel Lahey Health.
Job Description:
Essential Duties &amp; Responsibilities including but not limited to:
1. Processes purchase requisitions and Initiate Purchase Orders to Suppliers.<ul><li>
Communicates with departments about product replacements, supply chain issues and delays, helping to establish reasonable delivery expectations.</li><li>
Recommends par levels based on prior practices and expected delivery and supply issues. Assess short and long term trends in supply and demand to adjust ordering practices and recommended par levels.</li><li>
Utilizing a non-clinical comprehension of the hospital supplies collaborates with various departments and physicians to find the best alternatives for meeting the OR supply needs.</li><li>
Researches and assesses supply chain timelines and cost issues when considering replacements/new supply chain alternatives. Uses reasonable discretion to make decisions based on the analysis or, when appropriate, utilizes the analysis to bring recommendations to the Director of Purchasing.</li><li>
Responds promptly to urgent supply requests, researching alternatives by seeking alternative vendors or arrangements and/or discussing substitutions with end user/manager.
</li><li>Fields questions understanding that departments, co-workers and physicians are the customer, addressing their issues courteously and promptly.</li></ul> 
2. Controls Hospital costs.<ul><li>
Audits invoices, verifying received quantities against delivery receipts and accurate pricing. Addresses variances with suppliers</li><li>
Processes invoices, attempting to comply with the terms of payment requested/required by suppliers.
</li><li>Collaborates with suppliers and accounts payable to try to streamline the process and to capitalize on discount opportunities.</li><li>
Processes returns and monitors the receipt of credits.
</li><li>Brings cost saving and other vendor-related opportunities to the Director of Purchasing&rsquo;s attention, communicating the feasibility of the opportunity and recommendation</li><li>
Provides comprehensive and accurate documentation to Finance to ensure accounting of supplies are charged accurately and appropriately.</li><li>
Collaborates with department leaders on cost containment initiatives.</li></ul>
3. OR Inventory Management<ul><li>
Assist with Cycle Counts, Issues, Returns and Adjusts quantities, Update Par Levels and locations.</li><li>
Adds and Deletes Inventory items when needed, makes arrangements to Transport stock between locations.</li><li>
Obtains Specialty and Loaner Items, Review OR schedules to identify cases requiring non-stock supplies, Coordinate delivery with sales reps and OR staff, Respond to Physician and/or Service Leader requests</li><li>
Maintain Patient Chargeable Item Information, Identify chargeable items and obtain charge codes from
</li></ul>4. Patient Accounts, Respond to billers requests for item pricing when not in system.<ul><li>
Maintain Implant Records, Issue Purchase Orders for consigned implants maintaining file of case sheets within Supply Chain office.</li><li>
Responds to Immediate OR requests for supplies utilizing various resources including sales reps, other hospitals, couriers in order to obtain what is needed for current or emergent cases.</li><li>
Put away OR stock and manage daily transactions to insure for accurate inventory levels</li><li>
Assists with annual fiscal year end OR inventory</li><li>
Assist with the Bill only process</li></ul>
5. Maintains collaborative relationships with suppliers and manufacturing representatives. Acts as a liaison to investigate and comprehend options and supply chain issues.
6. Participates in department and hospital-wide performance improvement initiatives intended to improve efficiency and/or to reduce the cost of the supply process. Makes recommendations through the chain of command and to address opportunities for streamlining processes and cost containment.
7. Incorporates The BILH Guiding Principle, Mission Statement and Goals into daily activities.
8. Complies with all BILH Policies.
9. Complies with behavioral expectations of the department and BILH.
10. Maintains courteous and effective interactions with colleagues.

Experience:
Four (4) years purchasing or materials management experience, preferably in an OR healthcare setting; Hospital based Purchasing experience is strongly preferred
Skills, Knowledge &amp; Abilities:
Proficiency in Microsoft Office applications; Ability to communicate issues clearly and concisely
Strong organizational skills required
Ability to set and adjust priorities and handle emergency situations
Preferred Qualifications &amp; Skills:

Perform purchasing function for medical/surgical items for the Operating Rooms.
Job Description:
Establish par levels for all supplies with manager of designee of unit. Review par levels of all special order items on a daily basis and reorder, as needed. Review daily schedule to determine urgent replacement on minimal par level items. Review all patient supply charges to determine appropriate charge per procedure and reorder, as necessary. Enter purchase orders with appropriate vendor for goods and services. Identify and contact sources for supplies; review literature, meet with vendor, coordinate meetings with key personnel and consults with purchasing for pricing. Communicate back order concerns and provide new sources of substitutes to satisfy departmental requirements. Obtain verbal and written quotations for goods and finalize pricing with Purchasing Department. Perform all necessary follow-up and expediting activities to ensure delivery requirements including reconciliation of order receiving. Collaborate with distribution personnel to ensure availability of hospital inventory for perioperative services. Review supplies budget and support financial analyst with monthly variance report. Maintain historical purchasing files, catalogs, pricing, and reference information; including all incoming and outgoing requests, purchase orders and contracts.
