SUMMARY OF DUTIES:
The Principal Project Manager - Design Manager will function as a design liaison and coordinator for Amtrak&rsquo;s Sawtooth Bridges Replacement program. This position requires the ability to work independently to collaborate with stakeholders and project partners, build consensus, identify, manage, and control change, as well as support the development and procurement of contract documents, fit-for-purpose construction documents, and audit work for quality assurance. The role requires continual monitoring and progressing of multiple aspects of on-going design efforts. The Sawtooth Bridges, originally built in 1907, have far exceeded their useful life. Located in Kearny, New Jersey between Newark Penn Station and Secaucus Junction, the bridges have become a chokepoint on the nationally significant NEC. The Sawtooth Bridges Replacement Project will achieve a state of good repair, enhance the reliability and resiliency of rail service, and allow for future capacity improvements along this critical corridor of the NEC. This project is an integral part of the overall Gateway Program. 
ESSENTIAL FUNCTIONS:<ul><li>
Manage the design process, ensuring compliance with Amtrak standards, federal/state/regional regulations, and project objectives.
</li><li>Regularly review design progress and resolve design conflicts in collaboration with stakeholders.</li><li>
Serve as the primary liaison between the design team (DOR) and the Construction Manager at Risk (CMAR).
</li><li>Facilitate communication and collaboration to align design documents with construction methods, sequencing, and project goals.</li><li>
Coordinate with internal Amtrak Subject Matter Experts (SMEs) to obtain direction and technical solutions to design related questions so that design efforts can continue without delay.</li><li>
Engage with internal and external stakeholders (including customer service, operations, planning, real estate, engineering, transportation, local and state agencies, FRA, and other partners as required) to establish project needs, resolve technical issues, and align priorities.</li><li>
Collaborate with the DOR, PM/CM, ICE and CMAR to identify cost-saving opportunities and innovations without compromising design intent and quality standards.</li><li>
Work with the PM/CM team to manage design related RFIs and CMAR RFIs, ensuring timely responses and effective resolution of issues to maintain project schedule.</li><li>
Perform technical reviews of submittals, contractor schedules, and invoices to ensure accuracy, compliance with design intent, and timely processing.</li><li>
Conduct constructability reviews during preconstruction and throughout the project lifecycle. Identify and mitigate design-related risks, ensuring alignment with project scope and regulatory compliance.</li><li>
Develop and monitor the design phase schedule to align with construction milestones. Oversee timely submission and approval of design packages to avoid delays.</li><li>
Analyze change orders, cost estimates, and invoices.
</li><li>Evaluate design changes for impacts on cost, schedule, and constructability.
</li><li>Facilitate approvals and documentation of changes with all stakeholders.</li><li>
Mentor team members and delegate responsibilities based on experience and project needs.
</li><li>Drive collaboration across diverse teams to deliver solutions to technical challenges.</li><li>
Review contractor and vendor invoices for approval. Processes same ensuring accuracy and timeliness.</li><li>
Provide regular status reports and present progress to senior leadership.</li></ul> 
MINIMUM QUALIFICATIONS:<ul><li>
Bachelor's degree required or equivalent combination of training, education, and relevant experience may be considered in lieu of a degree.
</li><li>Expertise in delivering solutions which integrate the most up-to-date design codes and Amtrak standards.</li></ul><div></div><div>

PREFERRED EXPERIENCE, EDUCATION OR QUALIFICATIONS:<ul><li>
Bachelor&rsquo;s degree in Engineering, Civil, Structure, Construction, Railroads, Project Management, Transportation, or a related field.</li><li>
At least seven (7) years of relevant experience in managing design for construction projects.</li><li>
Licensed Professional Engineer.</li><li>
Bridge engineering and bridge construction experience.</li><li>
Understanding of railroad business functions, operations, and design and construction processes.</li><li>
Previous railroad, heavy civil and bridge projects in the design and/or construction phases.</li></ul>

