P ROGRAM DESCRIPTION :
</div><div>The Tenant Law Center (TLC) is a homelessness prevention program that offers free legal assistance to qualifying low-income households in the City of Seattle and limited services throughout King County with matters related to eviction, subsidy termination, landlord/tenant issues, and credit issues related to past tenancies .
</div><div>POSITION DESCRIPTION :
</div><div>The Senior Staff Attorney position will provide legal assistance , ranging from counsel and advice to full representation, to people at risk of losing their housing, facing housing instability issues, or who need assistance addressing issues from previous tenancies that impact their ability to obtain housing. The Senior Staff Attorney will work with the Directing Attorney in training attorney and support staff and provide mentorship and guidance to team members. They will also assist with community education and outreach through presentations, trainings , and workshops, and must be committed to providing equitable and culturally competent services.
</div><div>MAJOR RESPONSIBILITIES :
</div><div>CLIENT REPRESENTATION
</div><div><ul><li>Represent low-income tenants in negotiation and litigation.
</li></ul></div><div><ul><li>Assist with training new attorneys.
</li></ul></div><div><ul><li>Delegate legal tasks to non-attorney staff including paralegals, legal assistants, case managers and interns.
</li></ul></div><div><ul><li>Supervise the work of all non-attorney staff, including paralegals, legal assistants, case managers and interns on assigned cases.
</li></ul></div><div><ul><li>Utilize expertise in residential landlord-tenant and subsidized housing law.
</li></ul></div></div><div><div><ul><li>Provide on-going representation to tenants with an eviction notice or a housing subsidy termination.
</li></ul></div><div><ul><li>Perform all duties in compliance with the Rules of Professional Cond
</li></ul></div><div>C ASE LOAD MANAGEMENT
</div><div><ul><li>Maintain thorough case notes in LegalServer for all clients and prospective client contacts.
</li></ul></div><div><ul><li>Track deadlines and ensure that cases are handled in a timely manner .
</li></ul></div><div><ul><li>Participate in screening and referrals for tenants requesting services.
</li></ul></div><div><ul><li>Consult with Directing Attorney regarding major litigation.
</li></ul></div><div><ul><li>Participate in regular case reviews.
</li></ul></div><div>L EADERSHIP RESPONSIBILITIES
</div><div><ul><li>Participate in staff and volunteer recruitment and selection process in coordination with the Directing Attorney.
</li></ul></div><div><ul><li>Train and mentor new attorney and support staff on substantive housing law, case strategy, client management, and TLC procedures.
</li></ul></div><div>T RAINING AND OUTREACH :
</div><div><ul><li>Respond to inquiries about housing matters from community partners and social service case workers.
</li></ul></div><div><ul><li>Develop and present trainings for client groups and community organizations.
</li></ul></div><div>C OMMUNITY ADVOCASY :
</div><div><ul><li>Participate in a wide range of advocacy activities such as testifying at community meetings, legislative hearings, etc.
</li></ul></div></div><div><div><ul><li>Participate in work groups and task forces.
</li></ul></div><div><ul><li>Participate in stakeholder meetings to increase rights and protections of tenants.
</li></ul></div><div>Other duties as assigned by the Directing Attorney. 
</div><div>M INIMUM QUALIFICATIONS :
</div><div><ul><li>Active Washington State Bar Membership in good standing.
</li></ul></div><div><ul><li>Demonstrated commitment to serve low-income populations
</li></ul></div><div><ul><li>Four years of experience representing low-income populations.
</li></ul></div><div><ul><li>Two years of experience supervising attorneys, volunteers, law students, and paralegals in providing services to low-income households.
</li></ul></div><div><ul><li>Excellent written communication skills
</li></ul></div><div><ul><li>Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.
</li></ul></div><div><ul><li>Understanding of systemic inequality and commitment to striving toward race equity.
</li></ul></div><div><ul><li>Ability to work independently and as a member of a team.
</li></ul></div><div><ul><li>Ability to travel within King County; must have valid driver&rsquo;s license, insurance, and access to reliable transportation.

Position Description:
The Senior Benefits &amp; Leave Specialist will have responsibility for administering employee leaves and benefits in accordance with carrier contracts, including medical, dental, life insurance, long-term disability, FMLA, PFML (Washington), FSA and COBRA, retirement (403b), pension and Workers Compensation. This position supports for an employee base of around 900. They will be responsible for compliance with federal, state and local regulations affecting health, welfare and retirement benefits and adherence to established company policies. They will provide training and quality assurance support to the HR Generalist on leave and benefits administration. They will also provide consultation to the HR team on workers compensation and complex employee leave and benefits issues.
The Senior Benefits &amp; Leave Specialist will also provide training and technical assistance on the HRIS platforms, including the implementation of new platforms. They will partner with HR leadership to provide data analysis to inform agency leadership decisions.
