<p></p><div><div><div><div>Seeking highly qualified professional to lead and expand CDM Smith&rsquo;s existing portfolio with the U.S. Army Corps of Engineers (USACE) in support of its civil works mission. CDM Smith, a full-service firm, has served USACE for over 30 years through diverse contracts covering planning, engineering, design, construction, and extensive support in developing decision support and data management systems. The successful candidate will foster growth by aligning CDM Smith&rsquo;s core competencies with USACE priorities and funding as well as expanding new digital solutions into the AEC portfolio.<br>

**The position can be based out of Texas, Northeast, or mid-Atlantic regions of the U.S. We offer in office, hybrid or remote working environments allowing for flexible work options.**<br>

As a Client Service Leader (CSL), you will collaborate with clients, devise strategic partnerships and develop comprehensive solutions in support of USACE&rsquo;s civil works mission. This will include seeking new business opportunities and leading proposal development activities that incorporate existing planning, engineering, and construction services with new digital solutions and digital analytics. As a member of our high-performing team, you will contribute to CDM Smith's federal mission by:<br>

<ul><li>Serving as the client-facing representative by keeping attune to agency initiatives, budgeting, programming, legislation, and organizational changes.</li><li>Identifying and developing new business opportunities with USACE and support pursuits of major civil works and infrastructure projects nationwide, including flood risk management, coastal storm risk management and other USACE mission areas.</li><li>Leading strategic business development efforts (office meetings, capabilities presentations, webinars, etc.).</li><li>Possessing an established business network (client decision-makers and teaming partners).</li><li>Serving as capture manager for proposal efforts to include managing and communicating amongst a diverse team of technical experts and marketing professionals.</li><li>Engaging with Program and Project Managers that will result in the delivery of quality projects that meet scope, schedule, budget and quality commitments to maintain client satisfaction.</li><li>Maintaining awareness of federal marketplace related to business opportunities, including competitors, partners, and subcontractors/subconsultants.</li><li>Contributing to firm's stature by actively participating in leadership roles in professional societies and associations.</li></ul></div>
</div><div><p><b>Minimum Qualifications</b></p>
<ul><li>Bachelor's degree.
</li><li>15 years of related experience.
</li><li>Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.
</li><li>Equivalent additional directly related experience will be considered in lieu of a degree.</li></ul>
</div><div><p><b>Preferred Qualifications</b></p>
<ul><li>Previous related work experience with USACE Civil Works programs.</li><li>Prior experience working for USACE or serving USACE as a consultant.</li><li>Registration as a Professional Engineer (PE), Project Management Professional (PMP), American Institute of Architects (AIA) or other recognized registration.</li></ul>

  Project Summary
 </p>

  The anticipated Sindh Strategic Water Plan (SSWP), supported under the Sindh Water &amp; Agriculture Transformation (SWAT) Project, aims to address Sindh&rsquo;s urgent water‑related environmental, climatic, and socio‑economic challenges. The assignment will develop an integrated, province‑wide strategic water plan that includes scenario analysis, resource management strategies, and regional IWRM plans across short‑ (5‑year), medium‑ (20‑year), and long‑term (50‑year) horizons. Should CDM Smith be successful our pursuit of this assignment, the work will involve advanced modelling for water quantity and quality, institutional and governance strengthening, flood and drought risk management, irrigation and agricultural water assessments, and comprehensive analysis of existing data using tools such as HEC models, Flow‑3D or equivalent modelling platforms.

  Key Expert Description
 </p>

  We are establishing a roster of senior international water resources specialists capable of contributing to planning, analysis, modelling, and strategy development within the SSWP. Experts on this roster may support multiple technical domains including water resources planning, agricultural water management, and water resources modelling. Typical responsibilities may include contributing to scenario development, formulating regional IWRM strategies, undertaking hydrologic and hydraulic modelling, assessing irrigation and agricultural water systems, preparing resource management strategies, and participating in technical coordination within a multi‑disciplinary team. Experts may also contribute to the development of decision‑support tools, training of local counterparts, and preparation of analyses that inform strategic water policy and investment planning.

   Water Resources Planning

  </li>

  Minimum 15 years of professional experience in at least one of the following domains:

   Water resources planning, including regional planning and institutional development
  </li>
  <li>
   Irrigation planning and agricultural water management in arid-zone systems
  </li>
  <li>
   Hydrological and hydraulic modelling for water resource and flood planning
  </li>
 </ul>

  Significant and relevant experience of at least 10 years outside Pakistan.
 </p>
 <p>
  Strong ability to work within multi‑disciplinary teams and coordinate with government institutions.
 </p>
 <p>
  Capacity to communicate complex technical findings to diverse audiences, including policymakers and stakeholders.

  Experience delivering on-the-job training or capacity-building for modelling or planning tasks
