Position Overview:
 
BWXT is currently seeking a Strategic Sourcing Specialist for its Lynchburg, VA location! 


BWXT Advanced Technologies (AT) is seeking a Strategic Sourcing Specialist to support exciting first-of-a-kind government and commercially funded contracts and various other innovative research and development programs. This position will be integrated within the Advanced Technologies group and will be based at our BWXT Innovation Center (BIC). The role will require occasional travel, estimated at up to 20% of the time.

On-site in Lynchburg, Virginia 

Your Day to Day as a Strategic Sourcing Specialist:
<ul><li>Cradle-to-Grave Contracts Administration, including non-disclosure agreements, negotiating terms and conditions, managing contract deliverables, and ensuring compliance with U.S. government contracting flow down requirements.</li>
<li>Manage the execution of subcontracts for materials, equipment, supplies and services of a highly specialized and complex nature through all phases of the program lifecycle.</li>
<li>Evaluate, negotiate, and manage assigned subcontracts to perform to each project&rsquo;s specifications, quality, budget, schedule and earned value requirements to include the timely delivery of all deliverables required to fulfill the subcontract.</li>
<li>Author, manage and influence critical path releases of Statements of Works (SOWs) and plans to align with required schedules and subcontractor lead times.</li>
<li>Provide guidance on financial and contractual matters pertaining to subcontracts.</li>
<li>Review proposals, analyze results, and determine negotiation plans/strategies as well as addressing any exceptions to flow downs, specifications, or BWXT terms and conditions requirements.</li>
<li>Develop comprehensive supplier contractual and strategic relationships to address cost, business risk, and supply continuity.</li>
<li>Complete Purchase Order administration duties, including issuance, revision management, claim resolution, discrepancy settlement, etc.</li>
<li>Monitor subcontractor performance and initiate corrective action if performance falters; execute contract modifications in response to changing requirements; and perform close-out activities.</li>
<li>Track open orders and report status as required in support of the business needs.</li>
<li>Carry out in-depth cost breakdown analysis and negotiate lowest Total Cost of Ownership (TCO) within the supply base.</li>
<li>Identify, manage, escalate, and mitigate supply-based risks throughout the procurement lifecycle in support of government contract requirements, operational goals, and business strategy.</li>
<li>Visit and monitor performance of suppliers as necessary.</li>
<li>Lead Supplier Business Reviews to build the strategic relationship with preferred suppliers.</li>
<li>Formally document procurement files in accordance with government compliant purchasing system requirements and BWXT processes, including details of summary of award, basis for vendor selection, sole source justification, price analysis methodology, negotiation strategy, and summary.</li>
<li>Lead the execution of the local sourcing strategy and deliver a competitive advantage by driving the strategic supplier initiatives, selection, development, and consolidation to ensure optimal business performance.</li>
<li>Schedule and lead meetings with project management office (PMO), subcontractors, and other stakeholders to facilitate communication and coordination of subcontractor actions.</li>
<li>Partner with other functional groups, including legal, contracts, PMO, QA, risk management, finance, and others.</li>
<li>Participate in the support of new business and in the development of financial plans for the company, as it pertains to the planned outsourced portion of the project(s).</li>
<li>Perform other duties as assigned.</li>
</ul>
Required Minimum Qualifications:
<ul>
<li>A bachelor&rsquo;s degree in business, supply chain management, or a technical-related field plus 10 years of relevant supply chain experience; OR a high school diploma/equivalent plus 20 years of relevant sourcing experience.</li>
<li>Must be detail oriented, organized, and flexible.</li>
<li>Ability to set priorities and de-conflict multiple demands.</li>
<li>Ability to apply sound business judgment.</li>
<li>Must possess excellent interpersonal, communication, and negotiating skills.</li>
<li>Proficiency in Microsoft Office Suite &ndash; Outlook, Excel, Word, PowerPoint, SharePoint.</li>
<li>Must be a U.S. citizen.</li>
<li>Must be able to obtain and maintain a U.S. Department of Energy (DOE) or U.S. Department of Defense (DOD) clearance.</li></ul> 


Preferred Additional Qualifications:
<ul>
<li>Previous experience supporting manufacturing operations.</li>
<li>Strong working knowledge of SAP or similar ERP platforms.</li>
<li>Previous experience with negotiating terms and conditions in support of FAR/DFAR based contracts.</li>
<li>10 years&rsquo; experience in a supply chain role with a prime contractor in support of government funded contracts</li></ul>

Pay: $86,000 - $136,000 


The base salary range for this position in Virginia (US-VA) at the start of employment is expected to be between $86,000 and $136,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,&rsquo; unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
