Position Summary

The Director, HR Operations &amp; Services leads the development and delivery of high-quality HR operations and employee support services for Center For Family Services. This role is responsible for ensuring efficient and compliant administration of employee leaves, benefits, HR ticketing, personnel data, and general HR services. The Director also serves as a key leader and executor in employee relations and HR compliance, working collaboratively with the VP of HR to ensure consistent practices across the agency. This role oversees leaves &amp; claims, and benefits, and partners closely with an HR generalist to maintain service delivery standards
Duties and Responsibilities:
HR Operations &amp; Service Delivery
<ul><li>Lead day-to-day HR operations, ensuring timely, consistent, and compliant processing of HR transactions and employee inquiries.</li></ul>
<ul><li>Oversee HR ticketing system functionality, reporting, and resolution tracking; establish and monitor service level expectations.</li></ul>
<ul><li>Partner with HR Generalists to ensure quality assurance on employee data entry, file maintenance, and employee support.</li></ul>

Employee Leaves &amp; Accommodations
<ul><li>Manage and supervise the Leave &amp; Accommodations Specialist; ensure compliance with FMLA, ADA, NJFLA, and related regulations.</li></ul>
<ul><li>Serve as a resource for complex leave and accommodation cases, partnering with legal counsel or external consultants when needed.</li></ul>

Benefits Administration
<ul><li>Supervise the Benefits Administrator and serve as an escalation point for benefits related inquiries and problem resolution.</li></ul>
<ul><li>Partner with Finance, vendors, and internal stakeholders on open enrollment, benefits audits, and compliance reporting.</li></ul>

Employee Relations &amp; Investigations
<ul><li>Lead or oversee sensitive employee relations matters and internal investigations, in partnership with the HR Generalist.</li></ul>
<ul><li>Support policy interpretation, documentation, and HR compliance reviews; ensure consistency and fairness in HR practices.</li></ul>

Data, Systems &amp; Reporting<ul><li>Collaborate with HRIS stakeholders to ensure data accuracy and reporting integrity.</li><li>Monitor operational metrics and generate reports to support compliance, decision making, and continuous improvement. 
</li></ul>Team Leadership
<ul><li>Direct, support, and develop a small team of HR operations professionals.</li></ul>
<ul><li>Foster a culture of service excellence, accountability, and collaborative problem-solving across the HR function.</li></ul>

Qualifications<ul><li>Bachelor's degree in human resources, Business Administration, or related field or related work experience required.</li><li>HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP) preferred.</li><li>7+ years of progressive HR experience with at least 3 years in HR operations leadership.</li><li>Deep knowledge of federal and New Jersey employment laws and leave regulations.</li><li>Experience managing HR systems and overseeing benefits and leave administration in a complex, multi-site environment.
</li><li>Proven ability to handle sensitive employee relations matters with discretion and professionalism.</li><li>Strong organizational, analytical, and communication skills.</li><li>Demonstrated ability to lead and execute large-scale, multi-phase HR projects from planning through completion in a complex, multi-site organization.</li><li>Nonprofit or mission-driven sector experience a plus.

Location: Phillipsburg, NJ

Job Type/Status: Full Time, Monday-Friday, 35 hours each week.

Duties and Responsibilities:
<ul><li>
Develop comprehensive holistic assessments of children, adolescents, adults, older adults, clients with a secondary diagnosis of MR/DD and sexual abuse survivors; involve family members as indicated.</li><li>
Develop individual and family focused treatment plans which are goal directed; involve family members as indicated.</li><li>
Provide individual, group and family therapy to children, adolescents, adults, older adults, clients with secondary diagnosis of MR/DD and sexual assault survivors.</li><li>
Coordinate treatment with other Center for Family Services programs and services.</li><li>
Coordinate treatment planning with DCP&amp;P, schools, the Prosecutor's Office, Probation, Parole, IDRC, Office on Aging and other relevant agencies and services.</li><li>
Complete evaluations and treatment progress notes in accordance with agency policies.</li><li>
Complete reports to be submitted to DCP&amp;P, the Court, the Prosecutor's Office, Probation, Parole and IDRC on a timely basis.</li><li>
Meet with supervisor on a regular basis.</li><li>
Be familiar with community resources and refer clients as indicated.</li><li>
Participates in regularly scheduled department meetings and attends scheduled administrative/clinical meetings</li><li>
Takes responsibility for professional development and meeting licensure requirements for maintaining credentials through attendance at relevant workshops and seminars</li><li>
Participates in Center and Program performance improvement activities.</li><li>
Other duties as assigned.</li></ul>

REQUIREMENTS:
<ul><li>
Master's Degree in Social Work, Psychology, or a related behavioral health field, from an accredited University</li><li>
License for practice in New Jersey (LAC/LPC, LSW/LCSW), in good standing</li><li>
2 years supervised experience in working with mentally ill clients</li></ul>

POSITION SUMMARY:

The Advocate is responsible for victim services, including case management, advocacy, and crisis-counseling as well as presenting educational programs to the community. Advocates report directly to the Program Coordinator.

Duties and Responsibilities:
<ul><li>
Outreach activities to educate and engage the community</li><li>
Provide crisis-intervention and counseling to victims, family members and significant others.</li><li>
Accompany victims through procedures at area hospitals, police departments, prosecutor's office and court. Provide victims with case-related medical and legal information.</li><li>
Collaborate with community partners in order to provide victims with the best resources and services possible</li><li>
Attend community-based meetings and workshops</li><li>
Present program information at health fairs, community events and professional organizations. Assist with promotion of program services.</li><li>
Provide appropriate referrals for victims.</li><li>
Provide coverage for our 24-hour hotline.</li><li>
Maintain victim case files, following state and agency guidelines.</li><li>
Complete monthly and quarterly statistics and reports.</li><li>
Assist with office procedures pertinent to the operations of the program.\</li></ul>

REQUIREMENTS:

The Advocate must successfully complete 40 hour New Jersey State Certified Sexual Violence Advocacy Training provided by Services Empowering Rights of Victims (SERV). Advocates have experience working with people, especially on a one-to-one basis, and demonstrated sensitivity toward the needs of victims. Effective verbal and written communication skills and public speaking is required. A Bachelor's Degree in Social Work, Psychology, Criminal Justice or Human Services is mandatory. Work experience may substitute for education on a year-to-year basis.
