</div><div>Brief Job Description (essential functions of the job):</div><div><br>
</div><div>Under the direction of the Commissioner and the Director of External Affairs, coordinates and implements various Park Department Marketing and Programming Unit events and activities.</div>
Responsibilities:
<ul><li>Promotes, plans, and implements programs and special events for City of Boston residents and visitors.</li><li>
Serves as the on-site manager and represents the Department at Parks Department programs and events.</li><li>
Communicates with donors of Parks Department programs and events.</li><li>
Manages seasonal staff.</li><li>
Assists with fielding and directing press calls.</li><li>
Works with Parks staff, other city agencies, and outside groups on all aspects of special event execution, including but not limited to park openings, groundbreakings, etc.</li><li>
Procures goods and services for Department events and develops and assists in event budget management.</li><li>
Assists and/or takes lead with: designing, creating, and editing marketing and public relations materials in various electronic media; database management; and photography.</li><li>
Performs related work as required.</li></ul>
Minimum Entrance Qualifications:

REQUIRED:
</div><ul><li>Applicant must have (a) at least four (4) years of full-time or equivalent part-time technical or professional experience in work which involves design, collection, interpretation, and/or compilation of research and/or statistical reports, of which (b) one (1) year must have been in a professional capacity or any equivalent combination of such experience.
</li><li>Must have the ability to exercise good judgment and focus on detail as required by the job.</li><li>
Must have and maintain a current Massachusetts driver's license.</li></ul><div></div><div><br>
DESIRED:
</div><ul><li>At least three to five (3-5) years of professional experience managing programs and events.
</li><li>Experience with fundraising and budget oversight.</li><li>
Knowledge and experience with G-Suite, including Word, Excel, Outlook, and Access.</li><li>
Bachelor's degree in a related field preferred and may be substituted for two (2) years of the required experience.</li></ul><div></div><div><b><br>

Senior Research Analyst (Parks & Recreation)

<div>Overview:
<div>
Under supervision, operates light and medium automotive equipment and other motor equipment not requiring special skills; performs tasks focused on maintaining the cleanliness of outdoor recreational areas and does related work as required.</div>
Responsibilities:
<ul><li>Operates passenger cars, station wagons, half-ton pickup trucks, three-quarter-ton panel trucks, or other types of trucks having a rated capacity of less than five tons.</li><li>
Operates various types of motorized grass and weed cutters which carry the operator.</li><li>
Loads and unloads trucks and transports men, material, and equipment to and from work.</li><li>
Performs manual work when not operating vehicles.</li><li>
Makes adjustments and minor repairs to motor equipment, changes tires, oil, and battery.</li><li>
Performs work such as cleaning, sweeping, and mopping floors of park buildings; loading rubbish, manure, and dirt onto trucks; carrying pipe and other heavy equipment and materials.</li><li>
Rakes leaves, picks up papers, and refuses.</li><li>
Shovels snow, sweeps sidewalks, cut grass, lines fields, and does related work as required.</li></ul><div>
Must be able to work any assigned shift or any assigned work location.</div>
Minimum Entrance Qualifications:
<ul><li>One (1) year of experience is required in related work.</li><li>
Must be able to successfully pass a pre-employment physical exam.</li><li>

Motor Equipment Operator

<div>Overview:
<div>
Under the supervision of the Staff Director, the Human Resources Manager will act as the in-house manager of all accounts, personnel, and payroll.</div>
Responsibilities:
<ul><li>Recruiting, interviewing, and facilitating the hiring of qualified job applicants for Open Central Staff positions.</li><li>
Processing time keeping and personnel transactions, including departmental payroll, onboarding, offboarding, employee updates, salary adjustments, leave time, etc., efficiently and effectively utilizing appropriate technologies.</li><li>
Conducting or assisting with one-on-one employee onboarding and offboarding for all Council staff and City Councilors.</li><li>
Tracking and monitoring Council office expenditures.</li><li>
Working in collaboration with the Staff Director to monitor budget expenditures, process and set up all new hires into the City Council, and develop any relevant vendor contracts.</li><li>
Maintaining accurate financial, administrative, and personnel records according to the Council&rsquo;s file plan and performing periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately; ensuring proper disposition of and archiving of these records; initiating, reviewing, and making recommendations for modernization of this function.</li><li>
Answering frequently asked questions from applicants and employees relative to standard policies, benefits, hiring processes, etc.; assisting in triaging and escalating more complex issues and complaints to the Staff Director, and support departments.</li><li>
Attending city department meetings regarding new office procedures and city initiatives, and providing written reports to the Staff Director, Councilors, and/or staff.</li><li>
Planning and supporting office-wide communications of HR related items, including benefits open enrollment and annual compliance.</li><li>
Tracking and ensuring compliance with internal and external policy requirements for all staff.</li><li>
Maintaining knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; reviewing policies and practices annually and advising the Staff Director on such.</li><li>
Working with the Central Staff Director and Counsel to ensure collaboration with the State Ethics Commission for trainings to provide guidance to Councilors and employees.</li><li>
Assisting and advising the Staff Director in recommending best practices regarding recruitment, staffing, leave, and employee matters to the Council President and Council Offices.</li><li>
Serving as the City Council liaison to City HR, Retirement, and Benefits offices.</li><li>
Maintaining a high standard of HR professionalism in representing the City Council in all interactions with colleagues, partners, and applicants.</li><li>
Maintaining the integrity and confidentiality of human resources files and records.</li><li>
Supporting the general administration and operations of the City Council as part of the Central Staff team, and participating in team planning to develop and strengthen procedures that increase efficient Council support services.</li><li>
Performing other duties as assigned by the Council or Staff Director.</li></ul>
Minimum Entrance Qualifications:
<ul><li>Applicants must have at least four years of full-time, or equivalent part-time, experience managing human resources or personnel issues</li><li>
An advanced degree in a related field may be substituted for one year of the required experience</li><li>
Able to multitask, prioritize, and meet deadlines</li><li>
Ability to review, analyze, and compare data for accuracy, completeness, and consistency to then draw conclusions and make appropriate recommendations</li><li>
Technically savvy-proficient usage of Google Suite, Zoom, Microsoft Office, and demonstrated ability and understanding to fully utilize HR systems, including the City of Boston&rsquo;s HR/CMS
</li><li>Ability to handle confidential information with sensitivity</li><li>
