Job Title: Municipal Utility Clerk / Treasurer Assistant Department: Utilities / Finance Reports To: Treasurer / Mayor / Utility Supervisor Salary: Salary based on experienceBACKGROUND CHECK REQUIREDPosition SummaryThe City of Dover is seeking a reliable and detail-oriented Utilities Clerk to support daily billing, customer service operations, ensure compliance with municipal accounting standards, internal controls and regulatory requirements. This position also offers the opportunity for cross-training in municipal finance and human resources functions, providing a pathway for professional growth into potential future leadership roles.PLEASE INCLUDE UP TO DATE CONTACT INFORMATIONEssential Duties and ResponsibilitiesUtility Billing &amp; Customer Service<ul><li>Maintain accurate water and sewer account records in accordance with municipal accounting standards</li><li>Serve as the primary point of contact for residents regarding utility billing inquiries, service requests, and complaints.</li><li>Research and respond to difficult customer problems and complaints, professionally and effectively present information, provide solutions.</li><li>Provide courteous, professional, and accurate customer service in person, by phone, and in writing, organize and maintain departmental files.</li><li>Generate late fee notices, delinquent account reports, and coordinate collection efforts with the Mayor and Treasurer</li><li>Maintain and monitor bad debt accounts and assist with collection and recovery processes</li></ul>Financial &amp; Accounting Support<ul><li>Process utility payments, including water tap fees and customer deposits</li><li>Safeguard and accurately handle cash, checks, and electronic transactions</li><li>Balance daily receipts and prepare bank deposits in compliance with internal control procedures</li><li>Reconcile multiple bank accounts, assist with monthly financial processes, including transfers</li><li>Prepare routine financial reports and maintain supporting documentation for audits and regulatory reviews</li><li>Assist Treasurer with accounts payable/receivable, payroll, and withholdings as needed</li><li>Assist with Court</li></ul>Records Management &amp; Compliance<ul><li>Maintain accurate, secure, and confidential customer account records, including personal identification and service data</li><li>Ensure compliance with record retention policies and privacy requirements</li><li>Update Water Utility Database (WUDB) records and coordinate with municipal and regional water providers regarding debt recovery</li></ul>Administrative &amp; Operational Support<ul><li>Provide administrative support to Utility Supervisors and Public Works Department</li><li>Coordinate and assist with work orders, meter installations, repairs, replacements, maintenance, and service changes</li><li>Process water service requests including turn-ons, shut offs, and account updates</li><li>Prepare correspondence, reports, and public notices</li></ul>QualificationsEducation &amp; Experience<ul><li>High school diploma or equivalent required</li><li>Associate degree or coursework in accounting, business administration, or related field preferred</li><li>Previous experience in clerical, accounting, or municipal government work preferred</li></ul>Knowledge, Skills, and Abilities<ul><li>Knowledge of governmental accounting principles and payroll procedures preferred</li><li>Strong data entry skills with a high level of accuracy and attention to detail</li><li>Ability to handle and safeguard financial transactions responsibly</li><li>Proficiency in office software and accounting systems</li><li>Ability to manage multiple tasks and meet deadlines</li><li>Strong organizational and recordkeeping skills</li><li>Ability to maintain confidentiality and handle sensitive information</li></ul>Interpersonal Skills<ul><li>Ability to establish and maintain effective working relationships with employees, officials, and the public</li><li>Ability to handle public relations issues and difficult situations with professionalism and courtesy</li><li>Strong written and verbal communication skills</li></ul>&middot; Career Development Opportunity: This position includes cross-training in finance and human resources functions such as budgeting, payroll, compliance, and reporting.
