<b>DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS</b><br>
This position is responsible for the oversight of various functions performed by the city&rsquo;s contracted third-party administrator and for completion of various assignments for municipal and classified injured employees qualifying for Workers&rsquo; Compensation benefits, including Salary Continuation.</p><ul><li>
Facilitates the progression of workers&rsquo; compensation cases for assigned departments in accordance with regulations and established procedures.</li><li>
Maintains timely, concise, and professional communication, guidance, and education to injured employees, caregivers, and department supervisors.</li><li>
Performs a variety of record keeping activities, including but not limited to accurate preparation and/or documentation of communication, work status changes, bona fide offers of employment, statutory employer forms, medical questionnaires, and payroll time codes.</li><li>
Collaborates with department partners to maintain an active listing of available transitional duty assignments across city departments.</li><li>
Cooperates with department/division leadership to prepare, edit, and revise standard operating procedures, as requested.</li><li>
Attends meetings, seminars, and conferences as a representative of the department/division.</li><li>
Acts as liaison between the injured employee, the third-party administrator, cross-functional HR teams, labor unions, and other city departments.</li><li>
Participates in special projects assigned by the Director and/or the department/division head.</li><li>
Facilitates training sessions for injured employees, supervisor/managers, and other key stakeholders.</li><li>
Meets various performance measures as established by department.</li><li>
Responds timely to the inquiries, requests, and needs of key stakeholders.</li><li>
Adapts and maintains effectiveness during times of changing assignments and/or processes.</li><li>
Performs other duties, as assigned.</li></ul><b>

<div><p><b>EDUCATION REOUIREMENTS</b><br>
Requires a bachelor's degree in business administration, Finance, Accounting or a related field.<br>

<b>EXPERIENCE REOUIREMENTS</b><br>
Four years professional experience in Finance, Accounting or Worker&rsquo;s Compensation are required; three years of which are in Worker&rsquo;s Compensation.<br>
<br>
<b>SUBSTITUTIONS:</b><br>
Worker's compensation related experience at the professional level may be substituted for the education requirement on for-year basis.<br>
<br>
<b>LICENSE REOUIREMENTS</b><br>
A Texas Workers&rsquo; Compensation Adjuster License is required.</p></div><br>

<b>DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS</b></p><p><br>
The City of Houston's Public Works Department is seeking a skilled and experienced professional to join its wastewater operations team as a Supervising Engineer. This role focuses on applying expertise in biosolids and residuals management, service contract management, wastewater treatment process engineering, and capital equipment procurement. The ideal candidate will bring advanced technical knowledge and practical experience to manage logistics, improve operational efficiencies process optimization, and regulatory compliance. In this position, the selected candidate will:</p><ul><li>
Provide supervision and coordination of technical personnel, activities, resources, projects, and contracts of extensive monetary value to the City.</li></ul><ul><li>
Identify project objectives, prepares bid documents, evaluate proposals, and provides recommendations.</li><li>
Coordinate efforts and measure settled solids accumulation in wastewater process units, identify priorities, bid and award contracts, issue and execute work orders, respond to RFIs and negotiate contract changes, manage budget, closeout contracts, and prepare reports.</li></ul><ul><li>
Apply technical expertise in wastewater process engineering, residuals and sludge management, sand and grit removal, and regulatory compliance monitoring and reporting.</li><li>
Prepare and monitor equipment deployment and sludge/biosolids transportation and disposal schedules, track progress, revise and update schedules as needed to address plant operational needs to ensure operational continuity.</li><li>
Make plans to provide wastewater residuals/biosolids transportation and disposal services during emergencies due to the equipment breakdown, weather conditions, and conditions on transportation routes and disposal sites with the focus on operational continuity, public safety, regulatory compliance, effective use of resources, and minimizing transportation and disposal costs.</li><li>
Perform project inspections, investigations and root cause analysis of the issues to identify preventive and corrective actions and provide recommendations.</li><li>
Perform condition assessment of capital equipment, identify and recommend needed repairs and rehabilitation, develop scope of work, coordinate activities with all stakeholders involved, prepare procurement documents and work through installation and performance test of the replacement capital equipment in compliance with the City&rsquo;s procurement policies and guidelines.</li><li>
Review contract submittals, review and process invoices, track and manage contract budgets to ensure availability of funds.</li><li>
Provide leadership and technical guidance by analyzing information and data to develop solutions and improve systems and plans.</li><li>
Write technical specifications and reports, prepare plans and checklists, compile projects manuals, identify design standards, establish goals, and develop and evaluate performance of projects and personnels.</li><li>
Develop and implement SOPs and guidelines for different processes and systems.</li><li>
Run pilot programs, test hydraulic and process modelling to evaluate new and innovative technologies to improve operational efficiencies, performance improvement, system optimization, spill prevention, increase safety, and compliance.</li><li>
Respond to inquiries by departments, consultants, agencies, and general public.</li></ul><br>

WORKING CONDITIONS</b><br>
The position is physically comfortable. The individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.<br>

<div><h2 class="jobSectionHeader"><b>MINIMUM REQUIREMENTS</b></h2></div>
<div><p><b>EDUCATIONAL REQUIREMENTS</b><br>
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.<br>

OR<br>
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.<br>
<br>
<b>EXPERIENCE REQUIREMENTS</b><br>
Six (6) years of active practice in engineering work after graduation from an approved curriculum in engineering, with two of the years as a licensed Professional Engineer are required.<br>
<br>
<b>Substitution: </b>A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.<br>
<br>
<b>LICENSE REQUIREMENTS</b><br>
Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.<br>
May require a valid Texas Driver&rsquo;s License and in compliance with the City of Houston&rsquo;s policy on driving.</p></div>

WORKING CONDITIONS</b></div><div>
The position involves considerable physical exertion, such as regular climbing of ladders, lifting of heavy objects (up to 80 pounds) on a highly frequent basis and/or assuming awkward positions for long periods of time.
