</div><p></p><div><div><p><b>PURPOSE OF CLASSIFICATION
</b><br>
The purpose of this classification is to provide professional level project management, technical review, and contract administration services for the City&rsquo;s Streets and Stormwater Department.</p></div><p></p>
<p></p><div><p><b><i>The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.</i></b></p><ul><li>
Provides professional management and technical support services to the Department; participates in design, management, budgeting, permitting, inspection and/or public involvement in stormwater retention pond restoration projects and other stormwater quality improvement projects.</li><li>
Responsible for data management, analysis, and review of ongoing stormwater quality projects, such as monthly outfall sampling at retention ponds receiving public drainage, and for any special or new projects, such as watershed assessments and selection, location, and monitoring of Best Management Practice Tools.</li><li>
Provides assistance to the Director and other management staff for permitting, inspections, support for projects, technical advisement, Level of Service Reports, and communication inquiries.</li><li>
Knowledgeable in reviewing National Environmental Laboratory Accreditation Program (NELAP) certified laboratory reports, including quality control/quality assurance. Experienced in the collection of water quality samples and field readings following Florida Department of Environmental Protection (FDEP) Standard Operating Procedures (SOPs). Can work with professional consultants and contractors to deliver quality projects on time and within budget. Shall be capable of negotiating scopes of work, fee schedules and time schedules for completion of work. Shall be able to administer the terms of an agreement over the course of the project.</li><li>
Reviews building plans and capital improvement project plans for water quality impacts including stormwater improvements and impervious area; is familiar with the City&rsquo;s Stormwater Master Plan, Lake Management Plan, and annual surface water and pump station water quality reports Responds to concerns, inquiries, and complaints from the general public in both oral and written contexts; provides information, assistance, and/or resolution accordingly.</li><li>
Conducts, verifies, and reviews technical reports and studies in support of project analysis and design; provides technical support during construction or review; verifies compliance with City policy and regulatory requirements; makes recommendations concerning improvements, modifications, design strategies, or other aspects of project development.</li><li>
Communicates with City officials, officials from other municipalities/counties, supervisors, design professionals, contractors, consultants, researchers, laborers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Provides periodic project progress and status reporting to administrative superiors. Assists the Department Director with presenting to advisory boards, committees, or elected officials.</li><li>
Maintains current knowledge of trends and developments in science, engineering and regulatory standards pertaining to public utilities and infrastructure, and fundamentals of water quality issues and regulation.</li><li>
Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Outlook, Excel, PowerPoint, GIS, Tyler-Munis, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.</li><li>
Manages the acquisition and/or maintenance of required permitting; schedules inspections to ensure compliance with all regulatory requirements; facilitates adherence to all reporting and documentation requirements; evaluates and monitors progress against performance and quality measurements.</li><li>
Communicates regularly and accurately with supervisor, Department team members, and City employees. Can identify problematic issues early and promptly develop creative solutions with the team and promote solutions to the management team.</li></ul><p><b>

<p></p><div><p><b>MINIMUM TRAINING AND EXPERIENCE:</b></p><ul><li>
Bachelor&rsquo;s degree in Biology or Chemistry or related field, a Masters degree is preferred.</li><li>
Minimum of five (5) years experience in water quality analysis, review, and/or compliance; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this position.</li><li>
Previous experience in stormwater quality and knowledge of the Clean Water Act, including Total Maximum Daily Loads (TMDLs) and National Pollutant Discharge Elimination System (NPDES) and Municipal Separate Storm Sewer System (MS4) permitting is preferred.</li><li>
Must possess and maintain a valid Florida Driver License, &ldquo;Class E&rdquo;, with a driving record that meets or exceeds minimum City standards.</li></ul><p><b>
OTHER REQUIREMENTS:</b> The City of Naples is a Tobacco-Free Workplace. The purpose of this classification is to review and process environmental permits, ensuring compliance with the City of Naples Code of Ordinances and Land Development Code. Permit review will primarily relate to Coastal Construction Set Line (CCSL) requirements, Sea Turtle Protection Regulations, dredge and fill permits, lake fills, and marine permits (docks, seawalls, and riprap). This position will also assist with technical and administrative work involving monitoring programs for the City&rsquo;s waterways and environmental resources; and assist with citywide resiliency and sustainability initiatives.</p></div><p></p>

Reviews permits for compliance with the City&rsquo;s Coastal Construction Setback Line (CCSL) (City Code Section 52-33). Requires site visits, requesting additional information as needed, applicant coordination, utilizing CityView (permitting software), and knowledge of coastal dune vegetation.</div></li><li><div>
Assists with permit reviews for the City&rsquo;s marine turtle protection regulations (City Code Section 52-61). This includes reviewing plans for exterior, landscape, and pool/spa lighting, etc. Daytime and occasional nighttime visits are required.</div></li><li><div>
Prepares the documentation, agenda memos, and presentations for permits requiring City Council approval.</div></li><li><div>
Reviews permits for compliance with the City&rsquo;s Code of Ordinances for Dredge and Fill Permits, Lake fill or deck construction permits, and marine permits (docks, seawalls, and riprap).</div></li><li><div>
Organizes tasks to complete assigned work; monitors status of work in progress and inspects completed work.</div></li><li><div>
Collaborates with co-workers, assists with complex/problem situations, and provides technical expertise.</div></li><li><div>

Assists with monitoring, implementation of Total Maximum Daily Loads regulations, source tracking, and other needs relating to the Impaired Waters Rule.</div></li><li><div>
Assists senior staff with grant reporting and maintenance of grant tasks, assists in writing grant proposals and conducting supporting research.</div></li><li><div>
Reviews and analyze technical reports provided to the City by consultants for various environmental programs.</div></li><li><div>
