</div><p>The Phoenix Public Transit Department (PTD) is the managing department of city transit services. Among the services that Phoenix Public Transit provides are local bus routes, Phoenix Dial-a-Ride (DAR), RAPID and Express commuter service, neighborhood circulators, and alternative transportation programs for senior citizens and people with disabilities. In addition to City transit services, Phoenix Public Transit is a member of Metro Light Rail, the regional public corporation which operates the 35-mile light rail line in the Valley, and the Valley Metro Regional Public Transportation Association.</p><p>
The City's Public Transit Department is seeking a Program Manager to lead the Special Transportation Services unit within the Operations Division. This position provides administrative oversight of Paratransit Services, the RideChoice Intergovernmental Agreement with Valley Metro, and the micro-transit program. The manager is responsible for high-level administrative functions, supervising up to three staff who support the section and the broader Operations Division, and ensuring compliance, efficiency, and coordination across specialized transit services.</p><p>
The Program Manager position in the Special Transportation Services unit generally works from 8:00 a.m. to 5:00 p.m., with some flexibility required to meet operational needs. The role is based at the City's Transit Offices located at 302 N. 1st Avenue, Phoenix, AZ 85003, and involves a mix of in-office administrative responsibilities and occasional field-based activities. At present, there is one vacancy in the Public Transit Department for this role.</p><p>
Areas of responsibility include:</p><ul><li>

In addition to the job duties relating to Rule 11 clients, this position will also be trained to help in any one of the City's three innovative Specialty Courts: Veterans Court, Behavioral Health Court, and Community Court. These courts focus on addressing the underlying causes of criminal behavior through treatment, accountability, and tailored support, with an emphasis on rehabilitation and reintegration. This position will assist the assigned Community Court attorney in court weekly.</p><p>

Including the review, negotiation, and drafting of contracts or participation in other transactional work; client contact; experience in litigation, pleading, and motion-practice; some experience with government law practice.</li><li>
Some knowledge of the legal subject matter involved with the department to which assignment will be made.</li><li>
Graduation from an accredited school of law.</li><li>
Other combinations of experience and education that meet the minimum requirements may be substituted.</li><li>
Must be a member in good standing with the State Bar of Arizona.</li><li>

Mental health/behavioral health treatment and finding treatment for clients; including mental/behavioral health counseling, substance abuse treatment, and housing.</li></ul></li><li>
Trial and/or significant criminal defense experience in municipal courts.</li><li>
Experience working in or with Specialty Courts, such as mental health, substance use, or veteran-focused programming.</li><li>
Experience working in a:<ul><li>
Paperless environment (all case notes and files are electronic).</li><li>
High-volume caseload environment.</li></ul></li><li>
Fluency in Spanish is preferred but not required.</li></ul>
