ABOUT THE OPPORTUNITY
</div>Blue Sky is seeking a highly qualified Resource Advisor / Budget Analyst to support a critical U.S. Air Force mission at Shaw Air Force Base, South Carolina. This role supports 24/7/365 global operations for one of the nation's most advanced remotely piloted aircraft (RPA) programs. As a Blue Sky employee, you will work alongside military and government professionals in a high-tempo, mission-critical environment that directly contributes to national security.
<div> 
KEY RESPONSIBILITIES
</div><ul><li>Serve as the resource advisor/budget analyst and assist the Wing Finance Manager in day-to-day control and management of wing budget formulation, execution, and analysis</li>
<li>Function as the point of contact for day-to-day budget and financial issues; work with MAJCOM and budget office counterparts to obtain, monitor, and track organizational funds</li>
<li>Participate as a member of the Financial Working Group (FWG), making recommendations on funded and unfunded priorities, preparing justifications, and defending requirements at Financial Management Boards</li>
<li>Perform budget formulation work: review and prepare budget estimates and financial plans; research, consolidate, and summarize budgetary data from source documents, automated systems, accounting records, and reports</li>
<li>Review organizational historical data and match funding requests with past records to determine spending trends and forecast annual funding needs</li>
<li>Develop consolidated budgets; draft justification statements for funding requests; review budget submissions for compliance with rules, regulations, and procedures</li>
<li>Perform budget execution work: monitor obligations and expenditures; track reimbursable orders and allotment requests; identify and report discrepancies in obligations vs. expenditures</li>
<li>Prepare and conduct reprogramming and adjustments to cover shortfalls, unanticipated expenses, and emergencies; identify actions requiring prior approval</li>
<li>Make recommendations for transfer of funds between object class and line-item accounts; monitor year-end closing to ensure proper and full use of funds</li>
<li>Provide advice and guidance on budgeting matters including types of funding available, effects of budgetary changes, and status and use of funds</li>
<li>Conduct budget-related training for organizational personnel; evaluate results for effect on program plans and funding</li>
<li>Conduct special studies of financial programs and funding requirements using budgetary methods, statistical formulas, and comparative analyses</li>
<li>Use budgetary and automated systems (DEAMS, PIEE, etc.) to produce required budget reports, plans, and schedules; perform quality checks of automated system data</li>
</ul><div>MINIMUM QUALIFICATIONS
</div><ul><li>Minimum of four (4) years of experience working as a Squadron-level (or higher) Resource Advisor</li>
<li>Experience interfacing with higher headquarters for financial reporting</li>
<li>Familiarity with Air Force Financial Management software including DEAMS (Defense Enterprise Accounting and Management System) and PIEE (Procurement Integrated Enterprise Environment)</li>
<li>Active Secret security clearance required</li>
<li>Strong analytical skills: ability to research, interpret, and apply financial data to budget planning and execution</li>
<li>Ability to prepare detailed reports, justifications, and briefings for senior leadership</li>
<li>Proficiency with Microsoft Office Suite, especially Excel; experience with automated budgetary systems</li>
</ul><div>SECURITY REQUIREMENTS
</div><ul><li>Secret security clearance required</li>
<li>No negative administrative, judicial, non-judicial, or criminal action/record in previous civilian or military employment for the past five (5) years</li>
<li>No history of being terminated from civilian employment, denied reenlistment, or separated from the military under other than honorable conditions</li>
<li>Must be a U.S. Citizen; Common Access Card (CAC) required</li>
<li>Must successfully complete Shaw AFB background check prior to installation access</li>

</div><ul><li>Normal duty hours: 0730&ndash;1630, Monday through Friday</li>
<li>Flexible scheduling may be required to meet mission needs (up to 2-hour adjustment)</li>
<li>All federal holidays observed, plus Client Goal Days</li>
<li>No telework authorized &mdash; on-site presence required</li>

 Essential Functions, Duties, And Responsibilities
 
 
 
 <ul>
 <li>
 Composes, or transcribes (from machine or rough draft), formats, types, and proofreads correspondence, memorandums and reports involving technical or medical terminology utilizing appropriate computer and software equipment for the review and signature of the Program Chief. Some of the materials typed include highly sensitive and confidential information.
 </li>
 <li>
 Receives screens and prioritizes telephone calls regarding programming matters. Evaluates citizens&rsquo; inquiries to determine the proper source of resolution and refers the citizen to that source. Take messages and ensure that Program Chief and supervisors are kept apprised of urgent matters.
 </li>
 <li>
 Receives, organizes, prioritizes, and distributes incoming correspondence to Program Chief and staff.
 </li>
 <li>
 Ensures maintenance of appropriate files and systems for administrative documents and assures ready access to information and materials. Data Entry/Reporting.
 </li>
 <li>
 Enters all animal exposure reports in an electronic system daily to record disease morbidity. Forwards all out of jurisdiction reports to the correct county.
 </li>
 <li>
 Assists with entering communicable disease reports in an electronic system as needed.

 Must have the use of sensory skills to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls.
