Position Overview:

As Quality Manager at a unionized facility supporting the Naval Propulsion Activity, you will lead Quality Assurance activities to ensure high-quality component production while maintaining a zero-incident health and safety culture. You will also communicate quality and safety expectations through presentations and uphold union contract obligations by maintaining cooperative labor-management relationships and managing union matters, including the Partnership Agreement with Local 900, while reporting directly to the General Manager.

Your Day to Day as the Quality Manager:

<li>Drive and promote a zero-incident health and safety culture.</li>
<li>Support the strategy and implementation of local and corporate safety programs to achieve long-term goals.</li>
<li>Manages all aspects of facility Quality Assurance.</li>
<li>Coordinates quality metric development and reporting for the facility.</li>
<li>Provides direction to Technical Managers regarding quality department objectives and goals.</li>
<li>Provides leadership for all personnel in terms of the importance of quality standards and operating principles that ensure exceptional quality hardware and software are supplied to the customer.</li>
<li>Responsible for ensuring quality support is provided to facilitate operations.</li>
<li>Ensure examiner staff and appointments are in place to facilitate Dimensional, Assembly &amp; Test, and Non-Destructive testing personnel are adequately trained and monitored by contract requirements and shop operations.</li>
<li>Develop and maintain working relationships with customer representatives to promote transparent program quality objectives and instill trust in the operations.</li>
<li>Facilitate development and maintenance of budgets/manpower levels for Quality Operations.</li>
<li>Oversee and approve contractual quoting activities for department.</li>
<li>Manage load board development and maintenance for Quality Assurance.</li>
<li>Manage development and approval of capital projects that support quality operations.</li>
<li>Facilitate development of procedures that support Corporate Quality Management System (QMS) goals and objectives.</li>
<li>Manage auditing activities to support Corporate QMS requirements, and local needs to ensure operational compliance with all contract and quality system mandates.</li>
<li>Coordinate supplier oversite with internal and external groups, including supplier audits and source inspection.</li>
<li>Champion Material Review Board activities.</li>
<li>Manage corrective and preventative action activities to ensure the organization is working to continuously improve processes to reduce and/or eliminate issues that affect product or customer requirements.</li>
<li>Develop and deliver presentations to the workforce and customer representatives, including but not limited to, Deliberate Malpractice presentations, Naval Reactor Reviews, Expectation and Product Quality Issues presentations, Need-to-Know (workforce awareness) presentations, and additional Quality and Safety related topics as required.</li>
<li>Responsible for abiding by the union contract and interfaces with union representatives on grievance activities, arbitrations, and negotiations. Responsible for maintaining the Partnership Agreement with Local 900.
</li><li>Initiates and promotes mutually beneficial cooperative efforts between labor and management.</li>
<li>Responsible for maintaining adequately trained workforce.</li>

 Required Qualifications:
<ul><li>Bachelor of Science is preferred.</li>
<li>Minimum of fifteen (15) years related experience.</li>
<li>Minimum of five (5) years of precision manufacturing/quality inspection experience with a working knowledge of GD&amp;T principles (ANSI Y 14.5).</li>
<li>Previous managerial experience is required.</li>
<li>Skilled in public speaking and presentation development.</li>
<li>Strong oral and written communication skills.</li>
<li>Ability to train professional personnel.</li>

Pay: $136,000 - $207,000 


The base salary range for this position in Ohio (US-OH) at the start of employment is expected to be between $136,000 and $207,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Position Overview

Technical responsibility on projects or problems of a unique or controversial nature judged to have potential or known significant impact on major organizational issues or division programs. Technical responsibility for interpretation, planning, execution, and coordination of assignments. Supervision is essentially administrative. Your Day to Day as a Principal Technical Specialist

1. Serves as the technical specialist for the division in the application of advanced theories, concepts, principles, and processes for an assigned area of responsibility.

2. In a leadership capacity, plans and directs the efforts on a project or projects of major significance.

3. As in individual contributor, conceptualizes, plans, and executes research or investigations in areas of considerable complexity that may require unconventional or original approaches and sophisticated techniques.

