<p></p><div><ul><li>Supervise and participate in general accounting operations for an assigned accounting function or group of funds;</li><li>
Review transactions to ensure conformance with general accounting practice and established standards and procedures;</li><li>
Make adjustments to transactions as necessary;</li><li>
Estimate revenues and expenses for periodic accounting reports;</li><li>
Develop and prepare non-standard reports or management information;</li><li>
Prepare statements for monthly financial operations report, including balance sheets, statements of revenues, expenses, and retained earnings, and budget reports;</li><li>
Prepare financial statements for annual financial report, including disclosure notes;</li><li>
Prepare schedules and reports required or requested by external auditors;</li><li>
Recommend solutions for problems and proposed changes in accounting function;</li><li>
Review accounting standards adopted by professional boards and recommend operational changes to comply with standards;</li><li>
Reconcile accounts monthly (research, substantiate and correct balances if needed);</li><li>
Monitor the work of clerical or bookkeeping staff handling accounting operations;</li><li>
Coordinate the work of lower level professional accountants and assist in training.</li><li>

<div><p>Completion of a bachelor degree in accounting, or a related field with an additional three years experience in accounting or any combination of relevant education and experience which provides the following:</p></div>

Senior Accountant-Cash Management/AR

<p></p><div><p>The HR Generalist( Benefits Administration) is responsible for administering and managing the City of Lubbock&rsquo;s employee benefits programs while supporting general HR operations. This role ensures that all benefits programs are administered accurately, efficiently, and in compliance with company policies and applicable laws and regulations. The position also provides guidance to employees regarding benefits, offers support during onboarding/offboarding, and assists with HR initiatives that enhance employee engagement and satisfaction.</p></div><p></p>
<div><h2 class="jobSectionHeader"><b>Essential Functions</b></h2></div>
<p></p><div><ul><li>Administer and manage employee benefits programs, including health, dental, vision, life insurance, disability, retirement plans, wellness programs, and leave of absence policies.</li><li>
Serve as the primary contact for employees regarding benefits-related inquiries and issues.</li><li>
Coordinate annual open enrollment, including communication materials, vendor coordination, and employee education sessions.</li><li>
Ensure compliance with federal, state, and local laws (e.g., ERISA, FMLA, COBRA, ACA, HIPAA).</li><li>
Process benefits enrollments, changes, and terminations in the TPA platforms and with vendors.</li><li>
Reconcile monthly benefits invoices and ensure timely payments.</li><li>
Maintain accurate employee records and prepare reports related to benefits utilization, costs, and trends.</li><li>
Support new hire onboarding and benefits orientation.</li><li>
Assist with policy development, employee relations, performance management, and other HR initiatives as needed.</li><li>
Partner with payroll to ensure accurate benefits deductions and adjustments.</li><li>
Recommend improvements to benefits processes and employee experience.</li><li>

<div><h2 class="jobSectionHeader"><b>Qualifications</b></h2></div>
<p></p><div><ul><li>Requires a Bachelor's degree or an Associate&rsquo;s degree and two-years related work experience performing Human Resources functions.</li><li>
Must pass pre-employment drug screen, criminal background, and MVR.</li><li>
Must possess a valid State of Texas Driver's License.</li></ul></div><p></p>

Ability to learn and comprehend Federal, State, City rules, regulations, guidelines, policies and procedures and systems, as well as, general Human Resources practices related to the above essential functions.</li><li>
