The <b>Procurement Specialist II</b> manages and executes end-to-end procurement activities in support of APS generation outages and capital project initiatives, with a strong focus on sourcing for time-critical, complex outage scopes and large-scale capital work. This role is responsible for driving procurement efficiencies and executing sourcing strategies, outage timelines, and material readiness plans to support safe, reliable plant operations while achieving objectives related to cost management, supplier performance, inventory optimization, and process improvement.</p><br>

This position plays a critical role in outage planning and execution by leading sourcing efforts for high-priority equipment, critical spares, materials, and specialized services required to support scheduled and emergent outage work. The Procurement Specialist II ensures alignment with outage schedules by proactively managing long lead items, mitigating supply chain risks, and negotiating service agreements that support compressed timelines and strict operational requirements.</p><br>

The role partners closely with plant personnel, outage planners, project managers, maintenance teams, and Business Unit stakeholders to ensure procurement strategies are aligned with outage readiness, plant reliability goals, and capital project deliverables. This includes supporting scope development, validating material and service requirements, and ensuring suppliers are positioned to meet execution windows.</p><br>

Responsibilities include analyzing total cost of ownership, balancing cost with reliability and availability, leading commercial negotiations, and executing contracts that mitigate risk while ensuring supplier performance during critical outage periods. The role also supports supplier relationship management, including evaluation of outage performance, responsiveness, and safety compliance, while advancing supplier diversity and strategic sourcing initiatives.</p><br>

Additionally, the Procurement Specialist II drives continuous improvement across the Procure-to-Pay (P2P) process, with an emphasis on outage readiness, expedited sourcing processes, and improved coordination across sites. This includes identifying opportunities to standardize materials, optimize inventory levels for critical spares, and enhance system utilization (e.g., Maximo, Zycus) to support operational continuity.</p><br>

1) Serves as primary contact with Business Unit partners and suppliers/contractors/subcontractors to ensure a continuous flow of quality materials/services/labor to meet or exceed service levels at the lowest total cost.<br>

2) Executes P2P process for goods and services in an efficient and cost-effective manner to maximize value. Coordinates supply chain processes to achieve expected results. Monitors and measures performance, evaluates effectiveness, and communicates results.<br>

3) Executes RFx (request for information, request for proposal, request for quote, request for bid) process utilizing technology and other resources to source innovative suppliers to ensure appropriate, proactive response. Leads the evaluation, negotiation and contracting of long-term contracts including key performance indicators (KPIs) up to $10M in spend with autonomous decision making with appropriate Business Unit partners.<br>

4) Manages multiple internal and external stakeholders to influence key aspects of projects, budgets and orders including accelerating their overall progression. Acts as procurement value-added partner to Business Unit at all levels of management on both routine and significant processes/concerns related to Procurement and Materials Management to achieve a necessary result.<br>

5) Develops, plans and leads negotiations with suppliers that include pricing along with contract terms and conditions on medium/high complex (e.g. Outage work scope contracts and standalone agreements). Involves stakeholders to ensure the business partner's project plan is adhered to. Builds strong working relationships with suppliers by negotiating expedited dates and prices, managing invoice discrepancies and adherence to contracts, and working through change orders.<br>

6) Develops comprehensive market and data driven negotiation plans to lead complex negotiations with suppliers in establishing enterprise contracts. Leads as a Supplier Relationship Management (SRM) champion for key/critical suppliers.<br>
<br>
7) Owns tracking of inbound/outbound shipments to ensure they are complete, correct and on-time. Develops strategies for inventory optimization. Manages stock planning parameters to appropriately predict future inventory needs and produce plans for buying. Utilizes MRP system for determining necessary resources (goods and services) to meet Business Unit schedules. Collaborates with Inventory Management and warehouse supervisors to identify and resolve inventory discrepancies, as necessary.<br>

8) Uses data analytics and information from business unit partners to identify procurement operational efficiencies and execute process improvements with cross functional collaboration between buying groups and category management. Identifies and executes supplier efficiency opportunities.<br>
<br>
9) Drives development of Total Cost of Ownership (TCO) models to help derive optimal value of procurement solutions. Employs standard cost modelling including &quot;should cost&quot; and general &quot;cost vs. benefit&quot; models.<br>

The <b>Communications Consultant </b>is responsible for activating and implementing strategic reputational and marketing communications digital content strategy and campaigns across enterprise digital channels like the APS social media channels, website, blog, email, etc. This role will perform strategic content planning and reporting for social media channels. In addition to planning and reporting, the position will develop, produces, edit, schedule and delivers content for customers, while providing consultation to the business about effective communication tactics. Work is performed with minimal direction with a strong team philosophy.