The salary range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee&rsquo;s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee&rsquo;s base salary. Job Summary:</div><div>
The Lead Employee Assistance Counselor is responsible for managing and designing behavioral health interventions for individuals and workplace groups that enhance the overall wellbeing of employees. This includes providing professional, confidential, and timely provision of behavioral health services to employees and their dependents for emotional and behavioral problems as well as substance abuse/alcohol abuse that could affect their safety and productivity.</div><div></div><div> 
Essential Functions:</div><ul><li>Manages the daily operations of the Employee Assistance Program in assigned region to include clinical and consultative work with employees and managers, development of strategies to encourage program utilization by employees in assigned area, oversight of divisional trends affecting employee behavioral health, and development of meaningful strategies to address local issues;</li><li>Provides regular oversight of substance abuse and behavioral health care of employees during and after treatment to ensure full treatment and development of comprehensive follow up plans that support a successful return to work and an ongoing ability to thrive in a safety culture. Provides comprehensive behavioral health assessments, referrals, and follow-up for employees and family members;</li><li>Develops and actively contributes to the EAP Drug and Alcohol Program design and implementation from the beginning of the case through the follow up program of mandatory and voluntary cases.</li><li>Provides short term problem resolution for employees and managers on a wide range of sensitive and complex matters, including behavioral health issues that affect work performance, drug/alcohol problems and interpersonal difficulties.</li><li>Ensures the timely and effective management of voluntary and mandatory substance abuse cases while maintaining compliance with 49 CFR Part 40 and Amtrak&rsquo;s Drug and Alcohol Free Workplace Plan. SUMMARY OF DUTIES:
The Director, Commercial Strategy &amp; Development supports contract and bid document development, incentive/disincentive strategy, market research, market outreach, and 3rd party stakeholder agreements for Capital Delivery (CAPD) in the Program Development and Project Services (PDPS) department. Incumbent will support industry-focused analysis of alternative delivery methods for capitally-funded projects. Incumbent ensures that policies, procedures and standards comply with various legal and FRA agency requirements. Incumbent will support our Project Teams on commercial matters in the planning, procurement, and execution phases of construction projects.
ESSENTIAL FUNCTIONS:<ul><li>Supports the Sr. Director, Delivery Strategy &amp; Commercial Strategy in the analysis of alternate delivery methods for use in capitally-funded projects. Reviews and proposes latest industry best practices for alternative delivery methods that follow latest regulatory regulations/requirements.</li><li>Provides consulting services to support contract development, contract negotiations (as needed) and synthesizes recommendations to company leadership for decision making purposes.</li><li>Supports the development of contract language for alternative delivery procurements. SUMMARY OF DUTIES:
The Lead Business Analyst (Alternate Delivery Specialist) is responsible for working with Capital Delivery teams to identify, develop, and implement commercial strategy for capitally-funded projects. The position develops the tools, frameworks, and processes that will be used to identify industry trends to inform senior leadership decision-making, with a specific focus on commercial terms and delivery strategy. This includes assisting with alternative delivery methods, such as CMAR, design-build, and delivery partner, and collaborating with team peers to help define best practices and develop data-driven strategies aimed to improve project delivery. This role will also assist with market research and outreach to increase competitive efficiencies within the marketplace. The Lead Business Analyst (Alternative Delivery Specialist) will collaborate closely with Project Management, Procurement and Law colleagues to assist with contracting strategy development. This includes on-going support for project teams on commercial matters in all project phases. 
ESSENTIAL FUNCTIONS:<ul><li>Support the Program Development and Project Services (PDPS) team to advance capitally-funded projects with the appropriate contract vehicle to meet organizational objectives and requirements from funding partners.</li><li>Conduct market research, including identifying vendors, preparing presentations and materials, and performing status checks of market conditions.</li><li>Engages with third-party stakeholders and serves as point of contact regarding agreements.</li><li>Participate in industry days and market outreach meetings with vendors, Amtrak stakeholders, and third-parties, and identifies follow-up action items.</li><li>Identify and develop milestones and relevant incentives and disincentives to ensure completion of projects on time and within budget.</li><li>Prepare consolidated reports for management on industry trends and standards from multiple sources.</li><li>Coordinate with Capital Delivery regarding project management-related data and delivery methods.</li><li>Perform review of information provided by internal and external stakeholders.</li><li>Provides support for project teams on commercial matters in all project phases, including construction claims.</li></ul> 
MINIMUM QUALIFICATIONS:
Bachelor&rsquo;s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree. 
Relevant experience preferred. 
Must be authorized to work in the United States 
Direct work experience in contract development or contract management for construction projects. 
Strong understanding of and experience with alternative delivery methods, prior to and after award of such contracts. 
Proven skills in developing strategies and objectives to meet the needs of the corporation in delivering capital projects. 
Demonstrated ability to build rapport within all levels of the organization and to communicate effectively with colleagues, departmental managers and senior leadership across organizational disciplines. 
Demonstrated ability to collect, summarize and analyze qualitative and quantitative information. 
Strong command of Microsoft Office suite. 
Working knowledge of project management practices. 
PREFERRED QUALIFICATIONS:
Bachelor&rsquo;s degree or higher in Business Administration, Law, Engineering, Contract Management, Construction Management, or Public Administration.
6-9 years of relevant experience 
Strong working knowledge of alternative delivery methods. 
Previous experience working with project teams, law, and procurement to execute capital projects. 
Familiarity with project scheduling, cost control systems, and contract claims. 
Familiarity with and ability to apply key concepts in all areas of project management including strategic planning, impact studies, budgetary analysis, logistical planning, and organizational relationships. 
WORK ENVIRONMENT:
In office 4/5 days working at a desk and computer. 
Salaried position requires work outside of normal business hours as necessary. 
Approx. 10% travel mainly on the Northeast Corridor

The salary range is $94,300-$122,256.
