Job Overview:</b></p><p>
This position is the Fire Cache Manager, Lead Property Inventorying, Warehousing, Purchasing, and Building Facilities and Maintenance Manager for the Kalispell Unit. The manager is tasked with the coordination of logistical needs for the Initial attack and large and extended attack fire support for Incidents within the Kalispell Unit. Purchasing and procuring both items needed for fire suppression services as well as hosting and caring for incoming out of area resources. This position is also responsible for building maintenance and upkeep for the Kalispell Unit, the Kalispell Fire Cache, Boorman Fire Cache, and the Boorman Initial Attack Station Bunkhouse. This position requires routine communication and support to intra and interagency partners, local officials, and the public.</p><p>

Fire Logistics and Support</b><br>
Determine needs, plan, and initiate an appropriate support organization for incidents within the Kalispell Unit.</p><ul><li><p>
Procurement of services, equipment, fire provisions, and supplies as needed. Perform logistical duties at the Kalispell Unit in support of the fire program. This may include ordering, purchasing, and delivery of supplies to the unit or field; ordering, purchasing, preparing, and/or delivery of equipment, water, food or meals; arranging transportation for incoming resources; ordering arranging and overseeing resources such as port-a-potties, shower units, caterers, lodging, and other vendors or contractors while conducting these functions in the most efficient and cost-effective manner possible.</p></li><li><p>
Complete a comprehensive service and supply plan for the Kalispell Unit. Develop preseason agreements with area vendors to provide logistical support, specifically food, water, and lodging. Ensure the Unit can be self-supporting for incidents at the Type 3 level and/or 100+ people.</p></li><li><p>
Supports and provides supplies and equipment for unit fire personnel on initial attack, extended attack and project fires. May be required to operate support equipment and vehicles including pickups with trailers, fire engines, mobile fire cache, skidsters, and forklifts.</p></li><li><p>
Responsible for recording, tracking, inventorying and record keeping for all Federal Excess Property (FEPP) and Capital Equipment and Property Accounting Management System (PAMS) with an estimated value of over $1.5 million. Assists with maintenance of computerized inventory to track all Transfer of Property records, Capital Equipment Inventory List, FEPP equipment and loan of property. Ensure all property requiring identification is marked and recorded properly according to FEPP and/or PAMS guidelines. Performs physical inventory of all property as scheduled.</p></li></ul><p></p><p><b><br>
Fire Administration Coordination and support</b><br>
Perform a variety of fire administration functions to ensure the effectiveness of the Kalispell Unit Fire Program.</p><ul><li><p>
Evaluate fire cost reports to ensure accuracy and fiscal accountability of purchases made and Cache orders received. Review documentation of accuracy and completeness and submit documentation to Kalispell Unit Office Manager and/or appropriate agency staff for payment. Refer to and follow interagency finance manuals.</p></li><li><p>
 Achieve proficiency in IROC, IQS, Isuite, and financial code generation, for purposes of ordering, maintaining and returning local, regional, and national cache items.</p></li><li><p>
Prepare EERAs, Land Use Agreements, and purchasing agreements, as needed. Act as Unit&rsquo;s lead Equipment Inspector</p></li></ul><p></p><p><b><br>

Minimum Qualifications (Education and Experience):</b><br>
The knowledge, skills and abilities are typically acquired through a combination of education and developed skills equivalent to graduation from a 2-year technical trade school and several years (2-4) working in fire logistical support warehousing and inventorying or the trade field of carpentry, plumbing, electrical and mechanics.</p><p><b>
Required knowledge, skills, and abilities:</b><br>
Incumbent must have a working knowledge of warehousing, specialized equipment and inventory systems; ability to maintain manual and computerized records and prepare reports.</p><p>
Ability to operate heavy equipment, various fire vehicles, and vehicles hauling and transferring hazardous materials. Ability to operate specialized firefighting equipment and be able to draft specifications for ordering specialized equipment. Additionally, required to have knowledge of hiring and contracting specialized fire equipment and vehicles for use by the State of Montana and interagency cooperators.</p><p>
Knowledge of wildland fire size-up, strategy, tactical methods, fire behavior, principles of safety, National Incident Command System, CPR, First Aid, hazard materials handling, fire business management, fire equipment and methods used in wildland and wildland/urban interface fire control. Ability to work with a minimum of supervision and communicate effectively both orally and in writing.</p><p>
Ability to plan, coordinate, and supervise several concurrent projects, including setting priorities during projects and fire assignments.<br>