Key Responsibilities:
Reporting &amp; HRIS :
<ul><li>Provide training and technical assistance to employees and managers on HRIS and benefits platforms.
</li><li>Support HR data analytics efforts by building reports and providing data analysis to inform HR and management decisions.
</li><li>Liaison with agency leaders and stakeholders on implementation of new HRIS and data management tools.
</li><li>Runs and submits monthly eligibility adjustment reports and monthly termination status report. Work with HR team to ensure data accuracy and resolve issues as needed.
</li></ul>Protected Leave Administration:
<ul><li>Process and administer medical leave and disability accommodation requests for employees including FMLA, PFML, Workers Compensation, ADA, and long-term disability.
</li><li>Communicate leave status updates, needs and responsibilities with all stakeholders to include payroll, managers and employees.
</li><li>Effectively interpret and administer leave policies, rules, and have an array of knowledge relating to employee leave and disability policies and law.
</li><li>Train HR Generalist on leave and benefits policies and procedures and provide ongoing technical assistance and quality assurance support.
</li><li>Provide consultation to HR team members on complex employee leave and benefits issues.
</li></ul>Workers Compensation:
<ul><li>Assist employees with Workers Compensation claims.
</li><li>Work with claims management service to resolve claims.
</li><li>Support HR leadership in resolving workers compensation claims.
</li></ul>Benefits Administration:
<ul><li>Coordinate benefit programs including, but not limited to, medical, dental, vision, disability, life and flexible spending.
</li><li>Research and respond to employee questions regarding all aspects of employee benefits and act as a liaison between employees and insurance carriers.
</li><li>Responsible for the input and maintenance of all employee data in HRIS systems and benefits information in vendor websites where a carrier feed does not exist, including processing benefit enrollments, changes and terminations, as well as COBRA.
</li><li>Troubleshoot carrier feed issues by working with current HRIS and insurance vendors.
</li><li>Work closely with payroll to ensure accuracy of employee data, including hires, employee changes, benefits deductions and terminations.
</li><li>Maintain benefit records for all employees annually during open enrollment and routinely for employee qualifying events such as new hires, new benefits, family status changes, and all related plan activities; analyze enrollment data regularly to ensure accuracy.
</li><li>Present pension eligible report to HR leadership before implementation.
</li><li>Coordinate annual Open Enrollment and benefit related events.
</li><li>Maintains regulatory notices, reporting fillings and forms including, but not limited to: ACA mandates, non-discrimination testing, etc.
</li><li>Responsible for reviewing and reconciling monthly benefit invoices.
</li><li>Facilitate new hire and benefits orientations.
</li></ul>Benefit Billing:
<ul><li>Review benefits billing statements prepared by HR Generalist to ensure accuracy and compliance.
</li><li>Reconcile and balance billing statement against benefit enrollment reports.
</li><li>Prepare check requests for all insurance billing statements.
</li><li>Maintain copies of all billing documents in files.
</li><li>Mail out payment to carriers.
</li></ul>Benefit Audit &amp; Compliance:
<ul><li>Following open enrollment, audit benefit forms against system reports to ensure accuracy.
</li><li>Per pay period audit the unused deductions report and contact staff to resolve the issues. Inform HR Director of unusual circumstances.
</li><li>Run reports for ACA measurement periods. In collaboration with the HR Director, track employee hours for ACA determination. Send eligibility letters and benefit packets.
</li><li>Run reports (New Hires, Promos, Transfer) to ensure that all eligible staff is on benefits and their salary grade coincide with their benefit deduction.
</li></ul>Administrative Support:
<ul><li>Perform basic administrative tasks associated with the HR function, and participate in HR Initiatives.
</li><li>Establish strong relationships and collaborate well with HR colleagues and staff.
</li><li>Maintain benefit forms and enrollment packets.
</li><li>Provide basic policy interpretation, benefit eligibility and coverages, training opportunities and requirements, and general workplace questions.
</li><li>Attend Human Resource meetings as needed.
</li><li>Assist with special projects.
</li><li>Other duties as assigned.
</li></ul>Minimum Qualifications
<ul><li>BA in Human Resource Management, Business or related field. May be substituted for on the job experience.
</li><li>Minimum 6 years' experience in benefits and leave administration, including FMLA, PFML, ADA, ACA measurements, workers comp, etc.
</li><li>Technology focused and driven, HRIS database (ADP preferred) ability to analyze data and identify employee trends.
</li><li>Demonstrate an acumen of successfully tracking and dispositioning employee eligibility, and leave-related reporting and documentation compliance.
</li><li>Sets priorities and manages work flow to ensure efficient, timely and accurate processing of transactions and other responsibilities.
</li><li>Strong ability to problem-solve, set and meet deadlines, communicate, work under pressure, organize, prioritize, manage multiple tasks and operate in a fast-paced environment.
</li><li>Excellent attention to detail and ability to self-check work.
</li><li>Adaptable to new or changing circumstances, sensitive to employee needs, self- motivated
