</li></ul>MAJOR FUNCTION - Highly responsible position managing Human Resources data, including employee records, and serving as the data and information technology (IT) expert to the Human Resources (HR) Division. This position works closely with the HR Division and the payroll office.
 
Ensures applications meet the needs, requirements, and objectives of the HR Division. Maintains the
 
integrity and reliability of the organization&rsquo;s human resources information systems and implements
 
process improvements, ensuring data quality, and analyzing and reporting on the data.
<div>ILLUSTRATIVE DUTIES -
 
<ul><li>Provides IT support for the HR Division systems such as software for creating and maintaining employee records, retiree and benefits records, learning management, and equal opportunity records.
</li><li>Assesses current system(s) and utilization; identifies and recommends improvements such as training, customization, and enhancements to maximize value and efficiency.
</li><li>Assists with system maintenance and testing during upgrades and patches, as required.
</li><li>Collaborate with functional and technical staff to coordinate application of upgrades, patches or fixes.
</li><li>Collaborates to ensure the systems are compliant with record retention and disposition guidelines, data security and privacy requirements.
</li><li>Collaborates with HR staff to plan, modify, customize and test new applications and features.
</li><li>Collaborates with HR staff, IT staff, and other staff as needed to determine short-term and long-term information technology and system objectives.
</li><li>Communicates with project stakeholders to set and maintain expectations.
</li><li>Coordinates and implements appropriate security roles and business workflows.
</li><li>Develops user procedures, guidelines and documentation, i.e. test scripts, system documentation, etc. Trains or assists in training existing and new system users on new processes/functionality.
</li><li>Develop plans (in coordination with the HR director and/or managers) to modify or replace HR
</li></ul>related applications, modules, and systems to meet the organizations objectives.
 
<ul><li>Ensures confidentiality of applicable personnel records.
</li><li>Evaluates and plans software designs, test results and technical manuals.
</li><li>Gathers data and performs data analysis to ensure the system is properly recording specific or
</li></ul>desired metrics.
 
<ul><li>Identifies, recommends, and programs custom functions and documentation such as automated
</li></ul>queries, filters, macros, and reports.
 
<ul><li>Implements strong working knowledge of Human Resource Information Systems (HRIS) from
</li></ul>Oracle
 
<ul><li>Interfaces with business analysts, project managers and clients to clarify requirements.
</li><li>Maintains HRIS data tables and business rules.
</li><li>Plans and schedules implementation timelines and milestones using appropriate tools, tracks
</li></ul>milestones and deliverables to ensure successful transitions.
 
<ul><li>Prepares documentation that describes installation and standard operating procedures (SOP),
</li></ul>including application user guides with limited guidance.
 
<ul><li>Provides support for HR integrated systems, including researching and resolving problems -
</li></ul>unexpected results or process flaws, performing scheduled activities, recommending solutions or
 
alternate methods to meet requirements.
 
<ul><li>Provides production support, including researching and resolving problems, upon
</li></ul>implementation of a new products or changes.
 
<ul><li>Recommends process/service improvements, best practices, innovative solutions, policy
</li></ul>changes and/or variations from established policies that will improve efficiency and outcomes.
 
<ul><li>Responsible for staying current and knowledgeable of trends, developments, providers,
</li></ul>vendors, and technology, and keeping the HR director and/or managers informed.
 
<ul><li>Serves as a key liaison with third parties and other users and stakeholders (e.g. HR, payroll,
</li></ul>finance, etc.).
 
<ul><li>Tests own work and contributes to the development of test plans.
</li><li>Uses project management skills and functions as the project manager for any new system
</li></ul>implementation by providing overall project management.
 
Works closely with external vendors to create, automate, and maintain eligibility data file
 
transfers.
 
<ul><li>Performs other duties as assigned.
</li></ul></div>KNOWLEDGE, ABILITIES AND SKILLS -

MINIMUM QUALIFICATIONS -
<ul><li>Graduate of an accredited four (4) year college or university with a degree in computer
</li></ul>science, human resources, business administration, or related field.
 
<ul><li>At least three (3) years of experience in an HR or IT role with project management experience.
</li><li>A valid driver&rsquo;s license is required; a Florida driver&rsquo;s license must be obtained upon
</li></ul>employment. The employee must maintain a clean driving record to operate an assigned county
 
vehicle. 
 
SPECIAL PREFERENCE -
<ul><li>Experience with HR business systems highly preferred, to include Oracle HCM and SQL
</li></ul>report writing.
 
