DescriptionGeneral Summary:The Program Manager is responsible for managing and overseeing all aspects of Security and IT infrastructure programs across a multi-site portfolio. The incumbent in this role will efficiently meet program safety, quality, schedule, and cost goals, while managing internal and external stakeholders across multiple business units. This position will work with multiple departments and processes to support work execution, problem solving, planning, and process improvement. The Program Manager will proactively lead and facilitate teams through issues and is responsible for the efficient execution of work items and conditions of the areas in which they are assigned. Additionally, this position is responsible for providing leadership and direction to the security and IT infrastructure team.Supervision Level:<ul><li>Reports to Director, Network Communications.</li><li>Manages a team of project managers and coordinators.</li></ul>Responsibilities:<ul><li>Manages and oversees security program aspects to ensure they are completed in a timely manner and within budget.</li><li>Responsible for scope management, cost control, schedule performance, vendor coordination, and contractual deliverables.</li><li>Leads stakeholders and project teams in defining project scope, cost, schedule, vendors, and contractual deliverables.</li><li>Develops detailed program and project plans, monitors project milestones, and generates status reports.</li><li>Monitors financial performance including labor burn, forecasting, and variance reporting.</li><li>Evaluates and manages risk; develops mitigation strategies and response plans.</li><li>Manages several project workstreams.</li><li>Directs project progress and establishes guidance on project execution.</li><li>Qualifies and quantifies project issues and risks and develops response plans to resolve.</li><li>Understands current and future business goals and ongoing concerns.</li><li>Mentors project managers and team members, promoting a collaborative and productive work environment.</li><li>Performs other duties as assigned.</li></ul>Position RequirementsKnowledge, Skills, and Abilities:Experience:<ul><li>A minimum of 8 years of program management experience.</li><li>In addition to program management experience, a minimum of 6 years of relevant or related industry experience.</li><li>A minimum of 5 years of leadership experience.</li></ul>A combination of experience, education, and/or training which demonstrates the following knowledge, skills, and abilities:<ul><li>Experience managing a team.</li><li>Experience with managing small through large-scale technology infrastructure projects, including network routing, switching, servers, intelligent end-point devices, inside/outside plans, physical security, wireless and fiber buildouts from inception through completion.</li><li>Experience with voice/data, Wi-Fi, access controls, security, circuit test and turn-up, and/or any low-voltage deployment desired.</li><li>Experience managing multiple stakeholders, scheduling demands, and ad-hoc requests.</li><li>Excellent verbal, written, and interpersonal skills; skillset will be evaluated prior to engagement.</li><li>Detail-oriented with excellent organizational, planning, and follow-up skills.</li></ul>Knowledge of:<ul><li>Research methods, including data collection, analysis, critical thinking, and problem solving.</li><li>Project planning, scheduling, cost management, budget forecasting, and risk qualification, quantification, and mitigation.</li><li>Principles and practices of project management as defined by Project Management Institute (PMI) or accredited standards.</li><li>Agile and scrum project management methodologies.</li><li>Safe working practices, building codes, and regulations applicable to the assigned projects.</li><li>MS Office Suite, MS Project, Primavera (P6), JIRA, or equivalent project planning tools.</li></ul>Ability to:<ul><li>Work well under pressure.</li><li>Influence others and convey complex project and program deliverables concisely.</li><li>Work in a dynamic, fast-moving team environment and independently as needed.</li><li>Bilingual in English and Spanish is a plus.</li></ul>Technical Knowledge of the Following:<ul><li>Change Management, Scope Management, Stakeholder Management, Technical Project Management.</li><li>Fit/Gap Analysis.</li><li>Project Administration, Project Controls, Project Documentation, Project Implementation.</li><li>Project Lifecycle Management (PLM), Project Planning, Project Scheduling, Project Scoping.</li><li>Budgetary Controls.</li><li>Project Management Software.</li></ul>Education/Certification:<ul><li>Bachelor&rsquo;s degree in project management, computer engineering, business management, or equivalent field; equivalent experience with customer approval.</li><li>Active Project Management Professional (PMP), Scrum, or Agile certification preferred.</li></ul>Physical Demands:Physical demands are representative of those that an employee must meet to perform the essential functions of this job successfully. While performing this job, the employee may be exposed to weather conditions prevalent at the time. In delivering projects, the incumbent will work in and around high voltage, energized electric equipment.<ul><li>Sit or stand at a desk and use a computer workstation for up to 6 hours per day.</li><li>Reach and use hands and fingers to feel objects or controls.</li><li>Climb stairs and walk on uneven or unpaved surfaces.</li><li>Traverse inclined or rough terrain.</li><li>Occasionally lift and/or move up to 15 pounds.</li></ul>Reasonable accommodation may be made to enable individuals with disabilities to perform essential functions.Salary:The salary range for this role is $135,000 &ndash; $160,000. This range is only applicable for jobs to be performed in San Diego, CA. This is the lowest to highest pay scale we reasonably expect to pay for this role at the time of this posting. We may ultimately pay more or less than the posted range, and the range may be modified in the future.
