</div><div>TAS is seeking a <b>Business Analyst</b> to lead <b>requirements elicitation, analysis, documentation, and traceability</b> for a high-visibility <b>CRM and case-management modernization initiative</b> supporting a <b>Texas state agency</b>.<br>
</div><div>This role is focused exclusively on <b>business analysis, requirements definition, documentation, and traceability</b> in support of a <b>configuration-first CRM implementation</b>. The Business Analyst serves as the <b>authoritative owner of business requirements</b>, ensuring stakeholder needs are clearly captured, documented, traceable, and validated throughout the delivery lifecycle.<br>
</div><div>The Business Analyst works in <b>tight, daily coordination with the Functional Consultant</b> to ensure documented requirements translate into <b>configuration-first system behavior</b> within Microsoft Dynamics 365 Customer Service. This role is critical to maintaining clarity, scope control, and acceptance readiness in a public-sector environment where documentation quality and traceability are paramount.<br>

</div><div><b>Key Responsibilities</b><br>
</div><ul><li>Serve as the <b>primary owner of business and functional requirements</b> for CRM and case-management modernization</li>
<li>Lead stakeholder interviews, workshops, and discovery sessions to elicit business needs, policies, and operational workflows</li>
<li>Document requirements using <b>clear, structured artifacts</b>, including business requirements, user stories, process flows, and acceptance criteria</li>
<li>Work in <b>tight daily coordination with the Functional Consultant</b> to ensure requirements are translated into <b>configuration-first solutions</b> and preserved through design and build</li>
<li>Establish, maintain, and govern the <b>Requirements Traceability Matrix (RTM)</b>, ensuring every business requirement is traceable through configuration, testing, and final acceptance</li>
<li>Document and manage requirements for <b>Legacy Data Transitions</b>, including mapping of historical case records, reporting needs, and records retention considerations</li>
<li>Document and manage requirements for the <b>Intake and Triage (A-Desk) workstream</b>, including constituent request intake, classification, prioritization, and routing</li>
<li>Maintain requirements traceability across design, development, testing, and UAT</li>
<li>Utilize <b>Azure DevOps (ADO)</b> as the mandated system of record for managing requirements, user stories, backlog items, RTM artifacts, and supporting documentation</li>
<li>Support backlog refinement, sprint planning, and review activities by clarifying requirements and acceptance criteria</li>
<li>Validate delivered functionality against documented requirements during system testing and UAT</li>
<li>Ensure all requirements and documentation comply with <b>Texas Administrative Code (TAC) &sect;213</b> and <b>Section 508 accessibility standards</b>
</li><li>Produce and maintain high-quality documentation suitable for audit, governance, and formal acceptance</li>
<li>Support controlled change management by assessing requirement impacts and updating traceability artifacts accordingly</li>
</ul><div><b>Required Skills &amp; Experience</b><br>
</div><ul><li><b>U.S.-based candidate</b> (onshore delivery requirement)</li>
<li><b>4&ndash;7+ years</b> total business analysis experience</li>
<li><b>3+ years</b> on CRM, case management, or public-sector systems</li>
<li>Proven experience owning <b>requirements traceability</b> (RTM)</li>
<li>Proven experience serving as a <b>Business Analyst</b> on enterprise CRM or case-management initiatives</li>
<li>Strong experience eliciting, documenting, and managing requirements in <b>Agile delivery environments</b>
</li><li>Demonstrated experience establishing and maintaining <b>Requirements Traceability Matrices (RTMs)</b>
</li><li>Proficiency using <b>Azure DevOps (ADO)</b> to manage user stories, backlog items, acceptance criteria, and traceability</li>
<li>Experience documenting Intake, case management, routing, and constituent service workflows</li>
<li>Strong ability to translate stakeholder input into clear, actionable, testable requirements</li>
<li>Experience collaborating closely with Functional Consultants to support configuration-led implementations</li>
