Job Summary:</div><div>
The Office of Inspector General (OIG) was created as an oversight authority with the authority to investigate at all levels of City government, while remaining autonomous, independent, and insulated from political influences.</div><div></div><div>
The Mission of the OIG is to promote accountability, efficiency, and integrity in City government. The citizens of Baltimore have a right to expect that the City government will operate with maximum efficiency, accountability, and integrity. The OIG is uniquely positioned to be a major contributor to the effort to build and maintain greater public trust in City government and to assist the City in achieving better results with limited resources. The OIG is committed to working toward an open, honest, and accountable government. Investigating complaints of fraud, waste, and abuse is one way we carry out our mission.</div><div></div><div>
Essential Functions:</div><ul><li>
Conducts confidential internal reviews, investigations, and evaluations of administrative, security, fiscal, legal, and city government internal policies, systems, and procedures involving matters of conflict of interest, mismanagement, embezzlement, contract fraud, workers&rsquo; compensation fraud, employee misconduct, identity theft, property and information theft, drug abuse, and related incidents.</li><li>
Confers with and reviews the collection, compilation, organization, and analysis of data pertaining to case investigations, discoveries, and related matters; ensures investigations are conducted according to professional standards.</li><li>
Prepares preliminary investigative reports detailing the case facts and findings, evidence discoveries, and evaluations, including a final recommendation on case suitability and feasibility for disposition to the State's Attorney's Office or other law enforcement agencies for presentation to the Grand Jury for criminal prosecution.</li><li>
Testifies as an expert witness before the Grand Jury on case facts and findings.</li><li>
Maintains liaison and confers with local, state, and federal law enforcement, credit and financial agencies, and officials to coordinate work efforts and joint investigations, prevent duplication of work, and compromise case strategies.</li><li>
Prepares confidential studies, briefs, position papers, legal documents, correspondence, and reports.</li><li>
Provides legal advice and representation of the Office of Inspector General on matters concerning confidentiality, right-to-know law, or other issues as directed by, and subject to the supervision of the Inspector General.</li><li>
Represents the Office of Inspector General at meetings with external local, state, and federal agencies, including prosecutors&rsquo; offices.</li><li>
Assists in preparing Office of Inspector General employees to testify at disciplinary hearings, arbitrations, and court proceedings.</li><li>
Coordinates and directs the investigation, inspection, or review of matters reported to the OIG. &bull; Coordinates legal and other matters of mutual concern with the Office of General Counsel on behalf of the Office of Inspector General.</li><li>
Reviews vendor contracts and invoices for services and submits them for approval by the Inspector General.</li><li>
Reviews contracts and invoices for professional services and submits them for approval of the Inspector General.</li><li>
Prepares written legal opinions and conducts independent research concerning legal relationships, duties, obligations, and rights, and the policies, programs, and projects of the Office of Inspector General relating to the responsibilities of the Inspector General acting in his/her official capacity in directing and administering activities of the Office of Inspector General.</li><li>
Coordinates and directs the staff of the Office of Inspector General engaged in performing a variety of investigations, inspections, reviews, and other engagements.</li><li>
Prepares required reports and special reports as requested.</li><li>
Supervises and evaluates the performance of assigned staff.</li><li>
Provides guidance and training to staff on policy, ethics, compliance, and fraud prevention.</li><li>

Minimum Qualifications:</div><div></div><div>
Education:</div><ul><li>
Juris Doctor degree from an accredited law school or university.</li><li>
Three years of full-time, paid, professional experience practicing law or related experience, which has involved supervisory, administrative, or coordinative responsibility.</li><li>
Member in good standing of the Maryland Bar.</li><li>
Certificate of admission in good standing to the Bar of the Supreme Court of Maryland.</li></ul><div></div><div>

Preferred Qualifications</div><ul><li>
Previous experience representing the Office of Inspector General and be eligible to apply for certification as a Certified Inspector General Counsel (CIGC) within a year of hire.</li><li>
Previous experience with an Inspector General's Office with a demonstrated record of success in the performance of duties unique to the OIG.</li></ul><div></div><div>

Job Summary<br>
The Family Division of the Circuit Court for Baltimore City is seeking a full-time Case Manager. This position serves as the central legal review and sufficiency evaluation checkpoint for all cases filed in the Family Division.</div><div></div><div>
Essential Functions</div><ul><li>
Review pleadings in divorce, paternity, custody, visitation, child support, foreign orders, SIJS proceedings, and guardianship matters forwarded by the Court Clerk&rsquo;s Office to the Family Division Administration Office in Odyssey to ensure legal sufficiency and procedural accuracy under Maryland law.</li><li>
Refer parties to mediation and/or parenting classes as appropriate.</li><li>
Authorize, assign, and forward approved cases to the Assignment Office for docket placement.</li><li>
Prepare orders as needed and forward them to the appropriate judge for signature.</li><li>
Return unapproved cases to the Court Clerk&rsquo;s Office with notes on missing documents or deficiencies requiring correction.</li><li>
Serve as back-up, assisting walk-in litigants with procedural questions.</li><li>
Assist walk-in litigants with petitions for protective orders and provide guidance on domestic violence procedures.</li><li>
Advise telephone litigants on legal procedures and processes.</li><li>
Research litigants in Odyssey to identify related cases and determine if consolidation is appropriate.</li><li>
Research incarcerated litigants on Maryland Vine Link to confirm confinement location for writ issuance.</li><li>
Prepare correspondence to litigants regarding required documents for hearings or missing case elements.</li><li>
Advise the Associate Administrator on trends and issues noted during case review and processing.</li><li>
Prepare detailed statistical reports on case volume, deadlines, and processing.</li><li>
Perform other duties as assigned by the Family Court Judge-in-Charge and the Family Court Associate Administrator.</li></ul><div></div><div>
Minimum Qualifications</div><div><br>
Education: Applicants must possess a bachelor&rsquo;s degree from an accredited institution in one of the following areas: Legal Studies, Paralegal, Business Administration, Human Services, Psychology, or Social Services.<br>

Knowledge, Skills, and Abilities</div><ul><li>
Specialized knowledge of Family Law is strongly preferred.</li><li>
Knowledge of Microsoft Word and Microsoft Excel (beginner level).&bull;Knowledge of basic office procedures, i.e., how to answer the phone, put on hold, etc.</li><li>
Knowledge of Adobe Acrobat (beginner level).</li><li>
Time management skills.</li><li>
