 Technical Authority for Materials related matters for all Projects. Oversee technical quality, material processing, material qualification, failure investigation, root cause analysis and material testing during the procurement, manufacturing, fabrication, delivery and installation of equipment and metallic goods (i.e., pipeline, etc.) and during land construction in support of all Projects.
 
 
 
 
 
 
 Job Accountabilities:
 
 
 
 
 
 <ul>

 Develop and maintain the specifications and standards for materials used in Projects.
 </li>
 <li>
 Assist in the design and development of new equipment and infrastructures and provide technical guidance and support to staff involved in materials selection and proper use.
 </li>
 <li>
 Coordinate all technical quality related material science and metallurgical related efforts during the procurement of fabrication services and the procurement, manufacturing, delivery, installation of tangible goods and equipment for Projects.
 </li>
 <li>
 Responsible for choosing the right materials for Project processes and component.
 </li>
 <li>
 Lead technical analyses to determine the most effective materials for a given application and to ensure that these materials meet safety, performance and quality standards.
 </li>
 <li>
 Design and execute product development trials utilizing design of experiment (DoE) principles.
 </li>
 <li>
 Lead qualification programs of new mills and materials.
 </li>
 <li>
 Lead and conduct metallurgical investigations and root cause analyses and identify and solve materials related issues that arise during project execution.
 </li>
 <li>
 Review non-conformances, technical queries, standard deviation requests and product / component issues.
 </li>
 <li>
 Monitor and ensure compliance with safety and environmental regulations related to materials use in the oil and gas industry.
 </li>

 Qualifications and Experience:
 
 
 
 
 
 <ul>
 <li>
 Bachelor&rsquo;s Degree in Sciences or Engineering specializing in Materials discipline.
 </li>
 <li>
 8 years of metallurgical/material related experience in the oil and gas industry with some experience in fabrication, manufacturing, or construction, some Project Experience and at least 1 year in a supervisory or managerial positions.
 </li>
 <li>
 Experience in developing Project basis and requirements for Materials discipline areas (material selection, raw materials, welding, manufacturing, inspection, fabrication, coatings, corrosion, etc.)
 </li>
 <li>
 Working knowledge of codes and standards relating to the subject discipline in the oil and gas industry
 </li>
 <li>
 Strong understanding of project phases, engineering, execution, and delivery, with demonstrated experience in project technical roles and experience of developing and implementing project processes and procedures
 </li>
 <li>
 Demonstrated experience in auditing, assessment, and review of manufacturing, fabrication, and Projects.
 </li>
 <li>
 Formal courses in ISO9001/API Q1/AQPI Q2 Quality Management Systems, ASNT Non-Destructive Testing, Pipeline, topsides or downstream equipment material design, NACE Corrosion Engineering, Quality System Documentation and Continual Improvement Processes.

Quality Materials Lead

 Purpose

 esponsible for the effective technical planning, execution, and successful delivery of bulk water meter projects. This project is a crucial component of a nationwide Advanced Metering Infrastructure (AMI) rollout.
 
 
 
 
 
 The role requires a strong technical background to lead and direct the project team, ensuring all meter installations and upgrades are seamlessly integrated with customer existing systems while meeting stringent technical specifications and deadlines.
 
 
 
 
 
 
 Main responsibilities shall include:
 
