The work:
</b></p><p>Performs analysis of documented user requirements and directs or assists in the design of test plans in support of user requirements for moderately complex to complex software or IT systems. May participate in all phases of risk management assessment and software/hardware development. Act as an enabler for the effective functioning of a software development team using Agile Methodology. Is also a custodian for the Agile process and ensures all processes are used as intended. Protects the team, removes barriers to successful implementation, and keeps them focused on the task at hand. Helps the Product Owner/Scrum Master maximize productivity. Maintain the backlog and release plans. Proactively seeks opportunities to implement improvements to internal team processes. Candidates with previous experience on Agile teams, especially within Government agencies, will be well suited for this position. Perform as liaison between business stakeholders and the development team, gathering business requirements accurately so that functional specifications are captured, understood, and translated into development activities. Proactively seeks opportunities to implement improvements to internal team processes. Demonstrated experience with Agile development methodologies and processes on actual project/program engagements required. Agile Application Lifecycle Management (ALM) experience required. Works with their team(s) to meet established Sprint and Release goals.</p>

<li>1-2 years exposure to data migration activities and exposure to integrations</li>
<li>1-2 years exposure to leading/mentoring junior team members</li>

<li>Experience setting up and configuring ALM tools (e.g. Atlassian Jira, Azure DevOps, etc)</li>

The work:</b></p>
<p>
Uses Agile methodologies to design, develop, enhance, debug, and implement software. Troubleshoots production problems related to software applications. Researches, tests, builds, and coordinates the conversion and/or integration of new products based on client requirements. Designs and develops new software products or major enhancements to existing software. Evaluates effectiveness. Addresses problems of systems integration, compatibility, and multiple platforms. Consults with project teams and end users to identify application requirements. Performs feasibility analysis on potential future projects to management. Assists in the evaluation and recommendation of application software packages, application integration and testing tools. Resolves problems with software and responds to suggestions for improvements and enhancements. Acts as team leader on projects. Instructs, assigns, directs, and checks the work of others on the development team. Participates in development of software user manuals and technical reports.</p>
<p><b>
Here is what you need:</b></p>

<li>4+ years' experience with three or more of the following: HTML, PLSQL, C#, .NET, Microsoft Dynamics CRM, J2EE, Java &amp; JavaScript, Struts, TopLink, XML, Oracle Application Express</li>
<li>Strong understanding of software architecture and design patterns</li>
<li>United States Citizenship required</li>
<li>Bachelor's degree in Computer Science or equivalent</li>
