<div><h2 class="jobSectionHeader"><b>Job Responsibilities</b></h2></div>
<p></p><div><p>The Internal Services Director oversees the agency&rsquo;s internal operations related to purchasing, contracts, and facilities management, ensuring these functions operate efficiently, transparently, and in alignment with agency goals and applicable regulations. The position provides strategic and operational leadership, develops and enforces internal policies and procedures, and ensures the timely delivery of high-quality administrative support services to all divisions and programs.</p><p><b>
TYPICAL TASKS:</b></p><p><b>
Leadership and Administration</b></p><ul><li>
Provides leadership and direction to teams responsible for purchasing/procurement, contracts administration, and facilities operations.</li><li>
Hires, trains, evaluates, and develops assigned staff; takes corrective action as necessary to ensure performance standards are met.</li><li>
Establishes internal controls, standard operating procedures, and performance metrics to ensure effective service delivery and compliance.</li><li>
Participates in strategic and operational planning to align internal service functions with agency priorities.</li></ul><p><b>
Purchasing and Procurement Management</b></p><ul><li>
Oversees all purchasing activities to ensure compliance with federal, state, and local procurement regulations, as well as agency policies.</li><li>
Reviews and approves purchase requisitions, bid solicitations, and vendor selection processes.</li><li>
Develops and maintains vendor relationships; negotiates terms, pricing, and service agreements to achieve best value for the agency.</li><li>
Implements systems to track and report purchasing activity, monitor contract spending, and forecast procurement needs.</li></ul><p><b>
Contracts Administration</b></p><ul><li>
Manages the full lifecycle of contracts, including drafting, review, negotiation, approval, and renewal.</li><li>
Ensures contracts are executed in accordance with legal requirements and funding source stipulations.</li><li>
Coordinates with the Office of Administration and Finance to ensure appropriate documentation and risk management.</li><li>
Develops and maintains a central repository for contract records and monitors key contract milestones and deliverables.</li></ul><p><b>
Facilities and Operations Management</b></p><ul><li>
Oversees day-to-day facility operations for five health centers and one warehouse , including maintenance, repairs, space planning, fleet management, security, and safety compliance.</li><li>
Oversees vendor services such as janitorial, security, and utilities management.</li><li>
Develops and implements preventive maintenance schedules and capital improvement plans.</li><li>
Collaborates with leadership on long-range facility planning, leases, and renovation projects.</li></ul><p><b>
Financial and Policy Oversight</b></p><ul><li>
Develops and manages the Internal Services budget; monitors expenditures to ensure fiscal responsibility.</li><li>
Prepares and presents reports on purchasing trends, contract performance, and facility metrics to leadership.</li><li>
Leads the development, review, and implementation of internal policies, procedures, and guidelines for operational efficiency and compliance.</li><li>
Ensures all activities align with agency goals, audit standards, and applicable laws and regulations.</li></ul></div><p></p>
<div><h2 class="jobSectionHeader"><b>Minimum Qualifications</b></h2></div>
<p></p><div><p>Bachelor's degree in a related field from an accredited college or university AND Six years of experience managing professional level staff</p><p><b>
OR
</b></p><p>Ten years of related professional experience AND Six years managing at the level equivalent to area of assignment</p><p><b>
OR
</b></p><p>Six years of experience required at the lower-level Sr Mgr 2, Business Ops (GSM013) or position equivalent.</p><p><b>
Note: </b>An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.</p></div><p></p>

<div><h2 class="jobSectionHeader"><b>Job Responsibilities</b></h2></div>
<p></p><div><p>Under limited supervision, the Employee Relations and Training Specialist advises managers and employees on a variety of human resources policies and job-related matters. The Specialist is responsible for coordinating and facilitating employee training and development programs, assisting with employee relations activities, and managing the agency&rsquo;s internship program. Working collaboratively with supervisors, managers, and the HR Director, the Specialist identifies training needs, addresses workplace concerns, and supports agency initiatives that strengthen employee engagement and organizational effectiveness. This position plays a key role in promoting workforce development and fostering a positive work environment by developing and implementing employee relations strategies, assisting in resolving workplace conflicts, ensuring compliance with labor laws, and supporting employee engagement and retention initiatives. In addition, the Specialist serves as a point of contact for employee concerns and helps promote a culture of fairness, respect, and accountability.</p><p><b>
Key Responsibilities:</b></p><ul><li>
Serve as a resource for employees and management regarding workplace issues, HR policies, and labor law compliance.</li><li>
Assist with addressing employee relations matters and provide support to the HR director with investigating employee complaints, grievances, and allegations of misconduct or harassment.</li><li>
Develops, coordinates, and conducts training for supervisors and/or employees on an assortment of work-related issues as required.</li><li>
Analyze employee relations trends and metrics to improve workplace practices and reduce risk.</li><li>
Promote initiatives to boost employee morale, engagement, retention, and workforce development.</li><li>
Facilitate training sessions on conflict resolution, harassment prevention, and agency policies.</li></ul><ul><li>
Maintain accurate and up-to-date records of employee training activities, attendance, and completion.</li><li>
Oversee the agency&rsquo;s internship program, including recruitment, onboarding, placement, supervision coordination, and evaluation of interns.</li><li>
Serve as the primary point of contact for interns and educational institutions to ensure compliance with program guidelines and promote a positive internship experience.</li><li>
Prepare reports and summaries on training outcomes, employee relations trends, and internship program metrics for management review.</li></ul><ul><li>
Perform other duties as assigned.</li></ul><p><b>
Knowledge, Skills, and Abilities:</b></p><ul><li>
Knowledge of human resources principles, employee relations practices, and employment laws and regulations.</li><li>
Understanding of adult learning concepts, training methods, and instructional design principles.</li><li>
Excellent planning, organization, dispute resolution, negotiation, analytical, customer service, and project management skills with attention to detail.</li><li>
Ability to build effective working relationships with employees, supervisors, and external partners.</li><li>
Strong written and verbal communication skills, including facilitation and presentation capabilities.</li><li>
Ability to maintain confidentiality, exercise sound judgment, and handle sensitive information with professionalism.</li></ul></div><p></p>
<div><h2 class="jobSectionHeader"><b>Minimum Qualifications</b></h2></div>
<div><p>High school diploma/GED and two (2) years of job-related experience in human resources; or one (1) year of experience required at the lower level HR Spec 1 (HRP020) or position equivalent.<br>

Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.</p><p><b><br>
Preferred Qualifications:</b></p><ul><li>
Bachelor&rsquo;s degree in Human Resources Management, Business Administration, Public Administration, or a related field required.</li><li>
Minimum of two (2) years of professional experience in human resources or training and development.</li><li>
Minimum of two (2) years of experience in conflict resolution, mediation, or workplace dispute management.</li><li>
Proficiency in Microsoft Office Suite, HRIS systems, and learning management software.</li></ul></div><br>
