About The Role:</b></div><div>
Expression is seeking a mid-level <b>Project Manager</b> to support mission-critical enterprise IT programs for Federal clients. This role is responsible for managing the full project lifecycle, ensuring delivery of secure, compliant, and high-quality technical solutions, including cloud-based systems, enterprise data platforms, AI-enabled analytics, and spectrum-dependent capabilities.</div><div>
The ideal candidate combines strong project execution skills with an understanding of Agile delivery, federal compliance environments, and mission-focused outcomes. This individual will work closely with government stakeholders, technical teams, and corporate leadership to ensure projects are delivered on time, within scope, and aligned to contract requirements and mission objectives.</div><div></div><div><b><br>

<h3 class="jobSectionHeader"><b>Responsibilities:
</b></h3><ul><li><b>Project Planning &amp; Execution:</b></li><li>
Develop and maintain core project artifacts, including: Project Management Plan (PMP), Integrated Master Schedule (IMS), Work Breakdown Structure (WBS), Risk Register, Communications Plan, Quality Management Plan.</li></ul><ul><li>
Manage scope, schedule, and cost performance throughout the project lifecycle.</li><li>
Track deliverables and ensure alignment with contract requirements and performance objectives.</li><li>
Coordinate cross-functional technical teams, including software engineering, cloud, data engineering, and cybersecurity.</li><li><b>
Agile Delivery &amp; Process Management:</b></li><li>
Support Agile and hybrid delivery models (Scrum, Kanban, SAFe, where applicable).</li><li>
Facilitate sprint planning, stand-ups, reviews, and retrospectives.</li><li>
Monitor sprint velocity, backlog health, and release planning.</li><li>
Drive continuous improvement in delivery processes to enhance predictability and quality.</li><li><b>
Stakeholder &amp; Client Engagement:</b></li><li>
Serve as a primary day-to-day interface to government Program Managers and technical stakeholders.</li><li>
Support program reviews, milestone meetings, and executive briefings.</li><li>
Communicate project status, risks, and performance metrics clearly to both technical and non-technical audiences.</li><li>
Gather stakeholder feedback to inform prioritization and improve delivery outcomes.</li><li><b>
Scope, Requirements &amp; Technical Coordination:</b></li><li>
Collaborate with government stakeholders to clarify requirements and mission objectives.</li><li>
Ensure traceability between requirements, development tasks, and deliverables.</li><li>
Support development of CONOPS, technical roadmaps, and phased capability releases.</li><li>
Coordinate integration across software applications, APIs, cloud infrastructure, and data platforms.</li><li><b>
Financial &amp; Performance Management:</b></li><li>
Monitor project financial performance, labor utilization, and contract ceilings.</li><li>
Support Earned Value Management (EVM) tracking where applicable.</li><li>
Conduct variance analysis and recommend corrective actions.</li><li>
Coordinate subcontractor and vendor performance to ensure timely delivery.</li><li><b>
Risk &amp; Compliance Oversight:</b></li><li>
Maintain a proactive risk management framework addressing technical, operational, regulatory, and security risks.</li><li>
Develop mitigation strategies and contingency plans.</li><li>
Ensure compliance with federal cybersecurity and security standards (e.g., NIST, RMF, FedRAMP where applicable).</li><li>
Maintain audit readiness and documentation integrity.</li><li><b>
Performance &amp; Value Tracking:</b></li><li>
Support definition and tracking of KPIs tied to mission performance and system effectiveness.</li><li>
Monitor delivery metrics and stakeholder feedback to identify opportunities for improvement.</li><li>
Ensure alignment between delivered capabilities and measurable mission impact.</li></ul><h3 class="jobSectionHeader"><b>
Required Qualifications:
</b></h3><ul><li>Bachelor&rsquo;s degree in Project Management, Engineering, Computer Science, Information Systems, Business, or related field.</li><li>
5&ndash;8 years of progressive project management experience in federal IT environments.</li><li>
Experience supporting software development, cloud solutions, or enterprise data platforms.</li><li>
Working knowledge of: Federal acquisition processes (FAR/DFARS), Risk management practices, Cost and schedule performance tracking, Federal cybersecurity compliance frameworks</li></ul><ul><li>
Experience using project management and Agile tools (Jira, Confluence, MS Project, etc.).</li><li><b>
Active Secret clearance.</b></li></ul><h3 class="jobSectionHeader"><b>
Preferred Qualifications:</b></h3><ul><li>
PMP certification (or ability to obtain within 12 months).</li><li>
PMI-ACP, CSM, or SAFe certification.</li><li>
Experience supporting spectrum-related systems in DoD or NTIA environments.</li><li>
Familiarity with cloud environments (AWS, Azure, or GCP).</li><li>
Understanding of enterprise data platforms, data governance, or AI/ML-enabled systems.</li><li>
Experience supporting DoD, State Department, or national security programs.</li></ul>
