<div><div><div><p><b>GENERAL PURPOSE:</b></p></div><div><p><br>
Performs a variety of routine and complex technical work in the interpretation and enforcement of adopted codes and rules and regulations related to code enforcement and health inspections.</p></div></div><div><div><p><b><br>
SUPERVISION RECEIVED AND EXERCISED:</b></p></div><div><p><br>
Receives direct supervision from the Code Compliance Supervisor.</p></div></div><div><div><p><b><br>
ESSENTIAL DUTIES AND RESPONSIBILITIES:</b></p></div><div><div><p><br>
Examines abandoned and existing buildings or structures to insure structural strength, stability, sanitation. Ensures that adequate light and ventilation, safety to life and property from fire and other hazards incident to the construction, alteration, repair, removal, demolition, use and occupancy of buildings, structures or premises.</p><p><br>
Examines premises to insure safety to life and property from fire and other hazards by abatement of weeds and grass, litter, abandoned building materials or appliances, junk yards, etc.</p><p>
Performs on-site inspections of abandoned and existing buildings, including commercial and residential premises, abandoned structures, abandoned vehicles, illegally parked vehicles, etc. to insure that all building, zoning, nuisance, and other codes and ordinances are followed. Examines vehicles to insure safety to public and abates vehicles in violation of the Junked Motor Vehicle Ordinance. Assists in researching problems and complaints regarding commercial and residential buildings, and code compliance. Responds to complex and sensitive building issues. Assists in resolving complex and sensitive customer service issues, either personally, by telephone or in writing; maintains records and documents of customer service issues and resolutions. Coordinates with builders and contractors and ensures that administrative warrants are prepared correctly for the abatement of code violations.
</p><p>Responds to complaints of potential code violations relating to signage, building occupancy, nuisances, hazardous sidewalks or other conditions, housing conditions, land use, zoning, noise, dumping, clearing, grading, filling, polluting, or other code related matters.</p><p><br>
Conducts field investigations of potential violations; gathers evidence; questions complainants, witnesses, and suspects; compares facts to code requirements; make findings; and issues warnings, correction notices, or citations for failure to comply with ordinances and code violations.</p><p>
Remains available by radio or telephone for consultation on major emergencies and minor incidents.</p><p><br>
Meets with owners, tenants, contractors, developers, businesses, etc. to review and explain health and code requirements and violations or potential violations; secures code compliance.</p><p>
Patrols and/or inspects an assigned area to monitor for violations of local codes. Oversees the process for notification of the property owner, tenant, and mortgagee of code violations on sub-standard and dangerous buildings, and prepares unsafe building reports.</p><p><br>
Drafts and distributes a variety of correspondence, memoranda, notices, flyers, brochures, media releases, and reports relating to code compliance issues and actions.</p><p><br>
Provides information to persons who request information or assistance in health or code compliance related matters.</p><p><br>
Maintains a variety of logs and records related to inspection and enforcement activities; prepares recommendations for amendments and additions to codes or regulations which relate to the position.</p><p><br>
Coordinates efforts with the police, fire, planning, building, and other related Departments, the prosecuting attorney, and other staff or agencies, as needed.</p><p><br>
Works with police and prosecutors to obtain appropriate statements, depositions, or admissions, as needed.</p><p><br>
Carries out duties in conformance with Federal, State, County, and City laws and ordinances.<br>

<p>Prepares and reviews cases being prepared for trial with emphasis on the evidentiary and legal issues crucial to successful prosecution and presents exhibits or other evidence in court as required. Prepares detailed reports of activities and investigations made; consults with prosecutors and prepares case report for court action; testifies in court.</p><p><br>
Prepares, reviews, and retains a variety of weekly, monthly and yearly reports, memorandums, letters, and other reports and records related to health inspection and code compliance activities.<br>
</p><br>
<p>Researches, develops recommendations for amendments or additions to codes or health regulations.
</p><p>Maintains, cleans, and repairs equipment, facilities, supplies, and staff vehicles.</p><p><br>
Attends and participates with staff, board, and committee meetings.<br>
</p><br>
<p>May produce, present, or coordinate community service programs. May speak publicly in the promotion of Department programs.<br>
</p><br>
<p>Attends training, conferences and meetings to keep abreast of current trends in the field and obtain or maintain certifications; represents the Department in local, County, State, and other meetings.</p><p><br>
Conducts food service inspections at food handling establishments, daycare centers, schools, foster/adoption homes, nursing homes, temporary events, for mobile food vendors, etc. to investigate complaints or to survey for violations of city ordinances, codes, policies, or State law.</p><p><br>
Must be able to follow directions.</p><p><br>
Ability to perform related duties and responsibilities as required.</p><p><br>

DESIRED MINIMUM QUALIFICATIONS:</b></p></div><div><div><p><br>
Graduation from a high school or GED equivalent;</p><p><br>
One (1) year experience related to inspection, law enforcement, building inspection, land use, public administration or a related field;<br>
</p><br>
<p>Any equivalent combination of education and experience;</p><p><br>
Certification from an approved Food Managers Course within 30 days of employment;</p><p><br>
Must have a valid Texas driver's license by date of hire; Must have a Texas Code Enforcement Officer license or the ability to pass the Code Enforcement Officer test within six months from date of hire and obtain license within one year from date of hire.<br>

Knowledge of streets, procedures, and City Codes used by the Code Compliance Department;<br>

<p>Knowledge of code enforcement principles, practices and methods applicable to a municipal setting;<br>

<p>Knowledge of applicable laws, standards, and regulations relating to various land use, nuisance, and public safety codes;<br>
</p><br>
<p>Knowledge of inspection techniques;</p><p><br>
Skills in dealing directly with people in a customer service setting and as a result must have good interpersonal skills;<br>
</p><br>
<p>Skills in communication both written and verbal communication skills;</p><p><br>
Ability to complete multiple tasks in a busy environment;</p><p><br>
