Job summary</b></p><p>
Plays a key leadership role in ensuring the effective, efficient, and compliant operation of the Human Resources Department. Manages various Human Resource functions; supports the execution of special projects. Serves as the acting authority for the Human Resources Department in the Human Resources Director&rsquo;s absence, ensuring operational continuity. May supervise assigned staff.
</p><p></p><p><b>Roles, Responsibilities, and Essential Functions</b></p><ul><li>
Ensures the department delivers high-quality services to library staff.</li><li>
Oversees designated staff within the HR department, including:
<ul><li>Participating in staff interviews, hiring, and onboarding
</li><li>Training, coaching, managing, and evaluations
</li><li>Scheduling and approving timesheets
</li></ul></li><li>Supports HR functions to ensure alignment with organizational goals.</li><li>
Directs recruitment, selection, onboarding, and retention efforts to support a highly performing workforce.
</li><li>Advises managers and supervisors on routine employee relations issues, ensuring consistency.
</li><li>Assists with performance management, professional development, and staff training activities, as needed.
</li><li>Stays informed on industry trends, technology, and best practices, integrating them into HR and training strategies.</li><li>
Supports and promotes positive staff morale initiatives.</li><li>
Provides oversight of employee compensation, classification, and benefits programs to maintain consistency and compliance.</li><li>
Serves as a Retirement Coordinator for the Maryland State Retirement Agency<i>.
</i></li><li>Manages employee leave programs, including FMLA and other leave processes, ensuring clear communication and compliance.</li><li>
Acts as primary liaison with the County Benefits Office and external providers.</li><li>
Oversees the administration of HRIS and related technology platforms, helping maintain data accuracy and efficient processes.</li><li>
Ensures compliance with federal, state, and local employment laws and organizational policies.
</li><li>Assists in the development, communication, and implementation of HR policies and procedures.</li><li>
Develops, recommends, and monitors HR-related budgets ensuring alignment with strategic priorities and organizational values.
</li><li>Represents HR in system-wide and state-level groups, including the Statewide MD Library<b><i> </i></b>Human Resources group.</li><li>
Maintains professional growth and development through participation in library teams, committees, outreach, training activities, and professional organizations.

Required Qualifications</b></p><ul><li>
Bachelor&rsquo;s degree in human resources or a related field</li><li>
Five or more years related experience in human resources, including at least two years in a supervisory role</li><li>
Experience with automated systems, including human resource information management software</li></ul><p><b>

Professional certification in HR (e.g. SHRM)

Develops and implements instructional programming for the Makerspace. The Experience Design Specialist II &ndash; Makerspace position represents a higher level of skill, responsibility, and independence than the Experience Design Specialist I &ndash; Makerspace. Facilitates and manages use of the meeting rooms. Provides administrative and clerical support as needed.</div></div><p>

Operates all audiovisual equipment in all meeting rooms.</div></li><li><div>
Maintains Exploration Commons equipment, including basic maintenance and repair, installing and updating software and applications, etc.</div></li><li><div>
Maintains 3D printers and supports centralized 3D printing service.</div></li><li><div>
Maintains and provides systemwide support for maker equipment (3D printers and VR gear).</div></li><li><div>
Creates content and examples to showcase applications of new technology at CCPL.</div></li><li><div>
Provides supervision and oversight for volunteers and interns.</div></li><li><div>
