Required Skills and Knowledge:<ul><li>
Demonstrated experience supporting Department of Defense financial management, budget execution, forecasting, and funds tracking activities within NAVSEA, NAVAIR, NSWCDD, or other major acquisition organizations.</li><li>
Demonstrated experience integrating financial management, cost analysis, scheduling, Earned Value Management (EVM), and program execution metrics to support acquisition decision making and operational capability delivery.</li><li>
Demonstrated experience supporting cost estimating activities, affordability analysis, &ldquo;Should Cost&rdquo; initiatives, spend plan development, or financial risk assessments associated with complex acquisition programs.</li><li>
Demonstrated ability to analyze large financial datasets and provide data-driven recommendations supporting program affordability, resource allocation, and accelerated acquisition execution.</li></ul> 

Requirements 
<ul><li>
Bachelor&rsquo;s degree</li><li>
Seven (7) years of experience performing financial analysis is required.</li><li>
Active SECRET clearance required; active TOP SECRET clearance or eligibility for SCI access is highly desirable.</li></ul><ul><li>
Demonstrated experience in the following areas: financial reporting, budgeting, requisitioning, forecasting, and utilization of Enterprise Resource Planning (ERP) financial software is required.
</li><li>Experience supporting Planning, Programming, Budgeting, and Execution (PPBE) processes, Program Objective Memorandum (POM) development, budget formulation, obligation/expenditure tracking, and financial execution reviews are highly desirable.
</li><li>Experience supporting Acquisition Category I (ACAT I), Major Defense Acquisition Programs (MDAPs), Integrated Combat Systems, Battlespace Integration, or other complex defense acquisition environments is highly desirable.
</li><li>Experience utilizing Navy Enterprise Resource Planning (NERP), Navy ERP, Integrated Business Planning and Execution System (IBPES), NEPS, ACEIT, CCaR, Power BI, Tableau, or similar financial and analytical tools is highly desirable.</li><li>
Experience preparing or supporting Defense Acquisition Executive Summary (DAES), Selected Acquisition Report (SAR), budget exhibits, Congressional data calls, execution reviews, or senior leadership financial briefings is highly desirable.</li><li>
Experience supporting cross-functional coordination between financial management, systems engineering, scheduling, logistics, contracting, and acquisition stakeholders is highly desirable.</li></ul>

Description: As a Cooperative Foreign Disclosure Analyst/Management Analyst, you will coordinate with other members of the PMA customer supporting a Navy program at Naval Air Station Patuxent River (Pax).
Responsibilities:<ul><li>
Provides analysis to support disclosure decisions in support of Foreign Military Sales (FMS), International Cooperative Programs, and foreign national access to Information Technology systems.
</li><li>Provide support in developing and implementing disclosure and release ability decisions, providing recommendations for release.
</li><li>Review program documentation prior to release to foreign governments. Develop documentation in accordance with U.S. Government technology transfer policy.
</li><li>Provide analysis to support Government assistance to Industry for export compliance/license/exemption utilization.</li></ul><ul><li>
Monitor compliance with existing U.S. Government policy and regulations for current programs and develop required documentation for future phases of international programs.
</li><li>Coordinate engineering review of data for release to foreign nationals. Assist in resolving disclosure questions and issues.
</li><li>Oversee tracking and ensure quality of data reviewed for release to foreign nationals.
</li><li>Provide support for management of foreign national visits.
</li><li>Develop, manage, and staff Technology Assessment/Control Plans.</li></ul></div></div>
 <div><h2 class="jobSectionHeader">Requirements</h2><div><ul><li>
Bachelor&rsquo;s Degree from accredited university.</li><li>
In lieu of a Bachelor's degree, an Associate's degree plus two (2) additional years of work experience may be substituted. In lieu of a degree, an additional four (4) years of experience may be substituted.
</li></ul><ul><li>Three (3) to ten (10) years of experience working as a program/project/management analyst specifically for a security cooperation program.</li></ul><ul><li>
At least 1 year of experience demonstrated with international program policy, foreign disclosure review, export compliance, and/or international agreement management.</li><li>
Active TS/SCI Clearance required.
</li></ul><ul><li>Demonstrated skills writing/managing processes, providing training, briefing program status to leadership.</li></ul><ul><li>
Demonstrated ability to successfully work with large and diverse teams.</li></ul><ul><li>
Microsoft Office suite proficiency, i.e., Word, Excel, and PowerPoint. Experience developing program-level briefs.</li></ul><ul><li>
Ability to work within a challenging, fast-paced, team-oriented environment.</li></ul> 
Salaries are commensurate with experience and qualifications, as well as market and business considerations. Maryland Pay Transparency: $85,000-$108,000</div></div>
