Organization and Position Summary: 

The Center for African Immigrants and Refugees Organization (CAIRO)&rsquo;s mission is to enhance social justice and achieve parity for the diverse African immigrants and refugee communities through community organizing, collaborative leadership, and service advocacy.  At CAIRO Academy, we believe every child deserves a chance to flourish in a safe environment designed to encourage creativity, equity and learning. Our program implements Creative Curriculum, and Second Step Social Emotional teaching tools in a play-based learning environment. With this approach teachers thoughtfully attend to the interests of children, believing that fostering student-led curiosity and reflection strengthens the children&rsquo;s capacity to continue as life-long learners. Students in our care are encouraged to express themselves and expand on what they are learning through verbal and non-verbal language, music, visual art, writing, movement, and experimentation.
 
CAIRO Academy is a non-profit preschool program funded by Preschool Promise and Preschool For All. We have multiple preschool classrooms located within different elementary schools throughout Multnomah and Washington County including outer Northeast and Southeast Portland, Gresham, Beaverton, and Hillsboro. The Academy&rsquo;s focus is to provide a culturally specific and accessible preschool curriculum. Our program follows a school-year schedule operating from late August - mid June. 
Lead Position Summary: 


The Lead Teacher is responsible for developing a cohesive teaching team, coordinating the curriculum, and managing the day-to-day operational activities of the classroom. Lead Teachers must understand children&rsquo;s cognitive, social, emotional and physical development in order to ensure a safe and stimulating classroom environment where children are actively engaged and encouraged to succeed. The Lead Teacher must be skilled in communicating with both children and adults in order to meet the needs of the children, effectively guide the teaching team, and resolve parent/guardian concerns. 


The Lead Teachers in our program serve as the Site Director and must remain on the premises during all hours of operation. This position will work in collaboration with the Multi-Site Coordinators to ensure standards set by the Department of Early Learning and Care (DELC), the Environmental Health Authority, Occupational Safety and Health Administration (OSHA)Preschool Promise (PSP) and Preschool For All (PFA) are met and maintained. 
REQUIRED AVAILABILITY 
7:00 am - 3:30 pm (Actual schedule will vary based on workload, additional hours will be required as needed) 
Staff may be required to administer medication or be trained to do so by an RN nurse through the PFA program. 
Education and Experience Requirements:
<ul>
<li>Minimum of 1 year experience working in a Certified Childcare Center with students ages 3-5 years old - will be verified.</li>
<li>Previous experience teaching in a setting that focuses on inclusion and supporting students with individual needs ranging from low-support to high-support needs.</li>
<li>Must be at least 18 years of age</li>
<li>Minimum ORO step 8</li>
<li>Must meet the following criteria:
<ul><li>(A) At least a bachelor&rsquo;s degree in: (i) Early childhood education or a field related to early childhood education; or (ii) A field not related to early childhood education, but teacher has completed coursework that is equivalent to a major in early childhood education and has sufficient training in early childhood education as determined by the Division; or</li>
<li>(B) An associate&rsquo;s degree with additional training or additional certification in early childhood education or a field related to early childhood education, as determined by the Division; or</li>
<li>(C) Until sufficient alternative credentialing to indicate that the teacher is highly trained is developed by the Division, in partnership with the Educator Advancement Council and affected stakeholders, the lead preschool teacher must have a Child Development Associate (CDA) Preschool Credential or at least Step 8 on the Oregon Registry Online (ORO).

Travel:

<li>Staff in all positions may be scheduled to work at any of our CAIRO Academy sites to fulfill program operation requirements and may be given short notice. CAIRO Academy Sites are located on the outer limits of: Hillsboro, Beaverton, Gresham, Northeast and Southeast Portland</li>
<li>Travel may be required to attend appropriate training as assigned.</li></ul>

Physical Requirements of the Job:

Lead Teacher - Floater

<div>Program &amp; Position Overview 
The Lead Family Education Support Mentor position is funded by the Minnesota Department of Human Services (DHS), Refugee Programs Office (RPO) and provides allowable Refugee Support Services to Office of Refugee Resettlement (ORR)&ndash;eligible individuals and families who have been in the United States for less than five (5) years, in accordance with federal and state guidelines. 


This senior role provides leadership, mentorship, and support to a cohort of Family Education Support (FES) Mentors serving children (0&ndash;5 years), K&ndash;12 students, and youth up to age 24 across the Twin Cities Metro Area. The Lead Mentor ensures consistent and high-quality implementation of family education services, works directly with students to support educational success and engagement, monitors program compliance, supports case management, and provides guidance to FES Mentors. All services, outputs, and outcomes must be documented in the MRIS data system, consistent with DHS RPO reporting and compliance standards. 


Reporting &amp; Supervision 


Reports to: Immigrant &amp; Newcomer Support Services Supervisor and other CAIRO Management Team in accordance with DHS RPO contract requirements

Works Closely With:

Essential Duties &amp; Responsibilities 
Program Coordination &amp; Case Management 

<ul>
<li>Support FES Mentors in managing referrals, eligibility screening, and case assignment.</li>
<li>Work directly with students to support educational success, engagement, and access to school and community resources.</li>
<li>Ensure participants are connected with appropriate services in a timely manner.</li>
<li>Monitor FES Mentors for accurate documentation and MRIS data entry compliance.</li></ul> 


Leadership &amp; Peer Support 

<ul>
<li>Provide mentorship, training, and guidance to FES Mentors.</li>
<li>Facilitate bi-weekly cohort meetings and virtual/in-person collaboration for FES Mentors.</li>
<li>Conduct peer file reviews, present data, and provide 1:1 MRIS training to FES Mentors as needed.</li></ul> 


Problem-Solving &amp; Resource Sharing 

<ul>
<li>Serve as the first point of contact for FES Mentors when challenges arise in service delivery.</li>
<li>Facilitate sharing of tools, resources, and best practices among FES Mentors.</li>
<li>Troubleshoot issues and escalate concerns to CAIRO management when necessary.</li></ul> 


Collaboration &amp; Programmatic Support 

<ul>
<li>Provide support to ensure FES Mentors implement consistent, high-quality services.</li>
<li>Use MRIS data and other tools to evaluate program effectiveness and contribute to continuous improvement.</li>
<li>Ensure compliance with ORR requirements and RPO contract standards.</li></ul> 


Required Qualifications 

<ul>
<li>Bachelor&rsquo;s degree in social work, Education, Human Services, or related field, or equivalent experience.</li>
<li>3+ years of direct service experience with youth, preferably within refugee or immigrant-serving organizations.</li>
<li>Proven experience providing leadership or peer support to staff or mentors.</li>
<li>Strong understanding of mentorship models and evidence-based practices.</li>
<li>Experience working directly with students to support learning, engagement, and goal achievement.</li>
<li>Excellent communication, coordination, and organizational skills.</li>
<li>Experience facilitating virtual collaboration tools (e.g., MS Teams).</li>
<li>Strong interpersonal skills and cultural competency.</li></ul> 


Preferred Qualifications 

<ul>
<li>Experience with the MRIS system and/or Check &amp; Connect mentorship model.</li>
<li>Knowledge of ORR programs and refugee resettlement services.</li>
<li>Experience in problem-solving, conflict resolution, and team facilitation.</li>
<li>Ability to manage multiple priorities while maintaining high-quality service delivery.</li></ul>
