JOB DUTIES

As part of the Concealed Handgun permits team, you will process initial and renewal concealed handgun permit (CHP) applications. This includes determining eligibility for the permit by reviewing criminal history record information for potential disqualifiers, corresponding with applicants and various criminal justice agencies, issuing permits and refunds as appropriate.
 
 
Processes Concealed Handgun Permit (CHP) applications and renewals. Processes criminal and non-criminal records by requesting, accepting, processing, and verifying information from arresting agencies and court dispositions, utilizing the Patrol Criminal History and other criminal justice databases. Uses analytical skills to research, interpret, and apply laws and regulations. Under limited supervision, uses independent judgment to make legal determinations. Assists with incoming phone calls from the public. 
 
Requirements / Qualifications:
Minimum Qualifications : Coursework/training or experience related to research, presentation, or publication in an area related to the programs or functions of the employing agency; business administration; accounting; customer service; and/ or technical support work, including use of computer software such as word processing, spreadsheets, and database management.
 
 
Preferred Qualifications : Knowledge of criminal justice databases; research experience, and application of law. Coursework in criminal justice/criminology, paralegal studies, corrections, political science, or law enforcement.
 
 
Other : Regular and reliable attendance is expected. Job Description:
The Nebraska State Patrol is seeking a well-qualified, experienced candidate to join the Legal Division as an Attorney III. The Legal Division, comprised of one paralegal, one public records specialist, and four attorneys, advises Agency personnel regarding everything from criminal and civil law, to employment and transactional/regulatory issues. <ul><li>Confers with the agency head, other agency administrators, local government officials, associated or assigned agency legal staff members, plaintiffs, defendants, and other interested parties to exchange and prepare information on the facts and status of a case or other legal/administrative actions or issues.
</li><li>Directs and conducts legal research and case investigations to ensure information is collected for case preparation and to facilitate the administration and enforcement of agency statutory authority.
</li><li>Confers with representatives of the judicial, legislative, and executive branches of State government to share information on legal/program issues or activities and to elicit necessary support for agency priorities and goals.
</li><li>Advises agency management and other government officials on the stipulations of program legislation and the legal impact of agency plans and operations to assist in the attainment of agency goals and objectives with statutory requirements.
</li><li>Recommends draft legislation, agency policies, and procedural statements to provide legal or administrative options to agency management in the enforcement of agency statutory authority.
</li><li>Prepares drafts of correspondence, motions, pleadings, findings of fact, conclusions of law, agency rules and regulations, orders, and other legal documents to provide legal guidance to legal counsels or agency management.
</li><li>May direct the work activities of assigned legal staff members, as needed, to facilitate the attainment of unit work goals and ensure the consistent application of administrative policies, procedures, standards, and legal requirements.

Requirements / Qualifications:
Minimum Qualifications: Three years of experience as an attorney practicing law and providing legal services such as preparing and trying cases, advising clients, and/or interpreting laws or administrative policies.
Legal Requirements: In accordance with Section 7-101, Nebraska Revised, Reissued Statutes of l943, incumbents in this class must be admitted to the Nebraska Bar.
Preferred Qualifications: Experience working with law enforcement as a prosecutor or police legal advisor is strongly preferred. Experience practicing in complex and varied areas of the law is preferred. Experience in employment, criminal, contracts, and administrative law is preferred. Experience with the legislative process is preferred. Familiarity with the Nebraska Public Records Act is preferred.

Job Description:

The Nebraska State Patrol Crime Laboratory (NSPCL) is developing a list of qualified candidates to fill one Forensic Scientist position in their Controlled Substances Section.
 
The NSPCL is an ISO 17025 internationally accredited laboratory located in Lincoln, Nebraska providing services to law enforcement agencies throughout the state.
 
The individuals filling these positions will be responsible for analyzing evidence submitted to the laboratory for the presence of controlled substances and providing testimony regarding these findings in courts throughout the state of Nebraska. Duties include but are not limited to:
 
<ul><li>Perform analysis of evidence for the presence of controlled substances.
</li><li>Maintain chain of custody and evidence integrity of samples submitted for analysis.
</li><li>Writing and issuing reports of results of analyses.
</li><li>Perform instrument maintenance as needed.
</li><li>Perform technical review of the analytical work done by scientists assigned to the controlled substances section.
</li><li>Confer with allied law enforcement agencies and state and federal prosecutors regarding analysis of evidence.
</li><li>Provide testimony regarding analyses in city, county, tribal, and federal courts in the state of Nebraska.

Requirements / Qualifications:
Minimum Qualifications :
Forensic Scientist I : Bachelor&rsquo;s degree in the fields of physical science, natural science, forensic science, criminalistics, or other relevant fields, where specific scientific coursework in job related specialties have been completed.
Forensic Scientist II : Two years of experience working in a relevant specific discipline in a nationally accredited forensic laboratory or equivalent, to include time devoted to a relevant training program provided by that laboratory; possession of a laboratory Work Authorization in at least one forensic analysis type and successful completion of at least one relevant proficiency test AND Bachelor&rsquo;s degree in the fields of physical science, natural science, forensic science, criminalistics, or other relevant fields, where specific scientific coursework in job related specialties have been completed.
Forensic Scientist III : Six years of experience working in a relevant specific discipline in a nationally accredited forensic laboratory or equivalent; Possession of a laboratory Work Authorization in at least one forensic analysis type, successful completion of at least five proficiency tests; experience providing testimony in a court setting as a forensic expert in the relevant discipline AND Bachelor&rsquo;s degree in the fields of physical science, natural science, forensic science, criminalistics, or other relevant fields, where specific scientific coursework in job related specialties have been completed.
Preferred Qualifications: Bachelor of Science in Chemistry or related discipline with courses and labs in general, organic, and analytical (instrumental) chemistry. Experience/knowledge of Gas Chromatography/Mass Spectrometry and Infrared Spectroscopy. Experience with and/or knowledge of statistical data analysis. Computer skills to include use of Excel and Access programs. Analyst should possess skills in multi-tasking, organization, and be an independent individual who is self-motivated and needs minimal supervision.

<ul><li>General laboratory activities, including but not limited to:
<ul><li>Proper pipetting
</li><li>Proper chemical handling and safety
</li><li>Contamination mitigation
</li></ul></li><li>Following laboratory procedures and thoroughly documenting results of analyses
</li><li>Use of analytical chemistry instrumentation to include the following: gas chromatograph, gas chromatograph/mass spectrometer, Fourier Transform Infrared Spectrometer, and UV-Vis.
</li></ul>Ability to:
<ul><li>Observe and compare size, shape, quantity, color, small details and reactions.
</li><li>Learn and apply the relevant information from Nebraska Revised Statues to procedures and testing done at the NSPCL.
</li><li>Comprehend and apply knowledge from scientific and technical journals and textbooks.
</li><li>Communicate clearly with allied agencies regarding the testing done in the NSPCL Toxicology section.
</li><li>Provide testimony regarding controlled substance analyses.
</li>Pass assigned competency and proficiency tests.
