Job SummaryBowen Collins &amp; Associates is a civil and environmental engineering consulting firm serving clients throughout the Intermountain West. We are seeking an experienced Proposal Manager to lead and continuously improve our pursuit and proposal process.This position is responsible for managing the development, coordination, production, and delivery of proposals, statements of qualifications (SOQs), interview materials, and other client-facing marketing documents. The Proposal Manager serves as the central coordinator for pursuit activities, working closely with project managers, associates, and principals to develop compelling, compliant, and competitive submissions.The Proposal Manager will supervise and mentor a Marketing and Proposal Specialist and help develop the systems, tools, content libraries, and processes that support successful pursuits across the firm. While business development and client relationships remain the responsibility of our technical staff and leadership team, this position plays a critical role in helping the firm win work through exceptional proposal management, technical writing, and pursuit coordination.DutiesProposal Leadership and Pursuit Management<ul><li>Lead the preparation and delivery of proposals, SOQs, interview presentations, and other pursuit-related materials</li><li>Develop proposal schedules, compliance checklists, and production plans</li><li>Coordinate technical contributors and ensure deadlines are met</li><li>Review solicitations and identify client requirements, evaluation criteria, and submission risks</li><li>Facilitate proposal kickoff meetings and pursuit planning discussions</li><li>Assist leadership and project managers with go/no-go evaluations and pursuit strategy</li></ul>Technical Writing and Content Management<ul><li>Collaborate with project managers, engineers, and technical staff to develop compelling proposal content</li><li>Write, edit, and maintain project descriptions, resumes, boilerplate content, and qualification statements</li><li>Maintain and improve the firm's proposal content library</li><li>Maintain and update SF330 forms and other government qualification documents</li><li>Ensure consistency in branding, messaging, and proposal quality</li></ul>Marketing Systems and Process Improvement<ul><li>Manage marketing data and pursuit information within Deltek VantagePoint and OpenAsset</li><li>Track proposal activity, outcomes, and key performance metrics</li><li>Identify opportunities to improve proposal processes, templates, and workflows</li><li>Support interview preparation and post-submittal debrief efforts</li></ul>Leadership and Staff Development<ul><li>Provide day-to-day direction and mentorship to the Marketing Coordinator</li><li>Assist with workload planning and task prioritization within the marketing department</li><li>Support the professional development of marketing staff</li></ul>Desired Skills/Qualifications<ul><li>10+ years of marketing, proposal management, or pursuit management experience, preferably within the A/E/C industry</li><li>Bachelor's degree in Marketing, Communications, Business, Journalism, English, or a related field (relevant experience equally valued)</li><li>Strong technical writing, editing, and proofreading skills</li><li>Demonstrated experience leading proposal efforts from kickoff through submission</li><li>Ability to translate technical engineering concepts into clear, client-focused messaging</li><li>Strong project management skills and ability to manage multiple concurrent deadlines</li><li>Experience coordinating technical staff and leadership teams without direct authority</li><li>Proficiency in Microsoft Office Suite and Adobe Creative Suite</li><li>Experience with Deltek VantagePoint, OpenAsset, or similar CRM/database systems preferred</li><li>Experience developing proposal templates, content libraries, and pursuit processes preferred</li><li>Experience mentoring or supervising junior marketing staff preferred</li><li>Strong attention to detail and commitment to quality</li><li>Excellent verbal and written communication skills</li></ul>Pay: $95,000.00 - $120,000.00 per yearBenefits:<ul><li>401(k)</li><li>401(k) matching</li><li>Dental insurance</li><li>Employee assistance program</li><li>Flexible spending account</li><li>Health insurance</li><li>Health savings account</li><li>Life insurance</li><li>Paid time off</li><li>Parental leave</li><li>Professional development assistance</li><li>Vision insurance</li><li>Wellness program</li></ul>Application Question(s):<ul><li>Do you have 10+ years of marketing, proposal management, or pursuit management experience, preferably within the A/E/C industry?</li></ul>Education:<ul><li>Bachelor's (Required)</li></ul>Work Location: In person
