QuarterLine (QL), a Planned Systems International (PSI) company, is seeking a dedicated and compassionate Medical Office Clerk &ndash; Emergency Medicine to support a government healthcare contract at Naval Medical Center Portsmouth, Virginia, within a high-acuity Emergency Department in a Department of Defense (DoD) medical treatment facility. The selected candidate will perform critical front desk and administrative functions including rapid patient check-in, registration, tracking, coordination with clinical staff, and real-time documentation in a fast-paced, high-volume environment.</div><div><br>

This role requires strict adherence to contract requirements, Emergency Department workflows, Policies &amp; Procedures, and DoD/HIPAA regulatory standards to ensure timely and accurate patient processing. The ideal candidate will demonstrate the ability to prioritize under pressure, maintain situational awareness, and support clinical operations during urgent and emergent situations. This position requires a dependable professional who can meet government credentialing, security, and onboarding requirements while contributing to mission readiness and high-quality emergency care for service members and eligible patient populations.</div>
Essential Functions and Job Responsibilities:

Core Duties:</b></p><ul><li>
Greets patients/visitors at a clinic front desk; checks in patients for patient encounter.</li><li>
Answers main office phone line.</li><li>
Schedules medical appointments and determines patient eligibility for services as needed.</li><li>
Obtains documentation as requested by healthcare providers.</li><li>
Performs other administrative and clerical duties in support of the medical care and operational support.</li><li>
Creates appointment schedules and templates in patient appointment computer system.</li><li>
Conducts end-of-day process at close of business and resolves any delinquent or pending appointments in computer system.</li></ul><div><b>
Specific Duties:</b></div><ul><li>
Knowledge of the general function and protocols of the various clinical and administrative departments within the Naval Medical Center, Portsmouth. Familiarity with reviewing, extracting and recording medical information and data for the clinical staff&rsquo;s use in planning care and scheduling consultations. Thorough knowledge of the various services of the Department, the medical terminology and procedures to properly prepare documents necessary for patient registration. Knowledge of the administrative procedures related to triage and patient flow, patient care and patient record maintenance to facilitate patient access to care. Knowledge of agency regulations governing patient eligibility for service and care.</li><li>
Knowledge of forms used for filing and medical records. Thorough knowledge of clinic procedures and assembling patient charts to independently perform the clerical work for patient care.</li><li>
Thorough and in-depth knowledge of comprehensive word processing, appointment scheduling, statistical reporting, and general communication capabilities of MHS GENESIS to facilitate patient access of care, general day-to-day functioning of the EMD and documentation of clinic workload
</li><li>Knowledge of spelling, punctuation, grammar and medical terminology used to effectively communicate patient information/status to clinical staff.</li><li>
Knowledge of effective and tactful communication, interpersonal relationship skills as it relates to patient satisfaction, and staff professionalism to contribute to an overall positive working environment.</li><li>
Skilled in typing to complete correspondence and enter data into MHS GENESIS, and other
</li><li>computer systems.
</li><li>Knowledge of Microsoft Windows and software applications (i.e. Word, Excel and Access).</li><li>
Familiarity with reviewing, extracting and recording medical information and data for the clinical staff&rsquo;s use in planning care and scheduling consultations.</li><li>
Greet all patients who arrive to the EMD. Additionally, contracted personnel shall perform a &ldquo;face-to-face&rdquo; registration process, which requires contracted personnel to perform some or all patient registration duties at either the bedside and/or the registration desk.</li><li>
Perform a variety of complex clerical support functions in a health care setting by assessing patient needs and eligibility for health care services, collecting and recording patient information, and providing information and services to patients.</li><li>
Receive and respond to various inquiries from patients refer medical questions concerning a patient&rsquo;s condition or treatment to the physicians and nurses</li><li>
Perform routine face-to-face patient registration procedures using computerized systems and manual methods</li><li>
P repare and type correspondence using computer systems. Contracted personnel shall perform other administrative and clerical tasks related to patient visits to facilitate efficiency of care using specific guidelines</li><li>
Receive phone calls from physicians, emergency room personnel, providers at outlying clinics or other departments, and patients</li><li>
Check each chart and transcribe requests from handwritten charts for ancillary studies into MHS GENESIS, and shall retrieve completed lab results, produce hard copies and place onto the patients&rsquo; chart</li><li>
Shall organize, file, and retrieve medical records according to clinic guidelines.</li></ul>
Minimum Requirements:
<ul><li><b>Degree/Education:</b> High School Degree or GED.</li><li><b>
Experience:</b> Minimum one (1) year of clerical experience in a medical setting, or any combination of education and experience that demonstrates the required knowledge, skills, and abilities.</li><li><b>
Legal Authorization to Work in the United States:</b> The contract worker performing under this contract must be a U.S. Citizen.</li><li><b>
Certification(s):</b> Basic Life Support (BLS) from the American Heart Association or the American Red Cross. Certification cards must display the American Heart Association or the American Red Cross. Web-based (on-line) classes are not acceptable by the Government.</li></ul>

 As the Pharmacy Technician, the individual is responsible for the provision of a full range of pharmacy services at the assigned facility as well as ensuring compliance with the pharmacy policies and procedures as stated in the ICE Health Service Corps (IHSC) Pharmaceutical Services Directive and Guide.

