<p></p><div><p>The City of Kenosha is seeking a dynamic and innovative person to fill the position of Stormwater Engineer in our City Engineering Department. Under the direction of the Assistant City Engineer, this person will oversee the planning, design, and construction of both small and large scale stormwater projects.</p><div><br>
This is an unprecedented time in the history of the City of Kenosha with very large capital investments by the City in its infrastructure and community. This includes the redevelopment of a former automobile manufacturing facility on 107-acres located in the heart of Kenosha, and over $450 million of planned investments in the downtown area and infrastructure. The City of Kenosha&rsquo;s stormwater treatments and collections will need replacements/upgrades due to areas prone to flooding and the age of the current infrastructure.</div><div><br>
The stormwater engineer will apply knowledge and engineering principles to solve both simple and complex stormwater, drainage, and erosion control issues while working closely with our engineering staff, interns, elected officials, residents, and regulatory agencies. Additionally, this position may lead and mentor our other stormwater engineers, EIT's, and interns to further expertise in the stormwater discipline.</div><div><br>

<div><h2 class="jobSectionHeader"><b>Example of Duties &amp; Responsibilities</b></h2></div>
<p></p><div><ul><li>Schedules, supervises, and designs complex stormwater engineering design projects.</li><li>
Writes bid specifications; participates in the development and design of major and complex projects, evaluates project costs, and develops and recommends special assessments for special projects.</li><li>
Supervises and participates in the analysis and review of stormwater engineering studies and designs prepared by professional consultants; supervises and participates in the selection process for the services of technical consultants.</li><li>
Prepares reports and recommendations for the consideration and request for action of professional and administrative superiors and committees.</li><li>
Conducts special engineering studies and projects relating to technical and administrative aspects of the public works function.</li><li>
Inspects and/or supervises the inspection of construction projects while in progress and upon completion for adherence to plans and specifications.</li><li>
Interprets plans and specifications; approves design changes during construction; reviews contractors' change orders and payment requests and makes recommendations to assistant engineers.</li><li>
Provides a review of development plans to City Development in regards to stormwater management, grading plans, and erosion control.</li><li>
Inspects and assists with drainage complaint resolutions.</li><li>
Assists with administrative responsibilities of the Stormwater Utility.</li><li>
Assists property owners, contractors, and engineers with questions regarding drainage and stormwater management, including on-site investigations.</li><li>
Reviews engineering plans and permit submittals for compliance with City, State, and Federal regulations regarding erosion control, stormwater management, floodplain management, and wetland protection.</li><li>

<div><h2 class="jobSectionHeader"><b>Requirements</b></h2></div>
<p></p><div><ul><li>Bachelor's Degree from an accredited college or university in civil engineering.</li><li>
A minimum of five (5) years of experience in engineering practices related to the area of assignment; or an equivalent combination of training and experience.</li><li>
Registration as a Professional Engineer (PE) in the State of Wisconsin or the ability to obtain a Wisconsin PE by the end of the probationary period (1 year) through reciprocity or comity.</li><li>
Stormwater design and inspection are desired.</li><li>
Previous experience with review and/or design of engineering plans, specifications, and design calculations for recommendation is desirable.</li><li>
Development of plans and specifications for stormwater related projects, including but not limited to road resurfacing and reconstruction, sidewalks, curb, gutter, and grading, is desirable.</li></ul>
Knowledge, Abilities and Skills:<ul><li>
Knowledge of engineering and construction principles and practices as applied to the design, construction, and maintenance of public works facilities in the area of specialization.</li><li>
Knowledge of mathematical engineering applications, land and surveying methods, and general public works operations.</li><li>
Ability to assemble and prepare engineering cost estimates.</li><li>
Knowledge of the laws and regulations applicable to the design, construction, and inspection of a variety of public works projects.</li><li>
Ability to supervise the work of technical personnel involved in design and construction projects.</li><li>
Ability to establish and maintain effective working relationships with employees, contractors, developers, officials, City residents, and the general public.</li><li>
Ability to read and interpret construction plans and specifications.</li><li>
Ability to prepare assessments for engineering and construction projects.</li><li>
Ability to read and interpret legal documents such as State Statutes, Code of General Ordinances, and zoning ordinance.</li><li>
Knowledge of computer design software such as, but not limited to AutoCAD Civil 3D, XPSWMM, WinSLAMM, HydroCAD, is highly desirable.</li><li>
Knowledge of stormwater management principles and stormwater engineering design.</li><li>
Knowledge of hydrologic and hydraulic calculations.</li><li>
Knowledge of floodplain and wetland regulations.</li><li>

