 Define HSE objectives and KPIs to ensure continuous improvement and accountability across all levels.
 </li>

 Risk Management &amp; Compliance Assurance
 
 </li>
 <li>
 Identify, evaluate, and control potential hazards through structured risk assessments and safe work practices.

 Ensure full compliance with legal, environmental, and contractual HSE obligations.
 </li>
 <li>
 Conduct site audits and inspections, ensuring timely close-out of non-conformities.
 </li>
 <li>
 Review and approve project HSE documents, including MS, RA, JSA, and PTW systems.
 </li>

 Team Leadership &amp; Competency Development

 Supervise and mentor HSE Officers and site teams to ensure high performance and compliance.

 Conduct capability assessments and facilitate training to enhance HSE competency.

 Foster collaboration, accountability, and professional growth across the HSE function.
 </li>

 Training, Awareness &amp; Behavioral Safety
 
 </li>
 <li>
 Design and deliver HSE inductions, toolbox talks, and targeted awareness programs.
 </li>
 <li>
 Promote behavioral safety initiatives to strengthen engagement and hazard reporting.
 </li>
 <li>
 Reinforce continuous learning and positive safety behaviors across all teams.
 </li>

 Incident Management &amp; Reporting
 
 </li>
 <li>
 Lead investigations of incidents, near-misses, and unsafe conditions using structured root cause analysis methods.
 </li>
 <li>
 Ensure accurate documentation, timely implementation of corrective actions, and effective communication of lessons learned.
 </li>
 <li>
 Prepare and present apparent incident and performance reports to management, clients, and regulatory authorities.
 </li>

 Operational Control &amp; Site Oversight

 Maintain a strong on-site presence to monitor and enforce HSE compliance.

 Update HSE procedures to reflect operational changes and lessons learned.

 Emergency Preparedness &amp; Response

 Develop and test emergency response and evacuation plans.

 Lead waste reduction, pollution control, and sustainability initiatives.

 Stakeholder Communication &amp; Representation

 Serve as the project&rsquo;s key HSE representative in meetings, audits, and inspections.

 Liaise effectively with clients, consultants, and authorities to maintain compliance and trust.
 </li>
 <li>
 Provide expert HSE advice to senior management and project leaders.
 </li>

 Analyze HSE performance data to identify trends and drive improvement.

 Occupational and workplace Health and Safety responsibilities:
 
 </li>
 <li>
 In addition to all job-specific responsibilities, all employees are required to adhere to all Basatin health, safety and environmental (HSE) policies, procedures, practices, and relevant legal and statutory health, safety and environmental requirements and obligations. All employees are personally responsible to familiarize themselves with these policies, procedures, practices, updates, etc. Khidmah HSE department regularly updates existing and introduces new policies, procedures, and practices and each employee is personally responsible to ensure they stay updated and compliant with all such updates and new additions.
 </li>

 Information Security responsibilities:
 
 </li>
 <li>
 Comply with Basatin Information Security Policies
 </li>
 <li>
 Be aware of and fulfill their information security responsibilities
 </li>
 <li>
 Ensure whoever handles sensitive company information have taken the Security Awareness Training
 </li>
 <li>
 Know how to report a security incident (to IT ServiceDesk or InfoSec).
 </li>
 <li>
 Not Disable his/her OS firewall and/or Antivirus
 </li>
 <li>
 Restrict use to authorized purposes, Protect access accounts, privileges and associated passwords.
 </li>
 <li>
 Accept accountability of his/her individual user accounts and maintain confidentiality.
 </li>
 </ul>
 
 
 
 
 
 Qualifications:
 
 
 <ul>
 <li>
 Minimum 15 years in experience in HSE
 </li>
 <li>
 5 years' experience as HSE Manager
 </li>
 <li>
 Diploma Levels 6 HSE
 </li>
 <li>
 Certified Lead Auditor ISO 45001
 </li>
 <li>
 Bachelor&rsquo;s degree in engineering, Environmental Science, or Occupational Health &amp; Safety.
 </li>
 <li>
 NEBOSH, IOSH, or OSHA certification (mandatory).
 </li>
 <li>
 ISO 45001 / ISO 14001 Auditor certification preferred.
 </li>
 <li>
 Additional training in Fire Safety, First Aid, or Emergency Response is an advantage.
 </li>
 <li>
 Solid knowledge of UAE HSE laws, OSHAD-SF, and international standards
 </li>
 </ul>
