SUMMARY</div><div>
Under direction, this position oversees and manages all aspects of outsourced and in-house maintenance, renovation, remodel, and construction projects and all special projects assigned; oversees performance of consultants, contractors, and other personnel associated with assigned projects, the financial responsibilities inherent in the work, and the equipment, materials, and supplies utilized in performing maintenance and construction functions; and designs or assists in the design, estimates, and management of facilities projects, both renovation and new construction, from the initiation stage through planning, design, and construction.</div><div></div><div>
ESSENTIAL RESPONSIBILITIES</div><ul><li>
Develops conceptual plans and budgets for the Facility Department&rsquo;s projects to support fiscal decision making.</li><li>
Designs, develops, produces drawings and monitor construction of architectural projects.</li><li>
Prepares requests for proposal and conducts all necessary meetings to facilitate hiring of architectural and construction management services.</li><li>
Coordinates, monitors, and reports to the Facilities Manager on all phases of planning (short and long term) and construction.</li><li>
Develops recommendations for the selection of professional services, conducts preconstruction conferences, reviews bids, prepares construction contracts and monitors their execution and distribution.</li><li>
Reviews contract plans and specifications for compliance with appropriate building codes and project requirements.</li><li>
Assists in the development and implementation of operation budgets related to assigned projects and monitors costs/expenditures to ensure adherence to such, as well as established project financial goals and objectives.</li><li>
Analyzes and evaluates effectiveness and cost efficiency in maintenance methods. Recommends and implements adjustments as necessary to increase efficiency, improve operations, decrease response and turnaround times and streamline work processes.</li><li>
Confers with local, state, and federal agencies, and consults various data sources concerning regulatory compliance and requirements for maintenance and construction activities.</li><li>
Assists in the preparation and adherence to project budgets.</li><li>
Inspects and evaluates City facilities.</li><li>
Coordinates projects with other departments and divisions.</li><li>
Prepares specifications for maintenance and improvement projects, also oversees the administration of these projects.</li><li>
Evaluates subordinate personnel (functions and efficiency).</li><li>
Uses computer information systems, energy management systems, and building automation systems to assist in job performance.</li><li>
Serves on interview boards for new applicants, evaluates subordinates, and enforces personnel safety and departmental rules.</li></ul><ul><li>
Performs other job-related duties as assigned.</li></ul><div></div><div>
MINIMUM REQUIREMENTS</div><div>
Bachelor&rsquo;s Degree in Construction Management, Architecture, Engineering, Business and a minimum of three years of project management or construction management experience is preferred. Registered Architect licensed to practice in the State of Texas is preferred. Valid Texas Driver&rsquo;s License required.</div><div></div><div>
KNOWLEDGE, SKILLS, AND ABILITIES</div><ul><li>
Knowledge and understanding of construction practices/techniques, Title III of ADA, contract laws, project controls and building support systems.</li><li>
Ability to use highly technical computer applications, such as GIS or CAD</li><li>
Demonstrated ability to show good initiative, leadership, tact, sound judgment, and enthusiasm.</li><li>
Knowledge of effective management principals and techniques.</li><li>
Ability to use tools used in building maintenance and construction and custodial trades.</li></ul><ul><li>
Ability to operate computers for data entry and word processing.</li><li>
Strong verbal and written communication skill.</li><li>
Ability to operate small office equipment, including copy machines or multi-line telephone systems.</li></ul><div></div><div>
