The City of Bloomington seeks an individual to plan, develop, implement, and evaluate programs and initiatives designed to promote equity, inclusion, and a healthy, connected workplace culture. This position serves as a project manager for initiatives that foster belonging, improve employee engagement, and ensure equitable access to opportunities and resources across the City organization. The role supports the City&rsquo;s vision of being a vibrant, safe, and welcoming place where all employees and community members can thrive.<br>

<div><p>Project Management</p><ul><li>
Plan, develop, implement, and evaluate programs and initiatives designed to promote equity, inclusion, and a healthy, connected workplace culture</li><li>
Lead and manage culture-based initiatives, including employee onboarding improvements, mentorship program development, and workplace culture assessments</li><li>
Monitor and analyze program benchmarks using an analytical framework to show the impact and outcome of projects</li><li>
Manage and maintain strong relationships with a broad set of stakeholders, including senior government officials and other stakeholders of City services</li><li>
Bridge communications across diverse stakeholder groups to influence and advance equity and workplace culture initiatives while fostering trust and collaboration</li><li>
Serves as staff liaison to the Human Rights Commission and ensure alignment with City goals for equity, inclusion, and community engagement</li><li>
Track and analyze project benchmarks to demonstrate progress and outcomes</li></ul>
Workplace Culture Development<ul><li>
Lead or support Citywide initiatives that strengthen belonging, trust, and engagement among employees</li><li>
Partner with Human Resources to integrate equity and inclusion principles into onboarding, performance management, and recognition programs</li><li>
Facilitate employee listening sessions, surveys, and focus groups to assess organizational culture and identify opportunities for improvement</li><li>
Promote cultural awareness, wellness, and professional development through events, campaigns, and trainings</li><li>
Serve as a connector between leadership and staff, ensuring employee voice and feedback inform City policies and initiatives</li></ul>
Training and Learning<ul><li>
Collaborate across departments to implement training that builds cultural competency, inclusive leadership, and equity awareness</li><li>
Create and maintain resources and toolkits that enhance staff understanding of systemic inequities and inclusive practices</li><li>
Facilitate learning experiences that promote empathy, collaboration, and understanding across diverse teams</li><li>
Support organizational learning goals by coordinating workshops, retreats, and leadership development sessions focused on belonging and engagement</li></ul>
Administrative and Technical Support<ul><li>
Draft internal and external communications to promote transparency, awareness, and engagement around workplace culture and equity initiatives</li><li>
Respond to data and reporting requests on metrics related to equity, inclusion, and workplace culture</li><li>
Support meeting coordination, presentations, and materials for leadership and community stakeholders</li><li>
Perform other duties as apparent or assigned</li></ul><br>

<div><h2 class="jobSectionHeader"><b>Minimum/Desirable Qualifications</b></h2></div>
<div><p><b>MINIMUM QUALIFICATIONS</b></p><br>
<ul><li>
Three years of experience performing human resources, diversity, equity, inclusion, organizational culture or project management work</li><li>
Two years of experience facilitating DEI or workplace culture training</li><li>
Ability to thoughtfully communicate with and respectfully engage diverse stakeholders around a shared vision for achieving results</li><li>
Three years of experience applying culturally sensitive practices while working with individuals from diverse backgrounds</li></ul><b>
DESIRABLE QUALIFICATIONS</b><br>
<ul><li>
Bachelor&rsquo;s degree or higher in human resources, organizational development, public administration, race/gender studies, or a related field</li><li>
Three or more years in the public sector performing organizational development, diversity equity/inclusion or project management duties</li><li>
Additional experience engaging community capacity building with marginalized communities, including BIPOC, first generation, LGBTQIA+, low income, and disability communities</li><li>
Experience designing and managing employee engagement or wellness programs</li><li>
Familiarity with survey design, data analysis, or organizational development assessment tools</li></ul></div><p></p>
