 Advanced Technology and Research Corporation (ATR) is a well-established, rapidly growing engineering and manufacturing firm headquartered in a Maryland suburb of Washington DC. ATR produces automation systems for the logistics industry, including the US Postal Service, and provides technical services, R&amp;D and hardware systems to the US military. About 175 employees currently, many in mechanical engineering disciplines, are organized into three operating groups.
 
 
 Salary for the position is competitive according to qualifications.  PRINCIPAL DUTIES &amp; RESPONSIBILITIES:
 
 
 
 Contract Management
 
 
 <ul>
 <li>
 Serve as primary POC for contracting personnel in Government, non-Government customers, and other external stakeholders
 </li>
 <li>
 Review solicitations, identify requirements, risks, and compliance obligations
 </li>
 <li>
 Prepare responses to reps, certs, and other conditions
 </li>
 <li>
 Draft, review and execute subcontracts, teaming agreements, NDAs, etc. as applicable
 </li>
 <li>
 Monitor contract funding, deliverables, and POPs; initiate modifications as needed
 </li>
 <li>
 Administer the company&rsquo;s portfolio of contracts (FFP, CPFF, T&amp;M &amp; IDIQ types)
 </li>
 <li>
 Maintain accurate contract files in accordance with CPSR and company standards
 </li>
 <li>
 Prepare for and participate in Federal contract compliance audits (DCAA, DCMA)
 </li>
 <li>
 Manage contract closeout process, ensuring all deliverables and financial obligations are met
 </li>
 <li>
 Archive contract documentation per company policy and regulatory requirements
 
 
 </li>
 </ul>
 Bid and Proposal
 
 
 <ul>
 <li>
 Support all operating divisions at a detailed level in proposal development, with emphasis on cost and pricing aspects
 </li>
 <li>
 Organize and schedule efforts for complex responses, including T&amp;Cs, compliance matrices, risk assessments, etc
 
 
 </li>
 </ul>
 Financial &amp; General Management
 
 
 <ul>
 <li>
 Perform or direct customer invoicing on monthly or billing-event basis
 </li>
 <li>
 Oversee Accounts Receivable function
 </li>
 <li>
 Key contributor to revenue and cost recognition decisions for financial reporting
 </li>
 <li>
 Participate in regular reviews and analysis of financial results
 </li>
 <li>
 Lead and manage a small Contracts staff
 </li>
 <li>
 Collaborate closely with divisional operating management and with other corporate management. No Contracts Dept &ldquo;silo&rdquo;
 </li>
 <li>
 Advise and participate with executive management in resource planning, risk assessments and workforce compliance for all contract requirements
 
 
 </li>
 </ul>
 
 EDUCATION &amp; EXPERIENCE:
 
 
 
 <ul>
 <li>
 Minimum Bachelor's degree. Business, Contracts, Finance/Accounting, Law or related
 </li>
 <li>
 Minimum 15 years of progressive experience in contracts work with direct Federal contracting exposure
 </li>
 <li>
 DOW contracting experience required
 </li>
 <li>
 Solid foundation in financial and cost accounting
 </li>
 <li>
 Some experience in a commercial products/manufacturing environment a plus
 </li>
 <li>
 Candidate must be a US citizen. No exceptions. Must pass a pre-employment background check. A DCSA-issued security clearance, or the ability to obtain one, is desirable but not essential
 </li>
 <li>
 Strong working knowledge of FAR, DFARS, SBA rules, and other applicable Federal contracting regulations
 </li>
 <li>
 Strong understanding of DCAA and DCMA methods, particularly indirect cost structures
 </li>
 <li>
 Certifications (preferred): NCMA CFCM, CCCM, or CPCM; DAWIA
 </li>
 <li>
 Ability to understand manufacturing processes, and utilize direct and indirect manufacturing cost data and structures for contract purposes
 </li>
 <li>
 Manage as required GFE and CAP Property
 </li>
 <li>
 Proficiency with government contractor management ERP systems and project/financial level modules. Deltek Costpoint or similar ERP system experience required
 </li>
 <li>
 Willing to work closely with operating management and other corporate functions
 </li>
 <li>
 Detail-oriented, with excellent organizational skills
 </li>
 <li>
 Ability to work well under deadline pressure
