The position is given assignments which are within RICO's jurisdiction. The position performs highly-complex investigative activities germane to the prevention and detection of violations related to the rules, laws, and regulations under DCCA jurisdiction. The position also gathers information, writes reports and performs other related duties when RICO conducts &quot;unlicensed sting and sweep&quot; operations. The position participates and issues citations in contemporaneous unlicensed cases as well as conducting full investigations.<br/></p><p>Minimum Qualification Requirements<br/></p><p>Education: Graduation from an accredited four (4) year college or university with a bachelor's degree.<br/></p><p>Excess work experience as described under the Specialized Experience, or any other responsible administrative, professional or analytical work experience that provided knowledge, skills and abilities comparable to those acquired in four ( 4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.<br/></p><p>Specialized Experience: Two and one-half (2-1/2) years of progressively responsible professional investigative experience which demonstrated: (1) initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data; (2) ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions; (3) skill in preparing written and oral reports and presenting investigative findings in a clear and concise manner; and (4) tact, discretion, and capacity for obtaining the cooperation and confidence of others.<br/></p><p>Substitutions Allowed: A law degree from a School of Law, accredited by a nationally recognized specialized accrediting body (or a law degree that is deemed comparable by a nationally recognized accrediting body), may be substituted for two (2) years of Specialized Experience.<br/></p><p>Knowledge: Social sciences; report writing; interviewing methods and techniques; principles and practices of investigations; court procedure; rules of legal evidence; characteristics of human behavior; and as applicable, laws and precedents concerning search and seizure and arrest.<br/></p><p>Skill/Abilities: Deal effectively with the public; write clear and concise reports; interpret and apply laws, rules and regulations relating to RICO's operations; gather, analyze and evaluate facts; supervise others in the performance of investigative tasks as applicable. The Criminal Justice Planning Specialist (CJPS) position is located within the Grants and Planning Branch of CPJAD. The CJPS is responsible for performing the branch functions as they relate to criminal and juvenile justice concerns. Since those concerns impinge upon police, prosecutors, court, and corrections concerns, the CJPS must also coordinate the research and planning with other criminal justice and executive branch agencies, the general community (including schools, private social service agencies) as well as within the other branches of the division. The CJPS must cultivate and be knowledgeable of broad public concerns and efforts which affect crime. The CJPS has major duties and responsibilities in criminal justice planning, grant management, and other related activities. In the discharge of the responsibilities, the CJPS may be assigned major initiatives in criminal justice issues. Duties and responsibilities include contract management of federal and state crime grant programs; development of comprehensive criminal justice plans; liaison between federal, state, county, and non-governmental agencies involved in the criminal justice system.</div><div></div><div><br>
The Grants and Planning Branch acts as a clearinghouse for information on financial and non-financial resources available to the criminal justice and juvenile justice agencies for improvements in the systems, as well as to private, non-profit organizations which deal with crime issues. Seek, apply for and administer federal funds and other resources to enhance and expand the capabilities of the criminal justice and juvenile justice systems.</li><li>

Coordinate and assess information on a statewide basis for the development of policies and programs.</li><li>
Administer state-funded criminal and juvenile justice programs as directed by statute or the Attorney General.</li><li>

EXAMPLE OF DUTIES
<br>The Airport Operations Controller III serves as the senior controller on a shift at HNL. In addition to the independent performance of aircraft ground operations control work, positions in this class direct the work of one or more lower level Airport Operations Controllers on an assigned shift at HNL. General supervision is received from the Airport Operations Control Unit Supervisor II, and work is performed in accordance with standard operating procedures. In the absence of the unit supervisor, positions in this class may provide relief (e.g., represent the unit supervisor at meetings, conduct inspections, coordinate escorts as assigned).Assigns gate positions and terminal holding rooms to air carriers for arriving and/or departing aircraft; assigns aircraft to storage areas for engine testing and layovers; coordinates movement of aircraft in emergency situations; notifies air carriers of over parking and requires the removal of aircraft; receives and relays information and instructions by radio communication; patrols operational areas to monitor ground operations and traffic movements; inspects runways, taxiways, ramps and other areas for obstructions, damage and other hazardous conditions, and reports or takes immediate action to correct such conditions; enforces safety regulations; escorts or directs authorized personnel on the ramp or aircraft operating areas; issues notices and citations as necessary; tabulates aircraft revenue landings; assigns and reviews the work of assigned lower level personnel; participates in providing on-the-job training and airfield procedures orientation for new employees; assures the proper conduct of operations on a shift and handles emergency and other unusual situations; and prepares reports and keeps records.To view the Class Specification in its entirety, please click HERE.
