Reports to:</b> Team Lead (direct), with close technical coordination of data collection teams.</p>
<p><b>
Role Purpose</b></p>
<p>
The Quality Assurance Officer is the primary guardian of data quality, ethical compliance, and protection standards throughout the entire assessment. He will ensure that the survey meets WFP and international humanitarian standards on accuracy, completeness, impartiality, gender sensitivity, and Do No Harm principles.</p>
<p><b>
Key Responsibilities</b></p>
<p><b>
A. Real-Time Data Quality Control</b></p>
<ul>
<li>Perform same-day review, cleaning, and validation of all uploaded surveys using ODK validation rules, GPS coordinates, geotagged photos, and interview duration checks.</li>
<li>Run daily quality dashboards and flag inconsistencies, outliers, skip-pattern errors, or incomplete forms immediately.</li>
</ul>
<p><b>B. Field Monitoring &amp; Validation</b></p>
<ul>
<li>Conduct daily field accompaniment at selected spots, spot-checks, and validate at least 10&ndash;15% of total surveys.</li>
<li>Carry out telephone back-checks on a minimum 10 % of sampled households.</li>
<li>Verify informed consent, confidentiality, and respectful engagement with respondents.</li>
</ul>
<p><b>C. Feedback and Follow-up</b></p>
<ul>
<li>Provide structured daily feedback (written reports and WhatsApp groups) to District Supervisors and enumerators.</li>
<li>Organize immediate corrective actions in the field when recurring issues are identified.</li>
</ul>
<p><b>D. Protection, Gender &amp; Cultural Sensitivity</b></p>
<ul>
<li>Ensure female enumerators interview female respondents wherever possible and that purdah and local norms are fully respected.</li>
<li>Guarantee inclusion of women, elderly, persons with disabilities, and marginalized groups in the sample.</li>
<li>Act as the first focal point for any protection or gender-related concerns from respondents or team members.</li>
</ul>
<p><b>E. Ethical and Safeguarding Compliance</b></p>

Enforce strict adherence to:</p>

Required Qualifications &amp; Experience</b></p>
<ul>
<li>Master&rsquo;s degree in statistics, economics, social sciences, M&amp;E, development studies, or related field.</li>
<li>Minimum 4 years of proven data quality assurance experience on large-scale household surveys, preferably WFP/UN-led FSLA.</li>
<li>Formal training in PSEA, Gender in Humanitarian Action, or Data Responsibility is highly desirable.</li>
<li>Fluency in English and Urdu; working knowledge of Saraiki strongly preferred.</li>

Duty Station</b>: Multan, Bahawalpur, DG Khan, Muzaffargarh, Rahim Yar Khan, and Jhang districts (each district will have 4 enumerators)</p>

Duration: </b>15 days which includes training and field-level data collection.</p>
<p><b>
Reporting Line:</b><b> </b>Enumerators will work under the direct supervision of:</p>
<ul>
<li><b>District Supervisor</b>, and <b>Quality Assurance (QA) Officer</b>, with overall guidance from ACT&rsquo;s <b>FSLA Assessment Reporting &amp; Documentation Officer and Team Lead</b>.</li>
</ul>
<p><b>Objectives of the Assignment</b></p>
<ul>
<li>To collect high-quality household-level data on food security, livelihoods, coping strategies, agriculture, and flood impacts using structured digital questionnaires (ODK).</li>
<li>To ensure accurate, complete, and ethically compliant data submission to ACT.</li>
<li>To support ACT in producing a comprehensive and evidence-based FSLA dataset for further analysis and reporting.</li>
</ul>
<p><b>Key Responsibilities:</b></p>
<p><b>
A. Pre-Field Preparation</b></p>
<ul>
<li>Attend all enumerator training sessions on assessment tools, ODK usage, data collection ethics, PSEA, informed consent, and security protocols.</li>
<li>Review and understand all survey instruments, definitions, and sampling procedures.</li>
<li>Ensure functionality of Android devices, power banks, and ODK forms prior to field deployment.</li>
</ul>
<p><b>B. Household Data Collection</b></p>
<ul>
<li>Visit selected villages and communities assigned for data collection.</li>
<li>Ensure informed consent, transparency of purpose, voluntary participation, and confidentiality at every interview.</li>
<li>Engage respectfully with respondents, maintaining sensitivity to local norms, gender dynamics, and cultural practices.</li>
<li>Conduct face-to-face interviews with respondents using structured ODK questionnaires.</li>
<li>Capture accurate, complete, and unbiased responses without influencing the respondent.</li>
<li>Record additional qualitative notes when necessary to contextualize quantitative findings.</li>
</ul>
<p><b>C. Data Upload and Documentation</b></p>
<ul>
<li>Upload collected data to ACT servers immediately upon returning from the field.</li>
<li>Report any technical and accessibility issues (device malfunction, ODK errors, GPS issues, transportation) to the District Supervisor.</li>
<li>Submit concise field notes highlighting challenges, observations, or contextual insights, when required.</li>
</ul>
<p><b>D. Quality Assurance and Compliance</b></p>
<ul>
<li>Ensure all entries meet ACT&rsquo;s data quality standards (completeness, accuracy, logical consistency).</li>
<li>Address feedback or correction requests from the QA Officer promptly.</li>
<li>Follow ACT&rsquo;s ethical guidelines, safeguarding principles, and security instructions.</li>
<li>Ensure the safety, dignity, and confidentiality of all respondents.</li>
</ul>
<p><b>Required Qualifications and Experience</b></p>
<ul>
<li>Minimum bachelor&rsquo;s degree in social sciences, agriculture, development studies, economics, or related disciplines.</li>
<li>Prior experience in household surveys, food security, livelihood, or agriculture-related assessments strongly preferred.</li>
<li>Proven experience using digital data collection tools (ODK, Kobo, CommCare, SurveyCTO).</li>
<li>Familiarity with local geography and languages especially Saraiki, customs, and social norms of South Punjab.</li>
<li>Ability to travel extensively within assigned districts.</li>
<li>Good communication, interviewing, and interpersonal skills.</li>
<li>Ability to work under tight deadlines and strict quality-control procedures.</li>
</ul>