<b>Special Requirements:</b><br>
Essential functions occur in both office and field settings. Field work involves exposure to varying weather conditions, terrain, and road conditions; travel in mountainous terrain by vehicle or on foot; and walking up and down hills. Wildland fire-suppression support involves exposure to smoke, dust, and related fire hazards and low-level flight in helicopters over mountainous terrain. Overnight travel and staying onsite is required. Completion of the NWCG walk test is required, and the arduous pack test is encouraged.</p><p>
This position will require repetitive lifting of objects more than 45 pounds in weight to facilitate unit logistics support. Items lifted may include cubies (5-gallon drinking water cubes), 5-gallon jerry cans, water pumps, fire hoses, and other equipment.</p><p><b>

Job Overview:</b></p><p>
This position has limited Administrative Supervision responsibilities. However operationally, responsibilities will include assisting in the coordination, implementation, and supervision of wildland fire initial attack personnel and equipment to provide a safe and effective fire management capability for the Area. Work assignments require cooperation and coordination with State and Federal agencies, the general public, permanent and seasonal employees and private contractors. The position is expected to complete assigned seasonal activities related to wildland fire protection, buildings, grounds, vehicles and fire-related program projects of the Area and Units. The incumbent will assist the Helicopter Manager plan, coordinate, and implement training for Permanent and Seasonal personnel. One of the priorities for the Area is cooperator relationships; therefore, the Lead Helicopter Crewmember will maintain relationships with the adjoining DNRC Areas, Units, Federal agencies, and surrounding Counties. This position is supervised by the Area Helicopter Manager or Area Helicopter Program Manager. The Lead Helicopter Crewmember receives daily assignments related to helicopter operations and is responsible for coordinating crew tasks to meet assignment objectives. This coordination role may be extended on and off the Area during various work schedules. This position performs training, prevention, general forestry work, equipment and facilities maintenance, as well as other duties as assigned. This position may perform as an Aerial Observer in the Fixed-wing aircraft and drive helicopter support vehicles when requested by supervisors (if a State of Montana Class B CDL is obtained).</p><p><b>
Special Information</b>: This position is for a Temporary position to work 6-9 months to include work during the wildland fire season.</p><p><b>

Physical and Environmental Demands:</b><br>
Over 50% of the work this position performs is conducted outdoors in mountainous terrain with exposure to environmental hazards for long time periods. Work is seasonal in nature and requires exposure to wildfires with associated discomforts, risk of serious injury, and exposure to adverse weather and terrain. Wildfires typically involve smoke, dust, hot temperatures, and high noise levels next to aircraft, equipment, and pumps. Hazards encountered can include erratic and unpredictable fire behavior; fatigue; working at night; falling snags; insects; rolling rocks; hazardous materials; poisonous plants; working around vehicles, fire engines and heavy equipment; exposure to hovering or low flying aircraft; wild animals; operating power tools; using sharpened hand tools; driving vehicles in all conditions including off road; urban interface hazards; and prolonged exposure to smoke. Work shifts during fire assignments are typically 12 to 16 hours per shift, and sometimes require relocation for up to two weeks at fire camps set up near larger fires. These camps can be remote, and firefighters are usually required to stay in camp when not engaged in firefighting tasks. Incumbent is required to respond to assigned duty station outside normal working hours within varied response time frames depending on actual and potential fire situations, and most tasks require varied travel times operating assigned fire engine or vehicles authorized by a Class C Montana driver&rsquo;s license. Position requires an ability to do physically demanding, arduous work. Many tasks are completed on steep mountainous terrain, such as digging and clearing fire line using hand tools and chainsaws, traversing long distances on foot lifting and carrying objects in excess of 50 pounds, and operating a variety of hand tools and equipment.</p><div></div><div><b><br>

This position leads a variety of administrative functions to support ongoing Governor's appointed Tourism Advisory Council (TAC) operations and activities. The incumbent serves as principal liaison between TAC and various program cooperators; drafts and finalizes reports, correspondence, and other documentation; participates in TAC rules and regulation development; researches and compiles program information and data; directs coordination of all aspects of TAC meetings and events; and oversees recording and transcription of proceedings.</p><p>
Additionally, this position is lead in working with partnering tourism regions and Convention and Visitor Bureaus, distributing, monitoring, and ensuring compliance in the use of funds. The position is responsible for administering contracts associated with these funds. The position will monitor, analyze, and report Lodging Facility Use and Sales Tax revenue records to ensure the accuracy and availability of tax revenues and disbursements. It will also coordinate compliance contractor(s) to provide ongoing guidance, direction, and advice to statewide tourism partners.</p><p><b>

Qualifications - External</b><br>

This position resides in the Business &amp; Income Taxes Division of Department of Revenue. BIT&rsquo;s auditing technicians perform a variety of duties assigned by management. Duties include conducting simple examinations of various types of tax returns, adjusting tax returns, conducting research, communicating internally and externally, and participating in the appeal process.