4. May be assigned to develop product or business acceptance criteria, monitoring process yields and trends, leading problem investigations, discovering root cause from possible alternatives, formulating and evaluating alternative cost effective solutions and solution development, documentation, implementation, and follow-up.

5. May be assigned to initiating and conducting process effectiveness review, developing and selecting cost reduction/profit improvement candidates, development, documentation, and implementation of process changes and monitoring the modified process for profit improvement effectiveness and absence of unfavorable side effects.

6. Keeps abreast of new technical methods and developments and customer requirements affecting the organization for the purpose of recommending changes to existing programs or installation of new programs.

7. Maintains liaison with individuals and units within or outside the organization with responsibility for acting independently on technical matters pertaining to the field. 


Preferred Qualifications

Construct, enter, extract, manipulate and present data from a NFS databases, applications such as Excel, Access, and SharePoint. Have an understanding how to utilize database audit tables and how to extract data using report generators or SQL. Extract and present databased data utilizing Power Query, Power BI for Senior Management decision making. Be primary interface with IT concerning modifying and testing the Corrective Action Program (CAP) database. 


Required Qualifications

B.S. Degree in Business or Technical Field. Prefer Degree in Information Systems.

Over ten (10) years' of experience since degree. Experience in developing, coordinating, and delivering investigation and corrective action related training. Particular to this position is the added responsibility of maintaining and revising CAP procedures, program documents, managing the feedback process, and customer interaction. Participates in or performs root cause investigations.

As the Engineering and Technical Services (E&amp;TS) Manager, you will plan, prioritize, organize, direct, and control activities for the Manufacturing Engineering, Process Engineering, Weld Engineering, and Tooling Engineering resources, ensuring that appropriate regulations, codes, and standards are followed in the execution of engineering work. Your Day to Day as the Engineering and Technical Services Manager
<ul>
<li>Managing and controlling the preparation of detailed manufacturing processing required to fabricate complex, regulated, and high-consequence products.</li>
</ul><ul><li>Assuring the development and review of standards and procedures, ensuring that proper approvals have been obtained prior to implementation; ensuring recommended changes are appropriately justified and are consistent with customer requirements.</li>
<li>Reviewing designs for feasibility and practicality from a manufacturing standpoint; directing development and implementation of techniques to minimize the risk of loss of product; implementing changes necessary to meet quality and technical requirements for better practical, efficient, and economic fabrication methods.</li>
<li>Directing and reviewing audit plans and assuring that proper corrective action is taken if deficiencies are noted.</li>
<li>Developing and submitting, for customer approval or internal use, documents which are required to begin manufacturing; providing necessary documentation and procedures to fix, repair, or otherwise dispose of deviated components; maintaining up-to-date technical requirements for all contracts; monitoring and reporting on the submission of all technical documents.</li>
<li>Participating as an effective member of the senior management team, representing the site location at external events and with the customer.</li>
<li>Ensuring that effective liaison and interfaces are being maintained between Engineering and Quality Control functions and Shop Operations, Project Management, and Production Control to confirm the fabrication of components meets all contractual requirements.</li>
<li>Ensuring continuous improvement of external and internal customer satisfaction through increased responsiveness, communication, and on-time delivery of products and services meeting all quality requirements.</li>
<li>Work closely with the Operations Excellence department (Lean / Six Sigma) for implementation, growth, and effective utilization of Lean Six Sigma principles and activities within the department while promoting the same with the Division.</li>
<li>Assisting the General Manager in the development of strategic and operational plans.</li>
<li>Overseeing development of technical personnel to prepare them for assignments of greater responsibility.</li>
<li>Monitoring engineering staffing requirements. Recommending staffing and training adjustments, as needed, to meet future business needs.</li>
<li>Monitoring the technology and training needs of assigned personnel and adjusting as needed to ensure they continue to meet engineering&rsquo;s requirements.</li>
<li>Responsible for department P&amp;L.</li>
<li>Oversee the engineering work load and load boards, plan the budgets and staffing headcount, oversee interviewing, and assure hiring targets are met.</li>

 Required Qualifications:

Pay: $132,000 - $203,000 


The base salary range for this position in Ohio (US-OH) at the start of employment is expected to be between $132,000 and $203,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,&rsquo; unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