Role Purpose</b></div>
<p>
The District Supervisor is the field-level leader of a team of four enumerators (2 male and 2 female). They are accountable for achieving the full daily target of completed, clean, and ethically collected surveys in their assigned districts while ensuring the safety, dignity, and cultural sensitivity of both the team and the respondents. They are the critical link between the field teams and the central management/QA structure.</p>
<div><b>
Key Responsibilities</b></div>
<p><b>
A. Team Leadership &amp; Daily Planning</b></p>
<ul>
<li>Lead, motivate, and directly supervise a team of four enumerators (50% female).</li>
<li>Prepare and share the daily work plan and village-level targets with enumerators and the Team Lead each morning.</li>
<li>Allocate households, monitor progress in real time, and re-assign teams as needed to meet the daily target interviews per district.</li>
</ul>
<p><b>B. Field-Level Quality Assurance</b></p>
<ul>
<li>Conduct daily accompaniment and spot-checks on at least 10&ndash;15% of your team&rsquo;s interviews (observe, back-check, or validate).</li>
<li>Review every completed form in the field before upload for completeness, logic, and accuracy.</li>
<li>Provide immediate on-the-spot coaching and correction to enumerators.</li>
<li>Upload or ensure upload of all forms and field</li>
</ul>
<p><b>C. Protection, Gender &amp; Cultural Sensitivity</b></p>
<ul>
<li>Guarantee that female respondents are interviewed by female enumerators and that local norms are strictly respected.</li>
<li>Ensure inclusion of women, elderly, persons with disabilities, and minority households in the sample.</li>
<li>Verify that every respondent receives a clear explanation of the assessment and gives genuine informed consent.</li>
<li>Act as the first focal point in the district for any protection, gender, or safeguarding concern raised by respondents or team members and escalate immediately.</li>
</ul>

<li>Coordinate closely with the Logistics Supervisor and Safety &amp; Security Officer on daily movement plans, vehicle use, and proof-of-life check-ins.</li>
<li>Liaise with local authorities, union council secretaries, and community leaders to secure access and cooperation.</li>
<li>Identify and report any access or security issues without delay.</li>
</ul>
<p><b>F. Reporting &amp; Communication</b></p>
<ul>
<li>Submit a short daily situation report (completed interviews, challenges, observations) to the Team Lead and QA Officers by 20:00 each day.</li>
<li>Participate in daily evening debrief calls when signal permits.</li>
<li>Contribute district-specific contextual notes for the final FSLA report.</li>
</ul><div><b>Required Qualifications &amp; Experience</b></div>
<ul><li>Bachelor&rsquo;s degree (Masters preferred) in social sciences, agriculture, development studies, economics, or related discipline.</li>
<li>Minimum 3 years of field supervisory experience on large-scale household surveys or emergency assessments (experience as team leader/supervisor is strongly preferred).</li>
<li>Proven experience directly managing mixed-gender enumerator teams in rural, conservative areas of Punjab.</li>
<li>Excellent working knowledge of ODK/KoBoToolbox (ability to troubleshoot basic issues and review forms in the field).</li>
<li>Strong understanding of food security/livelihood/agriculture questionnaires.</li>
<li>Fluency in Urdu and the dominant local language of the assigned district (Saraiki essential for most districts).</li>
<li>Previous work in the specific assigned district is a significant advantage.</li>
