We are hoping you will join us as a Sr. Recruiter (Human Resources Representative Sr) and help shape the future of healthcare where you'll be an integral part of our HR - Talent team, helping to strive for excellence while we serve our member health with dignity, respecting the value and needs of each of our members through collaboration with our providers, community partners and local stakeholders. You will work closely with hiring managers to provide and take accountability for advice and recommendations to achieve staffing objectives throughout the recruitment process. You will be responsible for full-cycle recruitment, including recruiting, screening, interviewing, advertising and negotiating offers with internal and external applicants. Also, you will contribute to moderately complex aspects of analyzing various human resources talent acquisition matters and make recommendations to all levels of management and employees. Lastly, you will work independently as well as in a team-oriented environment, exercising discretion and judgment within the Human Resources department and with CalOptima Health employees and will ensure the best talent is hired. Your Contributions To the Team:
 
<ul><li>75% - Talent Acquisition

<li>Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.</li>
<li>Serves as the main point of contact and maintains strong working relationships with hiring managers to provide a staffing strategy that fits the future needs/demands of the business.</li>
<li>Works closely with hiring managers to schedule and review service level agreements (SLAs) and determine job requirements for hiring before recruitment begins.</li>
<li>Determines applicant requirements by studying the job description and job qualifications.</li>
<li>Evaluates applicants by discussing job requirements and applicant qualifications and ensures applicants are interviewed on a consistent set of qualifications.</li>
<li>Arranges and schedules applicant interviews with management by coordinating schedules and going through next recruitment steps at the completion of the interview.</li>
<li>Provides on-going interview training for hiring managers.</li>
<li>Prepares job offer analyses and proposed pay rates, using consistent methodology and fact-based reasoning; presents offers to the Manager and Director of Human Resources for review and approval.</li>
<li>Develops networks through industry contacts, association memberships, trade groups and employees.</li>
<li>Evaluates the quality of sources (e.g., professional networking sites, etc.) for active and passive candidate recruitment; recommends networks to find qualified passive candidates.

<ul><li>Serves as a subject matter expert on recruitment and participates in the decision-making processes at each level.</li>
<li>Conducts the planning, coordination and execution of recruitment process improvements.</li>
<li>Utilizes complex but conventional analytical techniques to identify trends associated with key performance indicators (time-to-fill, etc.) and service level targets.</li>
<li>Identifies root causes and best practices to develop appropriate action plan.</li>
<li>Acts as backup for the recruiter responsible for all temporary staffing agencies.</li>

Do You Have What the Role Requires?

<li>Bachelor's degree in human resources, business administration, communications or related field required PLUS 5 years of human resources experience required with 3 years of experience specifically in talent acquisition, recruitment or temporary staffing; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.</li>

We are hoping you will join us as a Sr Programmer, EDI and help shape the future of healthcare where you'll be an integral part of our ISEA - Electronic Data Interface team, helping to strive for excellence while we serve our member health with dignity, respecting the value and needs of each of our members through collaboration with our providers, community partners and local stakeholders. The Programmer Sr for Electronic Data Interchange (EDI) will design, develop and implement software applications, perform complex and analytical assignments, manage multi-tasking projects and create, modify and maintain business applications. You will analyze and design existing systems and programs, develop or recommend new systems or modifications, manage development and implementation of multi-site, web-enabled applications, perform system analysis of programs and processes and interface with end users to determine system requirements to improve efficiency, accountability and workflow. Additionally, you will assist with application architectural design, technology research and developing prototypes for proof of concept. Together, we are building a stronger, more equitable health system.

<li>Analyzes, designs and develops systems and applications, working with the full software development lifecycle of new projects, writing and maintaining documentation to describe program development, logic, coding, changes and corrections and consulting with stakeholders and users to gather information about needs, objectives, functions, features and other requirements.</li>
<li>Provides support on projects including designing, building and maintaining complex Extract-Transform-Load (ETL) SQL Server Integration Services (SSIS) packages.</li>
<li>Serves as a full stack developer on multi-tier scalable, fault tolerant and secured applications.</li>
<li>Develops highly responsive web user interfaces (UIs) such as Angular JS and .NET/Core, interfaces with third party components, builds and consumes Application Programming Interface (API) calls via web services such as Simple Object Access Protocol (SOAP) or Representational State Transfer (RESTful) and writes and consumes data related objects on the back end Structured Query Language (SQL) database.
</li><li>Collaborates with developers, stakeholders and subject-matter experts to establish technical vision and analyze trade-offs between usability and performance needs.</li>
<li>Coordinates with technical team on the development of test plans and works with the Information Technology Services (ITS) groups to ensure complete testing of all applications.
</li><li>Provides support for existing business systems by maintaining and enhancing existing web and client-based applications, modifying existing programs to conform to system changes, addressing and solving complex customer service tickets and advising and working with user departments to resolve specific or complex problems.</li>
