 The incumbent is responsible for the management and operation of the City&rsquo;s Traffic Engineering Division. Assignments are complex in nature and are carried out within established policies, procedures, regulations and guidelines issued by the City and by the appropriate County, State and Federal agencies. Work is reviewed through observation, conferences, reports, and for results obtained. The incumbent exercises considerable independent judgement and the position requires diplomatic skills.
 
 
 <ul>
 <li>
 Plans, directs, coordinates and supervises the activities of the Traffic Engineering Division.
 </li>
 <li>
 Establishes standards, plans, schedules and procedures for expanding, operating and maintaining the City&rsquo;s Traffic operations.
 </li>
 <li>
 Prepares detailed reports, memoranda and correspondence; prepares traffic equipment and bid specifications; reviews and approves purchase orders for repairs, parts, products and services.
 </li>
 <li>
 Ensures that all required County and State documentation is provided in a timely manner.
 </li>
 <li>
 Supervises the development and maintenance of various records and reports pertaining to maintenance programs, schedules, and timetables; assists in establishing and administering traffic maintenance policies and standards; communicate and directs implementation of changes in policies, standards, and regulations to subordinates.
 </li>
 <li>
 Appraises adequacy of traffic control devices, facilities, and develops plans and priorities for modification and extensions; evaluates soundness and efficiency of operations; supervises the installation of improvements; develops work programs and budgetary estimates.
 </li>
 <li>
 Maintains liaison with appropriate County and State agencies regarding the City&rsquo;s Traffic Operation and Control Devices
 </li>
 <li>
 Supervises and coordinates activities of Traffic Signal Technicians, Signage Services Technicians, Traffic Signal/ATMS Coordinator, and Sign Shop Supervisor; assigns specific projects and monitors activities to ensure compliance with City and State standards.
 </li>
 <li>
 Controls and allocates available resources; prioritizes projects based on greatest need and monitors budget to ensure maximum utilization of resources.
 </li>
 <li>
 Manages and participates in the development and administration of the Traffic Engineering Division annual budget; directs the forecast of funds needed for equipment, materials, supplies, special programs and projects; directs the monitoring of and approval of expenditures; directs and implements adjustments as necessary.
 </li>
 <li>
 Monitors and evaluates the efficiency and effectiveness of traffic maintenance and operations activities and procedures; assesses and monitors work loads, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and reviews with City Engineer; and implements improvements.
 </li>
 <li>
 Responds to and resolves difficult and sensitive citizen inquiries and complaints.
 </li>
 <li>
 Performs field reviews for active projects and upgrades.
 </li>
 <li>
 Attends meetings with FDOT, TPO, Consultants, Pre-Con, and departmental leads.
 </li>
 <li>
 Performs other assigned duties as assigned.
 </li>
 <li>
 High School Diploma or equivalent;
 </li>
 <li>
 Ten (10) years of related experience to include a minimum of (5) years&rsquo; experience involving Advanced Traffic Management Systems (ATMS) and Traffic Management Center Operations.

 Licenses, Certifications or Registrations:
 
 
 
 <ul>
 <li>
 Must possess and maintain a valid Florida driver&rsquo;s license.
 </li>
 <li>
 Must possess IMSA Traffic Signal Level II (Level III certification is preferred)
 </li>
 <li>
 Must possess Signs &amp; Marking Level III and Traffic Signal Inspector certifications.
 </li>
 <li>
 Knowledge of modern practices in Traffic operations administration.
 </li>
 <li>
 Knowledge of modern management and supervisory techniques.
 </li>
 <li>
 Knowledge of municipal departmental operations and their relationship to overall City objectives and goals.
 </li>
 <li>
 Knowledge of Federal, County and State regulations relating to traffic operations.
 </li>
 <li>
 Skill in the transmittal of both written and oral information.
 </li>
 <li>
 Skill in the use and operation of a personal computer.
 </li>
 <li>
 Ability to plan, delegate and coordinate the work of City staff, contractors and State inspections.
 </li>
 <li>
 Ability to work outside in inclement weather conditions including heat, humidity, rain, cold.
 </li>
 <li>
 Ability to work while exposed to excessive wind, fumes, odors, noise, vibration and dust.
 </li>
 <li>
 Ability to read and comprehend technical and professional manuals, procedures, periodicals, maps, wiring diagrams, schematics, instructions, safety rules, memos and letters.
 </li>
 <li>
 Ability to plan and schedule Traffic Engineering Division employee training and certifications.
 </li>
 <li>
 Ability to prepare and adhere to a division budget.
 </li>
 <li>
 Ability to plan, prioritize, schedule and supervise the work of others.
 </li>
 <li>
 Ability to establish and maintain effective working relationships with other City departments, subordinates, superiors, other public agencies and vendors.
 </li>
 <li>
 Ability to review, analyze and interpret data and to formulate action plans.
 </li>
 <li>
 Ability to write compound sentences relating information, data, and details in report or summary form.
 </li>
 <li>
 Ability to speak clearly and concisely.

 PHYSICAL DEMANDS:
 
 
 
 The work is sedentary work and requires exerting up to 10 pounds of force occasionally and negligible amount of force constantly to move objects.
