Position Summary:</b></p><p>
The Business Manager is responsible for leading the full spectrum of program business and financial management activities, with a strong emphasis on successful planning, monitoring, and management of a cost-plus contract. This role serves as a key member of the program leadership team, ensuring disciplined financial performance, compliant contract administration, and effective integration across project controls, subcontract financial management, and corporate functions.</p><p>
The position requires deep experience supporting NASA or comparable federal programs, with the ability to manage complex contract financial requirements, oversee financial planning and reporting (including NASA 533 reporting), and support program decision-making through data-driven analysis. The Business Manager works closely with program leadership, corporate accounting, subcontractors, and Government stakeholders to ensure successful program execution and compliance with all applicable regulations.</p><p><b>
Key Responsibilities:</b></p><ul><li>
Lead all business operations for the program, including prime contract and subcontract financial management, planning, and project controls.</li><li>
Develop, manage, and execute annual work plans, including forecasting, budgeting, and performance tracking.</li><li>
Perform detailed cost, schedule, and variance analysis, supporting proactive program management and risk-informed decision-making.</li><li>
Prepare and deliver NASA 533 financial reports (monthly, quarterly, annual) and other required financial deliverables.</li><li>
Manage subcontractor business operations, including financial performance analysis, invoicing, and compliance oversight.</li><li>
Maintain configuration control of business systems, including WBS, task orders, funding allocations, and charge numbers.</li><li>
Ensure integrity of labor charging and financial data, including timecard verification and audit readiness.</li><li>
Coordinate with corporate finance, accounting, and subcontractor teams to resolve financial, invoicing, and reconciliation issues.</li><li>
Support Government audits and compliance activities, including provision of labor, ODC, and financial data.</li><li>
Manage and track program budgets for labor, travel, training, and Other Direct Costs (ODCs).</li><li>
Establish and maintain contract financial documentation, including CDRLs, modifications, and subcontract files.</li><li>
Provide financial and business analysis to support program leadership decision-making and performance metrics.</li></ul><p><b>
Required Qualifications:</b></p><p><b>
Education:</b></p><ul><li>
Bachelor&rsquo;s degree in Finance, Accounting, Business Management, Economics, Mathematics, or a related field.</li></ul><p><b>
Experience:</b></p><ul><li>
Minimum of 10 years of experience in business management, project controls, contracts administration, financial management, or Earned Value Management (EVM).</li><li>
Demonstrated experience supporting NASA programs or comparable Federal agencies.</li><li>
Proven experience managing cost-plus contracts.</li><li>
Experience supporting or managing prime contracts with responsibility for full lifecycle execution.</li><li>
Experience preparing and delivering NASA 533 financial reporting.</li><li>
Experience working within complex, multi-contractor environments with subcontract management responsibilities.</li><li>
Experience using Deltek Cobra for program financial management</li><li>
Experience working within NASA task order management systems, including iSite, with responsibility for task order tracking, funding management, and reporting.</li></ul><div><p>

Come support the Missile Defense Agency at Dahlgren, VA, and Huntsville, AL locations as we develop, test, and field an integrated Missile Defense System! Provide high quality, professional services for Agency-wide Safety as directed by the MDA Quality, Safety &amp; Mission Assurance. MDA established the QS organization to perform a continuous assessment of the engineering, technology, processes, production, and programmatic practices used to develop and operate the Missile Defense System such that high risk attributes can be identified and addressed to increase confidence in achieving mission success while ensuring personnel safety. This position will provide technical and program management support for the QS directorate at the Program and Project Safety Programs. Our team will combine engineering knowledge of missile defense and complex aerospace systems with knowledge of safety process to ensure a string technical evaluate and execution of these critical US assets. This support includes the technical evaluation and review of development, test, and operational systems. Our safety engineers leverage their discipline knowledge to support the development, implementation, and execution of MDS safety policies, requirements, and programs; system safety risk identification and management process; safe conduct of MDS-level system demonstration activities; and safe interoperability of communicating over communication systems.<p><br>
We are seeking a professional candidate with system safety experience to provide assistance with the preparation and review of engineering, research, risk studies, and technical reports; develop, review and present System Safety Risk Assessments (SSRAs); interface with our client; attend project meetings and prepare presentations; status tasks and track schedules.</p><p>
 <b>Desired Experience &amp; Skillsets:</b></p><ul><li>
Experience working safety processes, as described in MIL-STD 882 (Rev E preferred), during design, development, use, and maintenance of safety-critical hardware and software systems in complex aerospace and/or weapons systems. Examples would include Safety Program Plans (SSP), Safety Assessment Reports (SAR), Hazard Analyses (HA) and Safety Verifications.</li><li>
Demonstrated experience with Explosive and Radiation Safety site planning to include ESQD arcs.</li><li>
Demonstrated understanding of hardware and software qualification testing and various testing techniques.</li><li>
Demonstrated experience developing technical solutions to complex problems which require the regular use of ingenuity and creativity.</li><li>
Demonstrated experience developing and presenting System Safety Risks to a diverse audience.</li><li>
Demonstrated ability to develop and present technical briefings on complex subjects to management and peers.</li></ul><p><b>
Desired Qualifications:</b></p><ul><li>
Current DOD Security Clearance</li><li>
An ABET accredited Bachelor's degree in Engineering and 8 years experience in System Safety Engineering, or a Bachelor's degree in scientific field (e.g. Physics, Engineering Technology, Computer Science) with 10 years demonstrated skill and relevant experience in System Safety engineering.</li></ul><p><b>
