Working ideally 40 hours a week, you'll provide support the Division of Vocational Rehabilitation (DVR) Vancouver office. In this role, you'll perform clerical activities, such as greeting visitors, managing digital filing processes, and data entry. You'll also schedule intake meetings for new customers, respond to online email inquirers, stock &amp; organize publications/handouts, and support office committees with clerical tasks.<br>

You'll accurately sort, copy, file, and upload documents, especially in a digital format. Paying particular attention to staying current with filing that goes in customer files.<br>

You'll operate a variety of office equipment such as computer/word processor, document imaging printers and copy machine. You will also use MS outlook, MS teams, and electronic casefile management system to support efficient workflow and organization.

<br>This job class is designated as in-training. The employee will advance to CO2 after satisfactory completion of the CO1 training requirements. In an adult correctional facility, Correctional Officers provide safety and security, and assist in controlling, directing, and monitoring the activities and movement of incarcerated individuals. This includes maintaining security of the institution and controlling movement into, out of and within the institution in accordance with established department methods and procedures. Correctional Officers are expected to be a positive role model and work with the incarcerated individuals to help them become productive members of society from the day they arrive under supervision. Correctional Officers use interpersonal skills and good communication skills to correct and counteract criminal thinking while maintaining safe confinement environments for the individuals to pursue a successful re-entry into communities. The <b>Local Government Division (LGD)</b> partners with local governments, public entities, nonprofits, and others to strengthen the ability of local governments and community-based organizations to fund and develop critical services to their citizens. The division provides access to state and federal resources through grants and loans to plan, develop and build needed infrastructure and capital facility projects across the state. Efforts are made to make financial resources more accessible to applicants and recipients, and to prioritize the most critical projects and needs; LGD resources create jobs and grow business by initiating new opportunities for economic development. Grant/Contract/Expenditure Tracking</b><br>
<b>Tasks include:</b><br>
<ul><li>Prepare and maintain monthly fiscal status reviews. Using Enterprise Reporting System reports, review actual expenditures against planned allotments and projections; review expenditure coding and submit correction requests for any inaccurate cost coding; create budget reports as tools to assist assigned program managers and answer inquiries.</li><li>Create and maintain a grant/contract tracking sheet for the assigned programs. This worksheet is to be used to monitor that expenditures are on track with available project balances, projected spending plans, and remain within appropriation balances. These worksheets are used in conjunction with the monthly budget status report process and when providing advice to program staff.</li><li>Running monthly projection/expenditure reports to verify contracts are within project/appropriation balance. The Opportunity</b></div><div>
WSDOT is seeking a detail-oriented and motivated Contracts Specialist 1 to join our team in Olympia, WA. This position is located within Headquarters (HQ) in the Accounting and Financial Services (AFS) Division and reports to a Contracts Specialist 2 within the Procurement and Materials Management Office (PMMO). In this role, you will play a key part in advancing WSDOT&rsquo;s mission by supporting the successful delivery of transportation projects across the state. You will help ensure the accurate execution and administration of construction contracts, contributing to efficient project delivery and strong financial stewardship. As a valued member of the Contract Administration and Payment System (CAPS) team, you will support contract administration and payment processes while applying your knowledge of the Department&rsquo;s contract, accounting, and reporting systems. This position also requires a solid understanding of WSDOT and statewide contracting policies, procedures, and administrative practices.</div><div></div><div><br>

What to Expect</b></div><div>
Among the varied range of responsibilities held within this role, the Contract Specialist 1 will:</div><div><ul><li>
Review, research and release TRAINS payment vouchers for construction contract payments, enter any needed information, email contractors notice of payment, daily reconcile CAPS/TRAINS ensuring all payments are accounted for.</li><li>
Prepare weekly contracts going to Ad, prepare contract letters and documentation to mail with contracts upon award, creating and maintaining contract file (to include electronic or physical filing), answering contractor questions, verifying contractor is an active vendor, verifying insurance requirements per contract, including any special provisions in the contract documents.</li><li>
Verify accuracy of contract documents before execution by WSDOT.</li><li>
Coordinate with HQ Construction or project offices for contract execution, notifying interested parties of contract execution.</li><li>
Assist in daily management of the Contract Administration and Payment System (CAPS) software, providing support to CAPS users across the state. This includes troubleshooting error messages, managing contract information, generating form letters for contract milestones, and routine tasks such as insurance updates, bond inquiries, etc.</li><li>
Close Contracts with the Department of Labor and Industries. This includes accurately reporting contractor payments and taxes to the Department of Revenue. Track External Agency releases prior to providing Contract Acceptance. Release applicable retainage or monies owed to the State of Washington and accurately perform accounting practices to move the money to the correct revenue fund.</li></ul></div><div></div><div><b><br>
Qualifications</b></div><div>

Contract Interpretation &amp; Compliance: </b>Demonstrated ability to analyze and interpret construction contract provisions to ensure compliance, mitigate risk, and promote clarity in contract execution and administration.</li><li><b>
Retainage &amp; Final Acceptance Application: </b>Proven skill in identifying and applying contract provisions related to retainage and final acceptance, ensuring accurate implementation in accordance with policy and contractual requirements.</li><li><b>
Issue Identification &amp; Resolution: </b>Demonstrated experience identifying discrepancies in contract documentation or processes, clearly documenting findings, and initiating appropriate and timely resolution actions.</li><li><b>
Contract Administration &amp; Financial Accuracy: </b>Proficiency in applying retainage requirements and processing financial adjustments accurately, ensuring alignment with contract terms, policies, and audit standards.</li><li><b>
Contract Execution Oversight: </b>Demonstrated knowledge of contract execution standards and best practices, with the ability to ensure contracts are properly executed, complete, and compliant with established criteria.</li><li><b>
Documentation &amp; Timeline Management: </b>Ability to identify required contract documents, enforce submission requirements, and ensure adherence to critical timelines for contract execution.</li><li><b>
Performance Monitoring &amp; Accountability: </b>Skill in monitoring contractor compliance with execution requirements, including ensuring contracts are executed within required timeframes (e.g., within 20 days of award).</li><li><b>
Invoice Review &amp; Compliance Assurance: </b>Proven ability to review invoices (such as DJC) for accuracy, completeness, and compliance with contractual and regulatory requirements.</li><li><b>
Records Management &amp; Audit Compliance: </b>Knowledge of records retention and auditing best practices, with demonstrated ability to maintain compliant documentation and support audit readiness.</li><li><b>
