<div>Allegheny Science &amp; Technology (AST) is seeking a highly capable Structural Engineer with an active Top Secret (TS) clearance to support mission-critical requirements associated with ongoing and future construction activities at protected sites throughout the National Capital Region (NCR). This position, contingent upon contract award, requires close coordination with active construction projects to meet critical deadlines, address logistical and funding challenges, and minimize operational disruptions. The Structural Engineer will support the federal protective mission by evaluating, reviewing, and advising on the design and construction of secure facilities to enhance structural resilience, blast resistance, and overall site security. Working closely with program managers, architects, engineers, contractors, and government stakeholders, the engineer will translate technical analyses into actionable design and acquisition inputs that ensure projects are delivered safely, compliantly, and in alignment with mission and schedule requirements.

Duties &amp; Responsibilities:
<ul>
<li>Collaborate with multidisciplinary architecture/engineering/construction teams, third-party contractors, and other government agencies to advance the federal protective mission.</li>
<li>Utilize drawings, specifications, photographs, and other information to support projects to assess and improve site and building security.</li>
<li>Review and provide comments on deliverables for analysis, design, and construction projects.</li>
<li>Coordinate with program managers to develop, maintain, and update the program's strategy, budgeting, scheduling, and planning documents, as well as documentation of meetings and past activities.</li>
<li>Engage and communicate with internal and external stakeholders, third-part contractors, and other government agencies to plan and execute design and construction projects.</li>
<li>Coordinate with program managers to develop Scopes of Work (SOWs) and prepare contract packages for future acquisitions.</li>
<li>Ability to take ownership of responsibilities, work independently, and develop solutions to problems.</li>
<li>Experience with blast effect modeling tools, e.g., VAPO, 3d Blast, Urban Blast Tool, Extreme Loading for Structures (ELS).</li>
<li>Experience with reviewing and understanding construction drawings, construction specifications, and contract documents.</li>
<li>Experience working on large construction projects and interfacing with contractors, subcontractors, design team members, and owner's representatives.</li>
</ul>
Required Qualifications:
<ul>
<li>Bachelor's degree in Civil Engineering, Structural Engineering, Architecture, or Construction Management from an accredited institution.</li>
<li>A minimum of five (5) years of progressively responsible experience supporting design, analysis, or construction of facilities or infrastructure projects, including experience working within multidisciplinary architecture/engineering/construction (A/E/C) teams.</li>
<li>Additional years of experience or post-graduate degrees may be substituted for education or experience requirements.</li>
<li>Demonstrated experience reviewing and interpreting construction drawings, specifications, and contract documents, and providing technically sound comments on design and construction deliverables.</li>
<li>Experience supporting security-sensitive or mission-critical facilities projects, including assessing and enhancing site and building security using drawings, specifications, photographs, and related technical information.</li>
<li>Hands-on experience with blast and extreme-load analysis tools, such as VAPO, 3D Blast, Urban Blast Tool, and/or Extreme Loading for Structures (ELS), to support protective design and risk mitigation.</li>
<li>Experience coordinating with program and project managers to support development and maintenance of project strategies, budgets, schedules, and planning documentation, as well as documenting meetings, decisions, and project history.</li>
<li>Demonstrated ability to engage and communicate effectively with internal stakeholders, external contractors, design professionals, and government agencies to support planning, design, and execution of construction projects.</li>
<li>Experience supporting acquisition-related activities, including development of Scopes of Work (SOWs), technical inputs to contract packages, and coordination with acquisition and contracting personnel.</li>
<li>Proven ability to work independently, take ownership of assigned responsibilities, and develop practical, technically sound solutions to complex engineering and project execution challenges.</li>
<li>Experience supporting large-scale construction projects, including regular interaction with contractors, subcontractors, design team members, and owner's representatives throughout the project lifecycle.</li>

Structural Engineer

This position, contingent upon contract award, requires close coordination with active construction projects to meet critical deadlines, address logistical and funding challenges, and minimize operational disruptions. The Electrical Engineer will serve as the subject matter expert for medium- and low-voltage electrical systems supporting mission-critical facilities, ensuring systems are resilient, secure, and compliant with applicable codes and standards. Working with multidisciplinary engineering teams, contractors, and government stakeholders, the engineer will identify electrical risks, develop mitigation and resiliency strategies, and oversee the design, installation, testing, and maintenance of power, backup, and automation systems to sustain uninterrupted operations.

Duties and Responsibilities:

<li>Evaluate, design, develop, test, and oversee the procurement, manufacturing, installation, and maintenance of electrical components in medium and low voltage electrical systems.</li>
<li>Serve as a subject matter expert (SME) for medium and low voltage electrical systems across mission-critical facilities.</li>
<li>Identify operational and security gaps in electrical systems that are a risk to mission-critical operations.</li>
<li>Develop master plans and mitigation strategies to minimize risks and increase resiliency in electrical systems.</li>
<li>Collaborate with multidisciplinary engineering teams, third-party contractors, and other government agencies to install, repair, commission, and maintain electrical systems.</li>
<li>Ensure compliance with electrical codes and industry standards through detailed calculations and developing technical specifications.</li>

Required Qualifications:
<ul>
<li>Bachelor's degree in Electrical Engineering from an accredited institution; Master's degree and/or Professional Engineer (PE) license preferred.</li>
<li>A minimum of five (5) years of progressively responsible experience in medium- and low-voltage electrical distribution systems, power engineering, and electrical infrastructure management for facilities or campus-scale environments.</li>
<li>Additional years of experience or post-graduate degrees may be substituted for education or experience requirements.</li>
<li>Demonstrated experience designing, evaluating, or assessing electrical systems for mission-critical facilities, including normal and emergency power systems, battery energy storage, uninterruptible power supplies (UPS), and generator-based backup power.</li>
<li>Proven subject matter expertise in identifying operational, reliability, and security risks within electrical systems and developing master plans, resiliency strategies, and mitigation approaches to reduce mission risk.</li>
<li>Hands-on experience supporting the full electrical system lifecycle, including procurement support, manufacturing oversight, installation, testing, commissioning, operations, and maintenance of electrical components and systems.</li>
<li>Experience collaborating within multidisciplinary engineering teams and coordinating with contractors, vendors, utilities, and government agencies to install, repair, commission, and maintain electrical systems.</li>
<li>Strong working knowledge of electrical codes and industry standards, with demonstrated experience performing electrical calculations and developing compliant technical specifications (e.g., NEC, IEEE, NFPA, and related standards).</li>
<li>Experience developing maintenance, inspection, and testing procedures for electrical and electronic components to support reliability, safety, and lifecycle management.</li>

The Civil Engineer will support the protective mission by evaluating, coordinating, and reviewing civil design and construction activities for secure facilities and sites, ensuring infrastructure solutions enhance safety, constructability, and operational resilience. Working closely with program managers, engineers, contractors, and government stakeholders, the Civil Engineer will translate technical analyses, research findings, and site data into actionable planning, design, and acquisition inputs that keep projects compliant, on schedule, and aligned with mission priorities.