   Performs all duties related to preparation and dispensing of medication orders.
  </li>
  <li>
   Provides direct care to patients within discipline Scope of Practice and performs functions in accordance with current accepted practice, licensure, certification, credentialing and or granted privileges.
  </li>
  <li>
   Provides treatment of persons throughout the life span as appropriate to discipline and facility setting.
  </li>
  <li>
   May be expected to respond to and or coordinate response to medical emergencies.
  </li>
  <li>
   Reads individual prescriptions and determines the name of the drug, strength, and dosage of drugs to be dispensed. Correlates instructions on the prescription with pharmacy policy limitations and notes such on the prescription.
  </li>
  <li>
   Sets up prescriptions by obtaining the correct drug stock, counting the correct amount of medication, and placing this medication in smaller containers. After the prescription has been filled, all contents and the label are set aside in order for a final check by a pharmacist.
  </li>
  <li>
   Consults with the Clinical Services Manager or clinical pharmacist directly to clarify a prescription problem. This indicates that the technician has the knowledge and experience to recognize a problem in which a physician or a pharmacist must be contacted to clarify or change a medication order.
  </li>
  <li>
   Required to use judgment and experience to determine when a pharmacist is to be immediately alerted to a therapeutic problem.
  </li>
  <li>
   When the technician is asked to act on dispensing instructions from a prescription, they can act and prioritize the requests.
  </li>
  <li>
   The technician has sufficient experience with the type of requests and their critical nature to be able to know when to proceed and when to immediately alert a pharmacist for follow-up.
  </li>
  <li>
   Sets up medications needed for new orders and arranges for a pharmacist to check all preceding steps.
  </li>
  <li>
   Receives supplies and checks receipts against requisitions.
  </li>
  <li>
   Checks for shortages, breakage, deterioration, and expiration dates. Discrepancies found are reported to the pharmacist.
  </li>
  <li>
   Performs computer entry of vouchers or invoices into various program applications for monitoring pharmacy expenditures and generating reports. Determines appropriate stock levels as well as the critical nature of different drugs and the consequences of being short on these supplies.
  </li>
  <li>
   Consults with a pharmacist to prevent inventory problems and prepares requisitions accordingly.
  </li>
  <li>
   Withdraws outdated drugs, determines proper disposition (destruction or credit returns) and prepares necessary paperwork to initiate proper action.
  </li>
  <li>
   Places supply orders through mandatory government and non-government sources, which include data entry into computer applications for figuring the total dollar value and generating a quarterly report and determine the kind of packaging and shipping required for such items.
  </li>
  <li>
   Makes necessary changes to quantities requested depending on stock levels to avoid total depletion and notifies a pharmacist of any discrepancies found in the requisition.
  </li>
  <li>
   Packages bulk drugs, which include liquids, tablets, capsules, ointments, and creams, etc. into specific quantities and various size containers.
  </li>
  <li>
   Operates various types of equipment such as tablet and capsule counting machines and labeling machines.
  </li>
  <li>
   Records all prepackage information including lot number, expiration date, manufacturer, current date, initials (incumbent), and sets them aside for final check by a registered pharmacist.
  </li>
  <li>
   Daily, checks the medicine cabinet and all areas of the clinic where night pharmacy service is available. Responsible for refilling any missing pharmacy drugs or supply items used during the night.
  </li>
  <li>
   Inspects and logs the temperature of all refrigerators that contain any type of pharmaceutical reports problems.
  </li>
  <li>
   As directed, or in conjunction with a pharmacist, conducts orientations, for new staff, to pharmacy policy and practice within the clinic.
  </li>
  <li>
   Keeps staff appraised of changes in protocols, drug recalls, etc. that may affect patient safety.
  </li>
  <li>
   Utilizes a personal computer to enter and tabulate data for the monthly workload record.
  </li>
  <li>
   Manipulates data spreadsheet software in order to provide statistical analysis of the workload. Prepares quarterly reports, which identify trends in usage, peculiarities, and discrepancies.
  </li>
  <li>
   Collects daily as required or works with a pharmacist to provide workload data, tabulates onto workload sheets, prepares figures for entry into a statistical program, and enters data into that program.
  </li>
  <li>
   Is familiar with the statistical program that has been designed specifically for this location as well as others for basic spreadsheet capabilities and uses standard techniques.
  </li>
  <li>
   Is fully familiar with all aspects of the program to include adding new patients, doctors, and drugs to the databases as well as editing prescriptions and querying the program for data related to drug usage and workload statistics.
  </li>
  <li>
   Adds new patients to the pill line and updates current patients when orders are renewed.
  </li>
  <li>
   Prepares computer generated medication administration record (MAR) for patients on the pill line.
  </li>
  <li>
   Adds new patients to the Isoniazid tuberculosis prophylaxis directly observed therapy (DOT) list (if separate from the regular pill line).
  </li>
  <li>
   Clean equipment and work areas in the pharmacy.
  </li>
  <li>
   Performs record keeping functions in accordance with program policies and position.
  </li>

   Maintains functional proficiency and ease of use utilizing electronic health records as required by, and appropriate to, position.

   Completes and passes all discipline specific competencies testing, initially and annually.
