Canacre is seeking a Land Specialist in Augusta, Maine. The Land Specialist will support our utility client by reviewing land rights, collecting data from internal systems and external resources, and assisting in the execution of agreements and project deliverables. The role requires a basic understanding of property deeds, site plans, and title documents, as well as experience using web-based GIS programs. A key aspect of the position involves documenting reported encroachments on the client&rsquo;s land and participating in site visits to assess and assist in remediation efforts. The ideal candidate will possess strong data management, organizational, and communication skills, along with knowledge of transmission and power utility projects, land acquisition, and rights-of-way. This is an in-office role based in Augusta, Maine. 
 
Duties and Responsibilities:<ul><li>
Collaborate with the project team to review land rights within transmission corridors.</li><li>
Respond to customer right-of-way requests, obtaining necessary support from the client and project team, and facilitating the execution of agreements.</li><li>
Review and respond to encroachment requests, document all relevant information, and travel for site visits to provide assessments and recommendations.</li><li>
Support mapping, GIS data input, and retrieval for land rights using ArcGIS and Google Earth.</li><li>
Provide excellent customer service, demonstrating professionalism, efficiency, and agility in addressing tasks.</li><li>
Build strong relationships with clients and customers by effectively managing priorities and workflow.</li></ul>
Perform other duties as required. 
 
Education: 
Post-secondary education, ideally in geography, GIS, land acquisition/real estate, or a business-related discipline preferred. Experience will be considered in place of education 
 
Experience:<ul><li>
Experience acquiring and reviewing title documents is an asset.</li><li>
Experience in Transmission and electric utilities is an asset.</li><li>
ProjectWise experience an asset.</li><li>
Knowledge of ArcGIS suite of programs.</li><li>
Knowledge of Google Earth Pro.</li><li>
Strong knowledge of MS Office (Word, Excel, PowerPoint).</li><li>
Ability to handle multiple priority items with strong organizational skills.</li></ul>
Ability to review plan/profile drawings and review title/ownership

The Environmental Monitor - Certified Professional in Erosion Sediment Control (CPESC) will monitor and report on construction-related activities with respect to the general permit requirements of the applicable regulatory agency, the client, and other cooperating/permitting agencies. The role will have a strong focus on monitoring and inspection of Erosion and Sediment Controls (ESC) and the ideal candidate will hold a CPESC designation. In addition to monitoring ESC, the CPESC will monitor and report on construction-related activities in areas of pre-determined biological, cultural, and paleontological sensitive resources. The CPESC will also be responsible for inspecting construction sites to ensure compliance with project-specific Stormwater Pollution Prevention Plans (SWPPP) under the Clean Water Act, as well as compliance with erosion control regulations and applicable environmental regulations and permits. Upon completion of construction activities, the CPESC will monitor the implementation of the appropriate restoration treatments. 
 
DUTIES AND RESPONSIBILITIES:<ul><li>
Conduct daily inspection of construction activities for compliance with applicable project approvals, permits (federal, state, and local), and landowner agreements, for the construction of the Project</li><li>
Developing site-specific SWPPPs and providing recommendations for the implementation of appropriate Best Management Practices (BMPs)</li><li>
Oversee implementation of mitigation measures and monitor construction activities within specific areas requiring protection or environmentally sensitive areas
</li><li>Conduct regular inspections of a variety of construction sites to identify potential environmental hazards and ensure compliance with SWPPP and other relevant regulations</li><li>
Monitor and report general environmental compliance by the Construction Contractor(s) and subcontractors to client, with particular attention to fire, dust, hazardous materials, erosion control, and restoration guidelines</li><li>
Locate and facilitate protection and/or avoidance of environmentally sensitive resources such as migratory bird and raptor nests, rare plants and noxious weeds, watercourses, wetlands, high sensitivity paleontological resource, and cultural resources</li><li>
Identify sensitive resources and areas of concern prior to upcoming construction activities, and coordinating with construction personnel to discuss</li><li>
Act as a resource to construction personnel to explain environmental regulations and relevant application to construction activity</li><li>
Verify that construction work areas, access roads, and environmentally sensitive features have been properly marked and flagged before work is initiated in the area</li><li>
Ensure that erosion control or other best management practices do not inadvertently cause impact to other sensitive resources</li><li>
Act as a point of contact for onsite government agency inspectors</li><li>
Inform the Construction Contractor(s) of all potential and existing compliance issues, and coordinate with the Project team to determine appropriate corrective actions</li><li>
Coordinate with the Project team for potential stop-work when construction activities violate the conditions of the project approval(s), permits, or landowner conditions</li><li>
Identify, document, and oversee corrective actions to resolve non-compliance issues</li><li>
Document the resolution of any compliance issues in daily reports</li><li>
Maintain and submit daily reports and logs to the Project Team that document construction activities and associated compliance status for that day</li></ul>

QUALIFICATIONS:<ul><li>
Post-secondary degree in Environmental Science or related field of study</li><li>
CPESC Designation</li><li>
Minimum 5 years&rsquo; professional experience in Environmental Management, compliance, SWPPP inspection and mitigation planning</li><li>
Strong knowledge of ESC best practices in construction</li><li>
Strong working knowledge of environmental legislation and regulations</li><li>
Experience related to transmission line construction would be an asset</li><li>
Strong verbal and written communication skills &ndash; data collection and interpretation, technical report writing, regulatory permit applications, client communications, etc.

Strong analytical, problem-solving skills, prioritizing and decision-making skills</li><li>
