<div>The Financial Services Regulatory Authority (&ldquo;FSRA&rdquo;) is responsible for the regulation of financial services in the Abu Dhabi Global Market (&ldquo;ADGM&rdquo;).
One of the FSRA&rsquo;s objectives is to prevent, detect and restrain conduct that causes or may cause damage to the reputation to the ADGM through appropriate means including the imposition of sanctions. The FSRA Enforcement Department plays a critical role in advancing the FSRA&rsquo;s pursuit of its objectives through the fair and proportionate use of the FSRA&rsquo;s enforcement powers.
The Enforcement Department is responsible for:

</li><li>Regulatory Action: Arrange for the exercise by the FSRA of its regulatory powers, including the preparation of briefs for internal decision makers and supporting the conduct of litigation (with Legal).
</li><li>Mutual Assistance: Receive, assess and respond to external requests for assistance received by the FSRA concerning Enforcement matters or which otherwise require the exercise of the FSRA&rsquo;s information gathering powers.
</li></ul>In addition, the responsibilities of the Enforcement Department include:
<ul><li>Developing the FSRA&rsquo;s overall strategy and approach to enforcement in collaboration with key FSRA stakeholders;
</li><li>Developing and implementing the Enforcement Department policies, procedures and practices; and
</li><li>Developing systems and infrastructure for the FSRA&rsquo;s Enforcement function.
</li></ul>The role is for a Senior Manager within a team of experienced regulatory enforcement professionals (investigators, accountants, lawyers and market specialists), responsible for the conduct of
<ul><li>regulatory investigations, referral assessments and complaint assessments (undertaking forensic inquiries and investigations, analysing evidence and making decisions concerning possible contraventions of FSRA administered Regulations and the Rules);
</li><li>disciplinary and regulatory actions matters and the preparation of cases in appeal to the Appeals Panel; and
</li><li>mutual assistance matters involving the collection of information and documents on behalf of external regulatory authorities.
</li></ul>The Senior Manager will be responsible for the conduct of a range of assigned enforcement matters, working within a working within a team of experienced regulatory enforcement professionals (made up of investigators, accountants, lawyers and market specialists). As a senior member of the Department, the Senior Manager will also act as a point of expertise and advice to other team members on the conduct of Enforcement activities.
The Senior Manager is expected to contribute to the development of FSRA Enforcement policy in specific specialisation areas and to generally support the Executive Director &ndash; Enforcement in the continued development and enhancement of the FSRA&rsquo;s Enforcement function and to ensure that the FSRA&rsquo;s Enforcement framework meets international standards of best practise and is utilised to provide effective enforcement and credible deterrence.
The Senior Manager will be responsible for working collaboratively with the other FSRA and ADGM regulatory functions to deliver risk-based regulation in order to achieve the objectives of the ADGM.
The position works with internal and external stakeholders.
Primary Duties
<ul><li>Assist in the development and effective delivery of the FSRA and Enforcement Department&rsquo;s Strategy and Operational Plan;
</li><li>Assist in the ongoing development, enhancement and implementation of policies and procedures;
</li><li>Take responsibility for initiatives both at FSRA and Departmental level as may be allocated thereto;
</li><li>Provide expert leadership in key assigned practice and policy areas;

</li></ul>Operational responsibilities
<ul><li>Conduct of a range of assigned investigations, referral assessments, complaints assessments, mutual assistance matters and regulatory action proceedings.
</li><li>Manage and conduct assigned complex investigations into suspected contraventions of FSRA administered Regulations and Rules, including but not limited to:
</li><li>Preparing formal recommendations to commence investigations;
</li><li>Planning and project managing the investigation;
</li><li>Gathering evidence (including through the appropriate exercise of the FSRA&rsquo;s formal powers to require production of documents and information and conduct inspections, and through voluntary requests for information and documents);

</li><li>Responding to Complainants;
</li><li>Assess and respond to internal and external referrals of information concerning potential contraventions of FSRA administered legislation;
</li><li>Gathering information and evidence (including through the exercise of the FSRA&rsquo;s formal powers to require production of documents and information and conduct inspections, and through voluntary requests for information and documents);
</li><li>Reviewing and analysing evidence;
</li><li>Preparing detailed assessment reports; and
</li><li>Preparing recommendations for further investigation or to pursue regulatory action as required;
</li><li>Conduct, in collaboration with the FSRA Legal Department, Regulatory Action proceedings to impose regulatory and disciplinary action, including large complex regulatory actions that result in tribunal or court litigation.
</li><li>Conduct, in collaboration with the FSRA Legal Department, Taxation Reporting penalty proceedings.
</li><li>Contribute to the oversight of the Enforcement Department&rsquo;s Complaints Management function.
</li><li>Contribute to the Enforcement Department&rsquo;s continuous development and enhancement of its policies and procedures;
</li><li>Contribute to the Enforcement Department&rsquo;s input into the FSRA&rsquo;s FSAP Assessment Project.

Manager - Enforcement

<div>The RA is the regulator of audit firms and audit principals in ADGM, responsible for the registration, supervision, monitoring and where necessary sanctioning audit firms and audit principals in ADGM pursuant to the applicable rules and regulations. High audit quality is a key strategic regulatory priority for the RA. High quality audit is crucial in an international financial centre and well-functioning financial system, in order to reduce the risk of fraud, to promote trust in financial statements and boost investor confidence.
The Head &ndash; Audit Monitoring, is responsible for overseeing and ensuring the proper, risk based, efficient and effective monitoring (supervision) of audit firms and audit principals in the ADGM. The role is accountable for delivering supervisory outcomes, including forming regulatory judgements, setting supervisory direction, and independently representing the RA in complex or high-impact audit matters.
The Head &ndash; Audit Monitoring, is responsible for promoting high quality audit in the ADGM among audit firms, for ensuring sound monitoring frameworks, policies and procedures, as well as the ongoing, holistic, proactive, risk-based supervision of auditors and audit principals, for maintaining key stakeholder relationships and representing the RA and ADGM with thought leadership in the field of audit regulation.
The role is responsible for leading a team of audit supervisors in the day to day implementation of the RA&rsquo;s annual audit supervisory plan, and adopting a best in class risk based supervisory approach. The incumbent is expected to contribute to and implement the continued development and enhancement of the supervisory approach and internal supervisory procedures. The incumbent is expected to be a go to point of expertise when dealing with audit supervisory matters for the rest of the team across a variety of sectors.
The Head / Manager &ndash; Audit Monitoring, shall report to the Associate Director, Monitoring. 
Strategic responsibilities:
<ul><li>Develop and execute the Division&rsquo;s supervisory strategy, risk management framework and supervision plans in relation to audit firms and audit principals.

</li><li>Lead RA&rsquo;s independent risk-based profiling of ADGM audit entities to effectively and efficiently direct monitoring activities.
</li><li>Carry out audit monitoring activities, including outreach, education, reviews, inspections and investigations.
</li><li>Collect, collate, review and log information from internal and external notifications, as well as firm filings.
</li><li>Set, track and follow up on reminders to firms related to filings, correcting non-compliance and other monitoring operations.