Physical Requirements:<ul><li>
The tasks involve at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pound) items and occasionally very heavy (100 pounds or over) items; or may involve the complex operation of gasoline, electric, or diesel-powered machinery or shop equipment requiring the manipulation of multiple controls, fine adjustments or both; or the sustained operation, on a production basis, of such devices as offset presses with associated equipment.</li></ul>

Stormwater Engineer

<div><p>The Construction Maintenance Lead is considered the Foreman and directs coordinates, performs skilled street maintenance and construction, snow removal, and/or waste collection, and does related work as required.</p><div><br>

The employee in this classification does both manual and coordination work as a lead person responsible for other employees. Under general supervision, the Lead is accountable for employees, tools, and equipment assigned to his/her crew. The employee assigns specific jobs and duties within his/her crew and has the responsibility to see that they are efficiently and correctly performed. The work often necessitates on-the-spot decisions, although general supervision and direction are exercised by department supervisors. The employee in this class operates vehicles and other equipment which requires special skills as well as a Commercial Driver's License (CDL). <b>In addition, this position is required to work snow and ice control and other emergencies multiple days in a row including nights, weekends, and holidays.</b></div><p></p>
<div><h2 class="jobSectionHeader"><b>Example of Duties &amp; Responsibilities</b></h2></div>
<p></p><div><ul><li>Coordinates crews which perform extensive sewer, manhole, storm inlet, asphalt and concrete pavement repairs and curb and gutter grading projects.</li><li>
Coordinates and performs street maintenance and construction and/or waste collection.</li><li>
Plans, assigns and coordinates crews engaged in plowing, salting, and drift control.</li><li>
Performs snow and ice removal for periods of up to 18 hours several days in a row including weekends and holidays.</li><li>
Enforces City work and safety rules; advises work crews of necessary safety precautions.</li><li>
Trains and evaluates crew members in proper work methods.</li><li>
Enforces quality control and production standards established by supervision.</li><li>
Checks roads for determination of repairs; maintains and prepares accurate and neat records, documents, information, time and equipment reports.</li><li>
Performs duties of Dispatcher in his/her absence.</li><li>
Carries out Digger's Hotline duties.</li><li>
Coordinates crews which install signs, paints or applies plastic road markings according to traffic engineering specifications.</li><li>
Coordinates and performs the routine maintenance of buildings and equipment.</li><li>
Could supervise yardwaste curbside collection and crack filling.</li><li>
May coordinate several crews concurrently.</li></ul>
Other Required Duties and Responsibilities:<ul><li>
Coordinates construction techniques and is responsible for tools, equipment and work of other employees.</li><li>
Operates and coordinates the operation of specialized tools and equipment such as excavators, front end loaders, dumptrucks, sewer flushers, jackhammers, compactors, concrete saws, rollers, skid-steer loaders, tractors, garbage trucks, salt conveyors, material spreaders, chain saws, cutting torches, mowers, paint machines, paint line removers, levels, transits and other tools and equipment typically used in the construction trades.</li><li>
Inspects and accurately reports or documents status of street conditions or construction progress. Maintains inventories on computer or tablet.</li><li>
Coordinates the proper use and care of tools and equipment used in performing these duties.</li><li>
Does related work as required.</li></ul>

<div><p>Education, Training and Experience:</p><ul><li>
High school diploma, HSED or GED.</li><li>
Three years of experience in performing skilled and unskilled construction tasks.</li><li>
Three years commercial experience with concrete or sewer repair.</li></ul>
Knowledge, Skills and Abilities:<ul><li>
Considerable knowledge of street maintenance repair procedures, tools and equipment.</li><li>
Technical knowledge and understanding setting forms, sewer pipes, manhole barrels and inlet castings at the proper grade and elevation.</li><li>
Ability to establish proper grades for sewer tiles, manhole and inlet castings, concrete forms, landscaping and asphalt repairs.</li><li>
Ability to interpret grade stakes, elevation points and work off of blueprints.</li><li>
Ability to read blueprints and complete jobs to within stated specifications.</li><li>
Thorough knowledge of confined space safety procedures and requirements.</li><li>
Ability to properly enter a confined space such as a manhole to inspect or perform related repairs.</li><li>
Ability to work in dirty, potentially dangerous situations using proper safety equipment and procedures.</li><li>
Thorough knowledge of trench safety procedures and requirements.</li><li>
Ability to perform complicated math calculation and estimate quantities of materials such as trench backfill, concrete volumes, weight limits, and asphalt tonnage.</li><li>
Considerable knowledge of occupational hazards and safe work practices.</li><li>
Considerable skill in the operation of appropriate construction or maintenance equipment.</li><li>
Ability to follow and give simple oral and written directions.</li><li>
