Job Summary</div><div>
The Research Analyst II is a professional research role supporting the Circuit Court for Baltimore City. This position plays a critical role in policy evaluation and business process improvement by collecting, analyzing, and reporting on operational and case data to support data-informed decision-making. The Analyst will work collaboratively with judicial officers, court staff, and administrators to enhance court performance, evaluate the effectiveness of programs and services, and ensure efficient use of court resources. The incumbent will report to the Court Administrator.</div><div></div><div>
Essential Functions</div><ul><li>
Collect, extract, and compile data from court systems (e.g., Odyssey) related to case management, docket codes, event codes, orders, and timelines.</li><li>
Perform statistical analyses and evaluations of time standards compliance, court performance, and service delivery effectiveness.</li><li>
Prepare recurring and ad hoc statistical reports, including the Annual Case flow Assessments and other required performance summaries.</li><li>
Develop data visualizations and dashboards as needed for internal and external stakeholders</li><li>
Provide expert-level data analysis to judges, department heads, and administrative staff.</li><li>
Assist in revising or drafting standard court orders and procedural forms based on data trends and state standards</li><li>
Support initiatives to improve case proceedings efficiency and program accountability.</li><li>
Recommend and support business improvements grounded in empirical research and court performance metrics.</li><li>
Participate in committees or working groups on data integrity and performance evaluation.</li></ul><div></div><div>
Minimum Qualifications</div><div></div><div>
Education: Bachelor&rsquo;s degree from an accredited college or university in public policy, criminal justice, data science, statistics, or a related field. Demonstrate experience in research, data analysis, or performance evaluation in a professional setting. Strong proficiency with data analysis tools (e.g., Excel, SQL, statistical software such as SPSS, R, or SAS).</div><div></div><div>
Preferred: Master&rsquo;s degree in statistical analysis, public administration, law, court administration, or a related discipline. Familiarity with court case management systems (preferably Odyssey) and Maryland judicial procedures. Experience in a public sector, court, or legal environment. Knowledge of judicial statutory state time standards and judicial performance metrics.</div><div></div><div>

Position Overview:</div><div>
The MOED is a community partner with the court-focused program, Baltimore City District Court Re-Entry Project (DCREP). This program was founded by the Honorable Nicole Pastore, who serves as the DCREP Coordinating Judge. DCREP is designed to simultaneously reduce criminal recidivism in Baltimore City while providing participants with a path to accessible training and employment opportunities. While helping participants acquire jobs with steady incomes to support their well-being, DCREP gives individuals, specifically those burdened by a criminal record, desperately needed access to jobs and education.</div><div></div><div>
As a result of this community partnership, the MOED is seeking a Job Developer to assist justice-involved participants with securing unsubsidized employment. This position is supervised by the MOED Project Lead, who is responsible for ensuring alignment and coordination between MOED and DCREP and other Team members of the program.</div><div>

Essential Functions:</div><ul><li>
Communicate with Probation Agents and Pre-Trial Agents regarding the progress of DCREP Participants.</li><li>
Collaborate frequently with DCREP Team Members, including, but not limited to, attendance at monthly DCREP docket meetings via Teams.</li><li>
Promote DCREP in community outreach meetings that endorse the socially inclusive and politically non-partisan mission of DCREP.</li><li>
Demonstrates ability to obtain labor market information.</li><li>
Utilizes local labor market information to target new businesses and employers.</li><li>
Identifies business employment and training needs required with changing labor market trends.</li><li>
Conducts job matching activities for jobseekers.</li><li>
Conducts job development for targeted populations.</li><li>
Produce monthly reports including Number of business contacts, business contact information, industry information, services provided, Number of job orders (received, filled), &amp; Customer referral information.</li><li>
Analyzes current marketing strategies, MOED strategic plans, and uses various methodologies such as focus sessions, surveys, etc., to make ongoing recommendations to achieve and exceed marketing objectives.</li><li>
Market business services utilize all available resources to facilitate the placement of training and/or job-ready candidates.</li><li>
Ensures placement goals are met each month.</li><li>
Represents MOED and/or provides participation at functions of trade organizations, professional societies, merchant associations, vendor open houses, and community events. Maintains effective working relationships with businesses, MOED partners, and other city agencies.</li><li>
Assists in the development and delivery of specialized sales presentations for employer services upon request, i.e., job fairs, mass recruitments, virtual pre-screening, workplace assessments, etc.</li><li>

Minimum of three (3) years of professional experience in workforce development, job development, employer engagement, business services, sales, recruitment, case management, or a closely related field.</div></li><li><div>
Experience working with justice-involved individuals, individuals with barriers to employment, or other targeted populations is strongly preferred.</div></li><li><div>
Demonstrated experience developing and maintaining relationships with employers, community partners, and workforce development stakeholders.</div></li><li><div>
Experience conducting job matching, job placement, and employer outreach activities.</div></li><li><div>
Experience utilizing labor market information to identify employment opportunities and industry trends.</div></li><li><div>

The Apprenticeship Manager is responsible for developing, expanding, and overseeing apprenticeship opportunities for both youth and adults in Baltimore City as part of the Mayor's Office of Employment Development (MOED) overall strategy. This role requires a collaborative individual who can work across multiple divisions and with external partners to create cohesive and impactful career pathways.</div><div></div><div>
Essential Functions:</div><ul><li>
Develop and expand apprenticeship opportunities by working across all divisions of the Mayor's Office of Employment Development (MOED).</li><li>
Serve as a key liaison and/or partner for MOED staff on related initiatives, including TalentReady, CareerBound, and programs in collaboration with the Maryland Department of Labor (MDOL).</li><li>
Work closely with the Sector Partnership Manager to align apprenticeship programs with the needs of key industries in Baltimore.</li><li>
Collaborate across all MOED divisions (training, placement, employers, etc.) to ensure a seamless and comprehensive approach to workforce development through apprenticeships.</li><li>
Represent MOED at professional functions and maintain effective working relationships with employers, employees, training vendors, educational institutions, and other workforce development partners.</li><li>
Produce regular reports and presentations on program activity, including the number of participants, new apprenticeships created, and placement rates.</li><li>
Provide technical assistance to program participants and partners.</li><li>
Develop and implement project work plans for apprenticeship initiatives.</li><li>
