Capio Group is looking for an experienced Scrum Master to provide services to implement a cloud-based Software-as-a-Service (SaaS) licensing and compliance platform that consolidates multiple legacy systems into a unified enterprise solution. Responsibilities include project planning and governance, requirements elicitation and user story development, solution design, systems integration, API and interface development, data conversion and migration, configuration management, testing support, sprint execution, training and knowledge transfer, production deployment, and post-implementation support. The project will be delivered using Agile Scrum methodologies through a phased implementation approach, requiring the successful configuration, development, testing, deployment, and maintenance of a secure, FedRAMP-compliant cloud solution that supports licensing, compliance, enforcement, case management, document management, reporting, payment processing, and integration with internal and external systems. The Contractor will also provide ongoing maintenance and operations, service desk support, system enhancements, regulatory updates, security compliance, performance monitoring, and operational support to ensure continued system availability, reliability, and alignment with evolving business and legislative requirements. 
The Scrum Master will support various objectives, which may include, but are not limited to, the following:<ul><li>
Facilitate Agile delivery processes and support successful execution of project activities using Agile methodologies.</li><li>
Facilitate all Agile ceremonies including sprint planning, daily standups, backlog refinement sessions, sprint reviews, retrospectives, release planning sessions, and team planning meetings.</li><li>
Collaborate with Product Owners, Business Analysts, and stakeholders to maintain prioritized product backlogs.</li><li>
Support development teams in understanding business priorities, sprint objectives, and release goals.</li><li>
Track sprint velocity, burn-down metrics, capacity planning, and delivery performance. 
Identify, document, and remove impediments affecting team productivity.</li><li>
Facilitate cross-team coordination and dependency management activities.</li><li>
Promote Agile principles, Scrum practices, and continuous improvement initiatives.</li><li>
Ensure user stories meet acceptance criteria and are appropriately refined prior to sprint execution.</li><li>
Assist teams in estimating effort, managing sprint commitments, and maintaining delivery predictability.</li><li>
Coordinate stakeholder demonstrations, sprint showcases, and feedback sessions.</li><li>
Support release planning and deployment readiness activities.</li><li>
Monitor Agile performance metrics and recommend process improvements.</li><li>
Facilitate resolution of delivery conflicts, competing priorities, and resource constraints.</li><li>

Mandatory Experience:<ul><li>
Must possess a Bachelor degree in Business Administration, Information Technology, Project Management or Computer Science. If the degree is not in English, it must be accompanied by an evaluation performed by a member of the National Association of Credential Evaluation Services (NACES). A copy of the degree must be provided upon request. Degree is required and cannot be substituted with the experience.</li><li>
Within the last eight (8) years, must have four (4) years of experience as a Scrum Master on a large-scale complex IT project facilitating Agile ceremonies, daily stand-ups, sprint planning, reviews, and retrospectives.</li><li>
Within the last eight (8) years, must have two (2) years of experience maintaining sprint velocity, goals, and ensuring a collaborative, self- organizing environment.</li><li>

This integrated solution will eliminate duplicate and redundant data systems which would improve the tracking, regulation of licensing, compliance, and laboratory activities. The centralized system would streamline services for consumers, support more robust reporting, such as real-time tracking of applicant, licensee and compliance performance measures, trend analysis to inform policy development, and data-driven adjustments to business processes that increase efficiency and accountability. A centralized system would strengthen the client oversight by increasing operational efficiency, supporting evidence-based decision-making, improving customer service, and accelerating regulatory responsiveness.
 
 
 The Organizational Change Manager (OCM)/Business Analyst will be responsible for tasks including but not limited to:

Capio Group is looking for an experienced Business Solutions Analyst to be a part of a team to provide business analysis services to help manage and oversee planning activities and Stage 4 of the Project Approval Lifecycle (PAL) for the client Information Technology (IT) Systems Modernization project. The Business Solutions Analyst will assist with the remaining project planning activities, managing, supporting, and guiding, conducting project readiness, legislative analysis, PAL Stage 4 documentation, and the evaluation of proposals for the Solution Integrator, preparing for Solution Integrator onboarding, and transitioning to the implementation activities after project approvals. 
To accomplish these activities, the Business Solutions Analyst will be responsible for tasks including but not limited to:<ul><li>
Assess and incorporate changes to the Project resulting from ongoing legislation using the project&rsquo;s change control process.</li><li>
Participate and contribute to project planning activities, including but not limited to assisting with the primary solution solicitation and the development of CDT PAL Stage 4 deliverables.</li><li>
Define, plan, and conduct implementation preparation activities to include but not limited to:<ul><li>
(i) Prepare and/or update project repositories, artifacts, tools, policies, and processes.</li><li>