 
 <ul>
 <li>
 Take full technical and delivery ownership of the project, from the initiation phase till final acceptance.
 </li>
 <li>
 Lead technical teams &amp; subcontractors, ensuring the successful supply, installation, and commissioning of new smart water meters, as well as the upgrade of existing ones.
 </li>
 <li>
 Directly oversee and be responsible for the full installation and integration of all new and upgraded meters with AMI infrastructure.
 </li>
 <li>
 Coordinate with the meter suppliers to ensure that all meters and data loggers are fully compliant with the Head End System (HES).
 </li>
 <li>
 Ensure all project deliverables meet the customer's strict technical and quality standards.
 </li>
 <li>
 Responsible for resolving any technical impediments and rectifying quality deficiencies raised by the customer's QA/QC team.
 </li>
 <li>
 Facilitate clear and efficient technical communication among team members, manufacturers, suppliers, and customer technical departments.
 </li>
 <li>
 Manage and ensure the integrity of all technical data collected during the project. This includes ensuring all meter installation data is accurately captured and the meter locations are updated in the GIS system.
 </li>
 <li>
 Work with internal and external technical teams to troubleshoot and resolve any business or technical impediments affecting project delivery.
 </li>
 <li>
 Ensure all installation teams are equipped with the necessary technical tools, software, and training provided by the manufacturer.
 </li>
 <li>
 Collaborate with multiple stakeholders to develop a detailed project plan, including milestones and dependencies.
 </li>
 <li>
 Discuss and challenge project delivery schedules balancing customer requirements and internal development plans.
 </li>
 <li>
 Identify potential project risks &amp; develop mitigation plan to minimize project delays.
 </li>
 <li>
 Facilitate clear and efficient communication among team members to ensure everyone is informed of project status, changes, risks, and issues.
 </li>
 <li>
 Regularly track and report on project progress, milestones, and KPIs to keep stakeholders informed and address any deviations from the project plan.
 </li>
 <li>
 Maintain accurate project documentation, including project plans, technical reports, meeting minutes, and other relevant records.
 </li>
 <li>
 Ensure that project deliverables meet quality standards and adhere to best practices.
 </li>
 <li>
 Prepare regular status reports, project documentation, and presentations to keep management and stakeholders informed about project progress and outcomes.
 </li>
 <li>
 Carry out Post Implementation Reviews recording lessons learnt and driving continuous improvement.
 </li>
 <li>
 Tackle technical issues with the pertinent technical team and determine the process and approach for their resolution.
 </li>

 Minimum Experience and Essential Knowledge:

 Minimum of 10 years of relevant technical work experience.
 </li>

 Proven track record of successfully managing large-scale, complex, customer-facing projects.

 Strong technical proficiency in water and electrical meter installation with a particular emphasis on AMI technology (e.g., Siemens HES)

 8 years' experience with Large Projects in Construction related disciplines (e.g., construction, installation, fabrication, execution, completion, hook-up, etc.) in the Oil &amp; Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.

 <li>
 Demonstrate extensive experience of Mechanical construction installation hook up, pre-commissioning methods and ways of working preferably in a major LNG Project.
 </li>
 <li>
 Mechanical equipment and systems experience and familiarity with relevant installation construction processes and relevant industry codes.
 </li>
 <li>
 Experience with Oil and Gas companies, contractors, service companies, or heavy construction companies.
 </li>

 To assist and support the Commissioning Site Head coordinating the contractors&rsquo; activities linked to the Construction, Pre-Commissioning and Commissioning of Well Head Platforms.
 
 
 
 
 
 
 Job Activities:

 Supervise all Mechanical activities at Contractor&rsquo;s yard during Construction, Pre-Commissioning and Commissioning phases.

 Ensure proper coordination between package receiving inspection / equipment supports fabrication installation &amp; pre-commissioning activities for mechanical item under subsystem basis until RFC is signed (ready for commissioning).

 Ensure proper coordination with sub-contractors and vendor involved during the execution stages.

 Ensure compliance with safety procedures and quality standards in close relation with the HSE and QA/QC Superintendent/Leads.

 At least 10 years' experience in the offshore oil &amp; gas industry with minimum 5 years' experience in a Lead Commissioning role.

 Construction yards experience is required on installation of wellheads platform equipment packages such as (Air Compressors/dryers - chemical injection - centrifugal pumps - solid treatment -flare tip package - pedestal crane etc) with practical knowledge of applicable codes and standards such as API, ISO, ASTM,NACE and SSPC.
 </li>
 <li>
 A good knowledge of Oil and Gas Industry Standards and International codes/standards related to design.
 </li>
 <li>
 Good leadership skills and good communication skills.
 </li>
 <li>
 Ability to work on projects in a complex and multicultural environment.
 </li>
 <li>
 Experienced with NOC standards(Total General Specifications), OPERCOM and ICAPS, PRODOM/MANASA DCC Database and relevant codes and standards.