<ul><li>HRCI Certification, i.e. PHR, or SPHR.
</li><li>SHRM Certification, i.e. SHRM-CP, SHRM-SCP.
</li></ul>SPECIAL REQUIREMENTS -
All employees will be required to work before, during, or after an emergency. During an
 
emergency, employees may temporarily be assigned to work and perform duties outside the

 MAJOR FUNCTION
General maintenance and repair of machines and mechanical equipment required for County-owned landfill operations. This includes leachate management systems (i.e. pumps, check valves, floats, level transducers, flow meters, air compressors) and landfill gas management systems (i.e. pneumatic or electric pumps, air compressors, electrical motors and blowers).
General maintenance and repair of diesel and/or gasoline powered landfill equipment, to include on/off road rubber tired equipment and vehicles. Assists in troubleshooting, disassembling, repairing and reassembling components of all sizes and types involving the mechanical operation of the vehicles/equipment described above, to include preventative maintenance (i.e. oil and filter changes, lubrication).
ILLUSTRATIVE DUTIES
<ul><li>Assemble and set up machinery or equipment
</li><li>Inspect and diagnose problems to determine the proper course of action to correct them
</li><li>Maintain an inventory of spare parts associated to the Leachate Management System (LMS) and verify availability.
</li><li>Maintain and repair mechanical equipment, such as pumps, check valves, floats, level transducers, air compressors that are associated with the LMS.
</li><li>Maintain records of LMS maintenance activities.
</li><li>Monitor control panels to ensure proper operation of the LMS.
</li><li>Perform preventive and corrective maintenance, keep detailed records of maintenance activities
</li><li>Plan repair work. Use of blueprints or diagrams as necessary
</li><li>Review and record LMS data (i.e. flow, alarms, sump depths, load-out volume) on a daily basis to ensure proper function of the system.
</li><li>Use computer SCADA system for operation and troubleshooting of essential leachate management infrastructure.
</li><li>Work with various site contractors and consultants, as necessary.
</li></ul>Will often carry out many different tasks in a single day at any number of locations throughout the County Landfill area. May have to stand for long periods or lift heavy objects. May work in uncomfortably hot or cold or wet environments, in uncomfortable or cramped positions, or on ladders. The work involves a lot of walking, climbing, and reaching.

</li><li>Ability to read and understand repair manuals, diagrams, drawings, pm lists.
</li><li>Ability to understand and follow oral and written instructions.
</li><li>Ability to use both hand and air driven power tools and other related shop equipment.
</li><li>Ability to use good judgment and make independent decisions.
</li><li>Ability to walk, kneel, bend, twist, lift, climb ladders, and work on un- even surfaces, in landfill disposal areas, on 3:1 slopes.
</li><li>Experience in troubleshooting and repairing instrumentation systems
</li><li>Knowledge and ability to use both arc and oxygen/acetylene welding equipment.
</li><li>Knowledge of associated equipment to repair piping materials such as High Density Polyethylene and/or PVC.
</li><li>Knowledge of basic principles of solid waste and sanitary landfill operations.
</li><li>Knowledge of operation, maintenance and minor repair of electric motors, and blowers.
</li><li>Knowledge of safe work practices associated with the prevention of injuries caused from inattention to the occupational hazards of the trade
</li><li>Knowledge of the operation maintenance and minor repair of pneumatic and electric driven pumps for liquid removal in gas collection system sumps and/or wells.
</li><li>Knowledge of the operation ,maintenance and minor repair of air compressors
</li><li>Troubleshooting skills . Find, diagnose, and repair problems. Perform tests to figure out the cause of problems before fixing equipment
</li></ul>MINIMUM QUALIFICATIONS
<ul><li>Graduate of an accredited high school or possess an acceptable equivalency diploma.
</li><li>Must have three (3) years maintenance experience or equivalent vocational training
</li><li>Must have a valid driver&rsquo;s license and/or be able to secure a valid Florida driver&rsquo;s license at the time of employment.
</li></ul></div>PREFERRED QUALIFICATIONS
Associate&rsquo;s degree in environmental engineering technology or a related field. Programs in environmental engineering technology generally include courses in mathematics, chemistry, hazardous-waste management, and environmental assessment, among others.
SPECIAL REQUIREMENT
This position shall be required to report for work as directed when a declaration of emergency has been declared in Polk County.</div>
